Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Application for the Third Batch of Key Projects for High Quality Development of the Software Industry in Shandong Province

Each city's industrial and information technology bureau, relevant units:

In order to implement the Implementation Opinions of the General Office of the People's Government of Shandong Province on Accelerating the High quality Development of the Software Industry (Lu Zheng Ban Fa [2020] No. 1), enhance the supply capacity of high-end software, improve the overall efficiency of the innovation chain, empower the transformation and upgrading of traditional industries, and stimulate the emergence of new industries, new formats, and new models, it is now decided to carry out the third batch of key projects for the high-quality development of the software industry. The relevant matters are notified as follows:

1、 Declaration scope

Focusing on key areas and major needs, we will focus on basic software, industrial software, platform software, industry application software, embedded software, integrated circuit design, and other directions. We will select and recommend a number of key projects with high innovation level, strong driving effect, and demonstration effect, leading and driving the high-quality development of the software industry in the province.

（1） Basic software operating systems (cloud operating systems, lightweight operating systems, high trust server operating systems, etc.), database management systems, middleware, office software (streaming processing, layout processing, graphic design, office suites, etc.), information security software, modeling tool software, development tools, testing tool software, integrated development environment and other basic support software projects.

(II) industrial software computer-aided design (CAD), computer-aided engineering (CAE), computer-aided manufacturing (CAM), product life cycle management (PLM), process simulation software and other R & D and design software projects; manufacturing execution system (MES), manufacturing operation management (MOM), product data management (PDM), programmable logic controller (PLC), distributed control system (DCS), data acquisition and supervisory control system (SCADA) and other production control software projects; enterprise resource management plan (ERP), supply chain management (SCM), customer relationship management (CRM), human resource management (HEM) and other business management software projects.

(III) platform software is oriented to key technologies and supporting platform projects in the fields of cloud computing, big data, artificial intelligence, industrial Internet, etc.; online platform software projects based on Internet services such as education and training, culture and entertainment, local life, e-commerce, etc. (including lightweight platforms such as small programs and fast applications).

(IV) industry application software is oriented to professional application software and solutions in the fields of equipment manufacturing, petrochemical industry, light industry and textile, energy management, medical care and health, smart city, emergency management, transportation and logistics, smart ocean, modern agriculture, cultural tourism, modern finance, etc. Program project.

(V) embedded software for embedded products in the fields of CNC machine tools, smart home appliances, rail transit, automotive electronics, special machinery, instrumentation, etc., encourages the deep integration of embedded software technology with the Internet, artificial intelligence and other technologies, and supports the development of key commonalities, Safe and stable embedded operating system and embedded software platform.

(VI) integrated circuit design various types of microcontrollers, audio and video processing chips, communication chips, memory control chips, security control chips, smart card chips, sensor chips and other integrated circuit product development and design projects.

2、 Declaration conditions

The subject of (I) declaration should be registered in the administrative area of Shandong Province, have independent legal personality, have standardized management, pay taxes in accordance with the law, have a good reputation, and have no major or more safety production accidents within three years. Encourage advantageous industrial enterprises to accelerate technology software, develop industrial software and solutions and participate in the declaration.

（2） The applicant has strong software development capabilities, with no less than 30 full-time R&D personnel in the software field and a R&D expenditure of no less than 10 million yuan in the previous year. And at least one of the following conditions must be met: having software engineering technology centers and other software research and development institutions or platforms recognized at the provincial level or above; Obtain one of the qualification certifications such as CSMM/CMM/CMMI3 or above (Capability Maturity Model Integration), ITSS (Information Technology Service Standard), DCMM (Data Management Capability Maturity Model), CCRC (Information Security Service Certification), ISO27001 (Information Security Management System Standard), ISO20000 (Information Technology Service Management System Standard), etc; One of the honors for enterprises such as provincial and above specialized and innovative, gazelle, unicorn, and individual champion.

（3） The declared project is under construction and meets the following conditions:

1. The planned investment amount for the project shall not be less than 5 million yuan, and more than 50% of the investment has been made or not less than 5 million yuan has been invested.

2. The project has high technological innovation and meets one of the following conditions: it has won awards at or above the level of a district or city, or has been listed as a key or preferred project at or above the level of a district or city; Obtained or applied for (already published) one or more relevant invention patents and integrated circuit layouts; Through the evaluation of scientific and technological achievements by third-party specialized evaluation institutions, and reaching the advanced or above level in China; Based on the domestic software and hardware ecosystem and passing compatibility testing; Those who meet the requirements of the "Regulations on the Management of Blockchain Information Services" and have been registered for national blockchain information services.

（4） Projects that are under construction and have won awards at the provincial or ministerial level or above, or have been listed as key or preferred projects at the provincial or ministerial level or above, are not subject to the constraints of conditions (2) and (3).

3、 Application materials

（1） Declaration form (see attachment).

（2） Copy of the business license, organizational code, or three in one certificate of the enterprise.

（3） Proof materials for the unit and project, including: the unit has been certified by relevant qualifications (CSMM/CMM/CMMI, ITSS, CCRC, DCMM, ISO and other series of standards), has a provincial-level or above recognized software engineering technology center and other research and development institutions and platforms, and has been awarded honors such as specialization, precision, novelty, gazelle, unicorn, and single champion enterprise; The R&D personnel, R&D expenses, and project R&D investment of the unit need to provide supporting materials such as social security or labor contracts, third-party audit reports, etc; Project intellectual property rights and certification materials that can prove the technological innovation, progressiveness and economic and social benefits of products; For those based on the domestic ecosystem and registered through blockchain information services, corresponding proof materials must be provided.

4、 Specific requirements

(I) the municipal bureaus of industry and information technology to do a good job in the organization and declaration of key projects for the high-quality development of the software industry. Eligible enterprises organize materials in accordance with the requirements, fill in the "Application Form for Key Projects of High-quality Development of Software Industry in Shandong Province", and declare to the municipal industry and information bureaus according to their territories.

The industry and information bureaus of all cities in the (II) must carefully check to ensure that the application materials meet the requirements, are complete, true and effective, and fill in the "Summary of Key Projects for the High-quality Development of the Software Industry in Shandong Province."
