Municipal Industry and Information Technology Bureaus:

In order to conscientiously implement the "Advanced Manufacturing Strong Province Action Plan (2022-2025)" and the "Shandong Province Intelligent Manufacturing Quality Upgrade Action Plan (2022-2025)" of the Provincial Party Committee and Provincial Government, further improve the multi-dimensional coverage and hierarchical cultivation system of intelligent manufacturing, and accelerate the digital transformation of the manufacturing industry in the province, we are now organizing the application for the 2022 Shandong Province Intelligent Manufacturing Benchmark Enterprise. The specific matters are notified as follows:

1、 Overall objective

Select a group of benchmark enterprises with advanced technological level, significant improvement in quality and efficiency, and outstanding demonstration role in the field of intelligent manufacturing, summarize a batch of advanced typical experiences that can be replicated and promoted in the industry, build a "municipal provincial national" intelligent manufacturing pilot demonstration hierarchical cultivation system, accelerate the expansion and improvement of intelligent manufacturing in the province, and promote the digital transformation of the manufacturing industry in the province.

2、 Declaration conditions

（1） The declared enterprise is registered within the territory of Shandong Province, has independent legal personality and has been operating normally for more than three years, with good financial condition, good credit and no illegal records. As of the declaration date, the enterprise has not registered in "Credit China"（ https://www.creditchina.gov.cn/ ）The National Enterprise Credit Information Publicity System（ https://gsxt.gov.cn/index.html ）Negative records have appeared.

（2） In principle, the declared enterprise should be a city level intelligent manufacturing pilot demonstration, intelligent factory, and digital workshop.

（3） Enterprises must have completed self-assessment on the Shandong Provincial Branch of the Intelligent Manufacturing Evaluation Public Service Platform and reached level 3 or above (platform website: https://www.c3mep.cn/home?subPlatformId=8 ）Or achieve Level 2 or above through the maturity certification of intelligent manufacturing capabilities.

（4） The applying enterprise should actively build digital workshops and intelligent factories, possess unique intelligent manufacturing practices and methods in its industry, and have a leading level of intelligent manufacturing in the industry. It should achieve significant results in improving production efficiency, energy efficiency utilization, safety production level, research and development capabilities, product quality, and other aspects, forming mature, replicable, and promotable advanced experience and effective models, which can drive peers, related industries, or upstream and downstream enterprises to accelerate digital transformation and upgrading, and promote high-end, intelligent, and green development.

（5） The declared enterprise has not experienced any major or particularly serious safety production accidents, major or particularly serious environmental accidents, or any illegal or irregular behavior in the past three years.

（6） The declaring enterprise is willing to actively cooperate in conducting on-site evaluations and summarizing publicity, and actively promote typical experiences.

（7） Enterprises that have been rated as provincial benchmark for intelligent manufacturing are not allowed to reapply.

3、 Declaration Procedure

（1） Enterprise application. The declaration work shall be carried out in accordance with the principle of localization. The industrial and information technology bureaus of each city are responsible for organizing the declaration of enterprises in the city. Enterprises are required to organize and submit materials (see Annex 1 for the format of the declaration form), and are responsible for the authenticity.

（2） City level recommendation. Each city conducts a preliminary review of the application materials and fills out the recommendation summary table in order of priority (see Annex 2 for details). The recommended number of cities that have carried out city level intelligent manufacturing pilot demonstration cultivation shall not exceed 3, and the recommended number of cities that have not carried out relevant cultivation work shall not exceed 2.

（3） Review and publicity. The Provincial Department of Industry and Information Technology organizes expert review or on-site verification to determine the list of benchmark enterprises and publicize it to the society.

（4） Promotion and publicity. The Provincial Department of Industry and Information Technology timely summarizes and sorts out the experience, practices, and achievements of benchmark enterprises, and promotes advanced experiences and successful models through various forms such as holding on-site observation and exchange meetings on intelligent manufacturing.

4、 Job requirements

Please have the industrial and information technology bureaus of each city bind the enterprise application materials (paper materials in the required order, two copies stamped with the unit seal, and an electronic version attached), along with one copy of the recommendation document and summary table (electronic version attached, see Attachment 2 for the summary table), and submit them to the Provincial Department of Industry and Information Technology before February 23, 2023. Please also provide relevant policy documents supporting the development of intelligent manufacturing in each city. Late submissions will not be accepted.
