Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Application for the "One Enterprise, One Technology" R&D Center in Shandong Province in 2023

In order to thoroughly implement the spirit of the Provincial Conference on Strengthening and Accelerating the High quality Development of Industrial Economy, implement the work deployment of the "Advanced Manufacturing Strong Province Action Plan (2022-2025)", gather efforts to build an innovation platform, break through innovative technologies, enhance scientific and technological innovation, improve self-reliance and self-improvement level, promote the upgrading of industrial foundation and modernization of industrial chain, and in accordance with the requirements of the "Guidelines for the Cultivation and Recognition of One Enterprise, One Technology" R&D Centers in Shandong Province "(Lugongxinji [2020] No. 37, hereinafter referred to as the" Guidelines "), we are now organizing the application work for the" One Enterprise, One Technology "R&D Center in Shandong Province in 2023. The specific matters are notified as follows:
1、 Declaration conditions
The applying unit is an enterprise registered within the administrative region of Shandong Province with independent legal personality. The corporate governance structure is standardized, the financial management system is sound, and there have been no illegal business activities in the past three years. There have been no major accidents in terms of quality, safety, environmental protection, etc. The company's financial condition is good and it has a high credit rating. Specific requirements shall be implemented in accordance with the Work Guidelines.
2、 Application materials and requirements
According to the specific requirements of the "Work Guidelines", the applying unit shall carefully prepare the "Application Form for Shandong Province's" One Enterprise, One Technology "R&D Center" (Attachment 1), ensuring that the material content is true, effective, and complete, and confidential information shall be declassified.
3、 Work Procedure
（1） Enterprise declaration. Each city's Industry and Information Technology Bureau and Qingdao Private Economic Development Bureau should organize applications based on the principle of voluntary participation of enterprises. Provincial and central enterprises stationed in Shandong can directly recommend applications.
（2） Initial review recommendation. Each city's Industry and Information Technology Bureau and Qingdao Private Economic Development Bureau must review and control the application materials of enterprises, and report enterprises that meet the application conditions to the Provincial Department of Industry and Information Technology.
（3） Review and determination. After comprehensive review and demonstration by experts, the Provincial Department of Industry and Information Technology has publicly announced the provincial "one enterprise, one technology" R&D centers that meet the recognition criteria. If there are no objections to the announcement, they will be recognized.
4、 Regarding requirements
Please ask the Industry and Information Technology Bureau of each city and the Private Economic Development Bureau of Qingdao to carefully organize and recommend the application, and submit the recommendation documents (PDF format), recommendation summary table (Excel, PDF format), and application materials (PDF version) to the Science and Technology Department of the Provincial Department of Industry and Information Technology by March 31st on a city by city basis.
