Notice on Carrying out the Cultivation and Recognition of Specialized, Refined, Unique and New Small and Medium sized Enterprises in 2023 and the Application (Review) Recommendation of Specialized, Refined, Unique and New "Little Giant" Enterprises

In order to implement the important instructions of General Secretary Xi Jinping on "cultivating a batch of 'specialized, refined, distinctive and new' small and medium-sized enterprises" and enhancing the innovation capabilities of small and medium-sized enterprises, and in accordance with the Interim Measures for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises (Enterprise [2022] No. 63 of the Ministry of Industry and Information Technology), the Implementation Rules for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises in Shandong Province (Lugongxinfa [2022] No. 8, hereinafter referred to as the "Implementation Rules"), and the Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Fifth Batch of Specialized, Refined, Distinctive and New 'Little Giant' Enterprise Cultivation and the Second Batch of Specialized, Refined, Distinctive and New 'Little Giant' Enterprise Review Work "(Enterprise Letter [2023] No. 23 of the Ministry of Industry and Information Technology), Enterprise cultivation and recognition, as well as the application (review) and recommendation of specialized, refined, and new" little giant "enterprises. The relevant matters are notified as follows:

1、 Specialized and innovative small and medium-sized enterprise application and review

Innovative small and medium-sized enterprises within the validity period (or those that have already applied this year) can apply for the 2023 specialized, refined, special and new small and medium-sized enterprises. The two batches of Shandong Province's "specialized, refined, special and new" small and medium-sized enterprises recognized in 2019 can apply for review, and the applying enterprises must meet the relevant recognition standards for specialized, refined, special and new small and medium-sized enterprises in the Implementation Rules.

（1） High quality SME gradient cultivation platform of the Ministry of Industry and Information Technology（ https://zjtx.miit.gov.cn/ The application window for specialized, refined, and new small and medium-sized enterprises in our province on the "Cultivation Platform" will be open from February 27th to March 27th. Qualified enterprises voluntarily log in to the cultivation platform, and newly applied ones can fill out the specialized and innovative small and medium-sized enterprise application form and upload relevant supporting materials on the "Enterprise Application Information" page; Applicants for review should fill out the review application form and upload relevant supporting materials on the "Certification Expiration Management - Review" page. Afterwards, the enterprise shall submit materials in accordance with the specific requirements of the small and medium-sized enterprise management departments in each city (the paper version of the application form can be downloaded and printed on the cultivation platform), and the paper materials shall be consistent with the online data filled in.

（2） The competent departments of small and medium-sized enterprises in each city shall carefully review and verify the materials provided by the enterprises in accordance with the Implementation Rules, and provide recommendation opinions; For the declaration of whether the enterprise has "not experienced major security (including network security, data security), quality, environmental pollution and other accidents, as well as illegal and irregular behaviors such as tax evasion in the past three years", opinions from relevant units shall be solicited, relevant information shall be verified, and the results shall be reflected in the recommendation documents. Please send the recommendation documents, recommendation summary table (Attachment 5), review summary table (Attachment 6, both in paper format and editable electronic format), and enterprise application form (in paper format) stamped with official seals to the Innovation and Entrepreneurship Guidance Office of the Provincial Department of Industry and Information Technology by express mail (EMS) before April 5th. Supporting materials should be submitted in scanned electronic format (original scanned, 1 PDF file for each enterprise).

（3） Our department will organize the review, on-site inspection, and public announcement of the recommended enterprises and related materials. If there are no objections to the public announcement, they will be announced as specialized, refined, and new small and medium-sized enterprises for the year 2023, and as specialized, refined, and new small and medium-sized enterprises that have passed the review for the year 2023.

2、 Application and review of specialized and innovative "little giant" enterprises

Specialized, refined, and new small and medium-sized enterprises (or those that have already applied this year) within the validity period can apply for the fifth batch of specialized, refined, and new "Little Giant" enterprises. The second batch of specialized, refined, and new "Little Giant" enterprises can submit a review application, and the applying enterprises must meet the relevant recognition standards for specialized, refined, and new "Little Giant" enterprises in the Implementation Rules. Enterprises that have been listed as single champion demonstration enterprises or single champion products in the manufacturing industry by the Ministry of Industry and Information Technology will no longer be recommended; Provincial manufacturing industry champion enterprises must apply and be recognized as specialized, refined, unique, and new small and medium-sized enterprises before being recommended; For enterprises that have a controlling relationship (holding/being held more than 50%) with specialized, refined, and new "little giant" enterprises recognized by the Ministry of Industry and Information Technology, as well as enterprises producing similar leading products within the same group, they are not recommended.

（1） Cultivation Platform（ https://zjtx.miit.gov.cn/ ）The application window for specialized and new "Little Giant" enterprises on the platform will be open from March 15th to April 10th. Qualified enterprises voluntarily log in to the cultivation platform to apply for the fifth batch of specialized, refined, and new "Little Giant" enterprises. They should fill out the "Application Form for the Fifth Batch of Specialized, Refined, and New" Little Giant "Enterprises" (Attachment 1, which can be downloaded and printed on the cultivation platform), and fill out the online application form and upload relevant supporting materials on the "Enterprise Application Information" page of the cultivation platform; The enterprise applying for review shall fill out the "Second Batch of Specialized, Refined, Special and New 'Little Giant' Enterprise Review Application Form" (Attachment 2, which can be downloaded and printed on the cultivation platform), and fill out the review application form and upload relevant supporting materials on the "Certification Expiration Management - Review" page of the cultivation platform. Afterwards, the enterprise shall submit materials in accordance with the specific requirements of the small and medium-sized enterprise management departments in each city, and the paper materials shall be consistent with the data filled in online.

（2） The competent departments of small and medium-sized enterprises in each city shall carefully review and verify the materials provided by the enterprises in accordance with the Implementation Rules, and provide recommendation opinions; For the declaration of whether the enterprise has "not experienced major security (including network security, data security), quality, environmental pollution and other accidents, as well as illegal and irregular behaviors such as tax evasion in the past three years", opinions from relevant units shall be solicited, relevant information shall be verified, and the results shall be reflected in the recommendation documents. The supporting materials should be submitted in scanned electronic form (original scanned, one PDF file for each enterprise).

（3） Our department will organize the review and on-site inspection of enterprise application materials and related supporting documents, and recommend those that pass to the Ministry of Industry and Information Technology.

3、 Related requirements

（1） The competent departments of small and medium-sized enterprises at all levels should attach great importance to it, actively carry out policy propaganda and interpretation, ensure that small and medium-sized enterprises know everything they need, and widely mobilize enterprises to apply; We must conscientiously fulfill our responsibilities, adhere to the conditions and standards, strictly review and control, and especially compare with the "Partial Indicators and Requirements Explanation" in Annex 4 of the "Implementation Rules" for initial review and recommendation. If it is found that the recommended enterprise does not meet the standards of the "Implementation Rules", our department will issue a notification.

（2） The review and recommendation work adheres to fairness and impartiality, randomly selects experts, and does not set up "special channels" for any third party. Enterprise application does not charge any fees, only needs to truthfully fill in and provide information, and does not require or recommend any intermediary agency to assist with the application.

（3） The validity period of the recognized specialized, refined, and new small and medium-sized enterprises is 3 years, and a review will be conducted after the expiration. For the 2019 Shandong Province "Specialized, Refined, Unique and New" small and medium-sized enterprises that were not recommended, as well as the second batch of reviewed specialized, refined, unique and new "Little Giant" enterprises, the competent departments of small and medium-sized enterprises in each city should explain the reasons in the summary table of the review situation.

（4） The competent departments of small and medium-sized enterprises at all levels should strengthen precise services, actively solve difficulties and relieve difficulties, and continuously improve the policy measures for cultivating high-quality small and medium-sized enterprises in a gradient manner; We should pay attention to giving full play to the exemplary and leading role of specialized, refined, unique and new small and medium-sized enterprises and specialized, refined, unique and new "little giant" enterprises, guiding the vast number of small and medium-sized enterprises to follow the development path of "specialized, refined, unique and new", and continuously improving their innovation capabilities and professional level.
