Forwarding the Notice on Organizing and Implementing the Financial Subsidy Funds for Upgrading High tech Enterprises to Small and Medium sized Enterprises in Shandong Province in 2023

Municipal science and technology bureaus, relevant units:

According to the "Management Measures for Financial Subsidies for Upgrading High tech Enterprises to Small and Medium sized Enterprises in Shandong Province" (Lukezi [2021] No. 48), the implementation of financial subsidies for upgrading high-tech enterprises to small and medium-sized enterprises in Shandong Province in 2023 is now organized. The relevant matters are notified as follows:

1、 Subsidy recipients

（1） Technology oriented enterprises

Subsidized enterprises should meet the following conditions:

Small and medium-sized enterprises that have been recognized by the Shandong Province High tech Enterprise Certification Management Organization for the first time in 2022, with a total of no more than 500 employees and an annual sales revenue of no more than 200 million yuan in 2021; Or enterprises recognized as high-tech enterprises by Heze City. (Note: Enterprises that have been registered and publicized by the Office of the Leading Group for the Administration of National High tech Enterprise Recognition, but have not yet obtained the approval certificate number for high-tech enterprises, shall apply for subsidies in advance.)

（2） Incubation carrier for technology enterprises

The incubation carrier for subsidized technology enterprises should meet the following conditions:

1. Technology enterprise incubators, makerspaces, and specialized makerspaces registered within the territory of Shandong Province, with independent legal personality and recognized (filed) by science and technology departments at or above the provincial level, or university science and technology parks approved by science and technology departments and education departments at or above the provincial level for construction.

2. The incubation operation performance is good, with one or more incubating enterprises upgraded to high-tech enterprises during the incubation period.

3. There have been no major safety or quality accidents or serious environmental violations in the past year, and no serious scientific research dishonesty has occurred.

2、 Workflow

（1） Information supplementation and confirmation. After preliminary screening, suitable incubation carriers for small and medium-sized enterprises and technology enterprises can supplement and confirm relevant information through the Shandong Science and Technology Cloud Platform. The legal representative of the unit or the cloud platform administrator set by the legal representative of the unit can log in to the system（ https://cloud.kjt.shandong.gov.cn/ ）Afterwards, find the online hall platform Shandong Province Science and Technology Enterprise Management System, and refer to the Shandong Province Small and Medium sized Enterprises Upgrading High tech Enterprise Financial Subsidy Fund Information Supplementary Confirmation Form (Enterprise Category) (see Attachment 1) or Shandong Province Small and Medium sized Enterprises Upgrading High tech Enterprise Financial Subsidy Fund Application Form (Incubation Carrier Category) (see Attachment 2) to fill in the information online. After filling out the form, submit it to the local Science and Technology Bureau for review.

（2） Review and submit. Each city's science and technology bureau conducts a comprehensive review of the subsidy fund information for enterprises and incubation carriers in the system, and recommends the subsidy recipients to the provincial science and technology department.

1. Enterprise category: The science and technology bureaus of each city refer to the list of eligible subsidies preliminarily screened by the Provincial Department of Science and Technology (the list will be sent to each city by email, and the qualifications of enterprises that are not on the list should be carefully verified, and those that meet the conditions should be declared together), review the supplementary confirmation form of the fund information submitted by enterprises in the system, and export a summary table of recommended enterprises (see Annex 3), and submit it to the Provincial Department of Science and Technology.

2. Incubation carrier category: The science and technology bureaus of each city review the subsidy fund applications submitted by incubation carriers in the system, and export a summary table of recommended incubation carriers (see Annex 4) to submit to the Provincial Department of Science and Technology.

3、 Regarding requirements

（1） Each city's science and technology bureau shall organize its affiliated enterprises and incubation carriers to complete online information supplementation and confirmation work within the prescribed time. The deadline for the Provincial Department of Science and Technology to accept recommendations from various cities is March 1, 2023.

（2） Each city's science and technology bureau should conscientiously fulfill their job responsibilities, strictly review and control, and ensure that policies are fully enjoyed. The recommended candidate must not have a record of serious scientific research dishonesty during the disciplinary execution period, and must not have a "green threshold" system that does not support or a credit "blacklist" record in relevant social fields.

（3） Each city's science and technology bureau is requested to submit the recommendation letter and relevant summary table (in duplicate) in writing to the Provincial Department of Science and Technology before the recommendation deadline.
