Forwarding the Notice on Carrying out the First Batch of Advanced Manufacturing Cluster Certification in Shandong Province

In order to accelerate the construction of a cluster hierarchical cultivation and development system, assist in the construction of a strong manufacturing province, and create a number of advanced manufacturing clusters with core competitiveness, in accordance with the work arrangement of the provincial government, and in accordance with the "Interim Measures for the Cultivation and Recognition of Advanced Manufacturing Clusters in Shandong Province" (Lugongxin Gui [2023] No. 12, hereinafter referred to as the "Measures"), the following notice is issued to do a good job in the recognition of the first batch of advanced manufacturing clusters in Shandong Province:
1、 Organizational declaration
The advanced manufacturing clusters in Shandong Province are led by the industrial and information technology departments of each city (the cities where the relevant cluster development promotion organizations are located for cross administrative region advanced manufacturing clusters) to carry out the application work. The relevant cluster development promotion organizations are responsible for preparing the Shandong Province advanced manufacturing cluster application form (Attachment 1), and supporting materials should be provided for the specific indicators involved in the application form.
2、 Audit and evaluation
（1） Material review. The industrial and information technology departments of each city are responsible for the authenticity and compliance of the cluster application materials, conduct preliminary reviews, provide relevant recommendation opinions, and formally submit them in writing. Among them, those who apply for multiple clusters should provide separate recommendation opinions. The Provincial Department of Industry and Information Technology will conduct a re examination of the application materials, determine the list of clusters participating in the defense stage, and quantitatively assign scores to the quantitative indicators in the application materials.
（2） Conduct a defense. The Provincial Department of Industry and Information Technology will select experts in relevant industry fields for on-site or online defense (to be notified separately). The defense team is composed of relevant government departments of the city where the cluster is located, cluster promotion organizations, key enterprises within the cluster, and other relevant personnel. The expert group will give a comprehensive score based on the defense situation and combined with the application materials.
（3） Recognized release. The Provincial Department of Industry and Information Technology has formulated a shortlist for advanced manufacturing clusters in Shandong Province based on the quantitative scoring and expert scoring of each cluster, as well as taking into account the industry differences and national influence of the relevant clusters. After the shortlist is reviewed and approved by the Director's Office, it will be publicly announced on the official website of the Provincial Department of Industry and Information Technology for 5 working days. If there are no objections or if there are objections that are verified to meet the conditions, it will be recognized.
3、 Regarding job requirements
（1） Enhance ideological awareness. The work report of the provincial government has listed the cultivation of provincial-level advanced manufacturing clusters as a key task for this year. Each city is requested to attach great importance to it, plan systematically, actively organize, and select representative advanced manufacturing clusters in the local area based on the local industrial structure and characteristics, laying a foundation for the subsequent efforts to create national advanced manufacturing clusters.
（2） Consolidate the main responsibility. Each city should take on the main responsibility of creating clusters, conscientiously implement the requirements of the Measures, strictly control the basic conditions for cluster application, systematically sort out key indicators, and ensure authenticity and accuracy. We should carefully select and build cluster promotion organizations, fully leverage their ability to promote cooperation and exchange among cluster members, and promote the healthy development of service industries.
（3） Grasp the time schedule. To ensure the continuity of the application for the national advanced manufacturing cluster this year, the first batch of provincial-level advanced manufacturing clusters should be recognized in the first quarter of this year, which is a tight deadline and heavy task. Please grasp the time schedule and improve work efficiency in each city. It is necessary to submit the cluster application materials such as application documents, application forms, and application information forms (Attachment 2) to our department before the end of February (two copies of paper version, and electronic version packaged and sent to email).
