Forwarding Notice on Organizing Training for Leading Talents in Small and Medium sized Enterprise Management for 2022-2023

In order to implement the spirit of the 20th National Congress of the Communist Party of China and the national and provincial decision-making arrangements on promoting the healthy development of small and medium-sized enterprises, give full play to the advantages of the small and medium-sized enterprise service system platform, deeply implement the strategy of building a strong talent country, continuously promote the improvement of the quality and management level of small and medium-sized enterprise management talents in our province, and guide the high-quality development of small and medium-sized enterprises, in accordance with the requirements of the "Notice on Doing a Good Job in Training Leading Talents in Small and Medium sized Enterprise Management for 2022-2023" (Enterprise Letter [2022] No. 278 of the Ministry of Industry and Information Technology) issued by the General Office of the Ministry of Industry and Information Technology, it is decided to carry out the training of leading talents in small and medium-sized enterprise

1、 Training plan and target audience

The training of leading talents in small and medium-sized enterprise management by the Ministry of Industry and Information Technology of Shandong Province for 2022-2023 is planned to carry out two special courses: "Regional Development" and "Specialized, Refined, Unique and New".

（1） Special Course on Regional Development

1. Enrollment Plan: Shanghai Jiao Tong University and Shandong University will undertake teaching tasks, each forming their own classes, with a planned enrollment of 80 students.

2. Enrollment target: Small and medium-sized enterprise managers with good growth potential, strong innovation ability, and leading positions in the region or industry, or start-up small and micro enterprise managers with great development potential (mainly enterprise legal persons, chairman, general manager, and deputy general manager); Under the age of 60, with a diploma or above or equivalent academic qualifications.

（2） Specialized, Refined, Unique, and New Special Class

1. Enrollment Plan: The Leading Enterprise Research Institute (Beijing Leading Information Technology Research Institute Co., Ltd.) is responsible for teaching tasks and plans to enroll 50 students.

2. Enrollment targets: Focusing on specialized, refined, innovative "little giant" enterprises, small and medium-sized enterprises recognized (or key cultivated) by our province as "specialized, refined, innovative", as well as legal persons or main business managers of small and medium-sized enterprises with good growth potential, strong innovation ability, and the possibility of "specialized, refined, innovative" growth.

2、 Training content and methods

The training mainly adopts a combination of centralized training and learning practice, classroom teaching and practical application, focusing on key industries and fields in our province, with a focus on high-quality development, improvement of enterprise innovation capabilities, strengthening of enterprise industrial chain status, and building enterprise competitiveness. It focuses on the weak links of small and medium-sized enterprise managers and carries out multi-level, wide-ranging, and all-round learning and training. During the learning period, we will hold irregular exchange activities with the national leading talent class, conduct cross provincial learning and multi provincial linkage training, and provide a national elite exchange platform for students.

3、 Training time and location

The training program lasts for one year, with a total of 16 days (128 class hours) of concentrated training throughout the year. 2-3 days of concentrated learning are arranged every 1-2 months. At the same time, based on the actual development of student enterprises, value-added activities such as online classes, cross regional enterprise research and study tours, and weekly exchanges will be organized. The training, timing, and location will be determined by the responsible organization through unified coordination based on the formation of each class.

4、 Training management

（1） Organizational management. This training is organized by the Talent Exchange Center of the Ministry of Industry and Information Technology, and entrusted to the Shandong Provincial Federation of Light Industry Collective Enterprises, Shanghai Jiao Tong University, Shandong University, and Leading Enterprise Research Institute to undertake the teaching task. The Ministry of Industry and Information Technology will introduce a third-party assessment agency to evaluate the quality of the training.

（2） Learning expenses. The learning expenses of the training course (including tuition fees, textbook fees, comprehensive management fees, certificate fees, etc.) will be covered by financial subsidies and self raised by the students (units), and will be collected by each teaching institution (specific fee instructions can be found in the enrollment brochure of each institution). During the learning period, students are responsible for their own food, accommodation, and transportation expenses.

（3） Training effectiveness. After graduation, students will be included in the "National Leading Talent Pool for Small and Medium sized Enterprise Management" and can participate in a certain number of free nationwide leading talent training courses for 10 years, and enjoy lifelong services from the National Leading Talent Public Service Platform. The certificate award for the "Regional Development" special course adopts a "dual certificate" model. Students who complete all courses and pass the assessment will be awarded the "Leading Talent in Small and Medium sized Enterprise Management" certificate by the Ministry of Industry and Information Technology. Students of the corresponding course will receive a graduation certificate issued by Shanghai Jiao Tong University or Shandong University and enjoy alumni benefits; After completing the training tasks and passing the assessment as required, the students of the "Specialized, Refined, Unique and New" special course will be awarded the "Specialized, Refined, Unique and New" special training certificate for leading talents under the unified management of the Ministry of Industry and Information Technology.

5、 Regarding requirements

（1） Please register for the leading talent special course according to the needs of enterprises in each city. Before February 17th, submit the electronic versions of the "Leading Talent Training Staff Information Form" (see Attachment 1), "Leading Talent Training Participants Summary Form" (see Attachment 2), "Leading Talent" Regional Development Special Course Student Registration Form "(see Attachment 3), and" Leading Talent "Specialized, Refined, Unique, and New Special Course Student Registration Form" (see Attachment 4) on a city by city basis qyfwb@shandong.cn Email, after review and filing, notify eligible personnel to participate in the training. Please consult the contact person of each responsible institution for the relevant course content (see Annex 5-7).

(II) cities should carefully check and strictly screen the recommended participating enterprises. After participating in the training, strictly abide by the relevant training discipline, do not be absent or withdraw from the training without reason, and do not change personnel at will.
