Notice from the Department of Industry and Information Technology of Shandong Province, the Development and Reform Commission of Shandong Province, and the Market Supervision Administration of Shandong Province on Organizing the Selection and Application of Energy Efficiency "Leaders" in Key Energy Using Industries in 2022

Each city's Industry and Information Technology Bureau, Development and Reform Commission, and Market Supervision Administration Bureau:

In order to accelerate the improvement of industrial energy efficiency, highlight the leading role of energy efficiency standards, and play a benchmark demonstration role, in accordance with the requirements of the "Notice of the General Office of the Ministry of Industry and Information Technology, the General Office of the National Development and Reform Commission, the General Office of the State Administration for Market Regulation on Organizing the Selection of Energy Efficiency 'Leading Enterprises' in Key Energy Using Industries in 2022 (MIIT Joint Letter [2022] No. 285)", we are now organizing the selection and application work of energy efficiency' leading enterprises' in key energy using industries in our province. The relevant matters are notified as follows:

1、 Declaration scope

Including 24 industries such as steel, coking, ferroalloys, electrolytic aluminum, alumina, copper smelting, lead smelting, zinc smelting, magnesium smelting, cement, flat glass, crude oil processing, ethylene, coal to olefin, synthetic ammonia, methanol, calcium carbide, caustic soda, soda ash, xylene, purified terephthalic acid, tires, yellow phosphorus, polyester and polyester.

2、 Declaration conditions

（1） An independent legal entity with an annual energy consumption exceeding 10000 tons of standard coal.

（2） The energy consumption level of a unit product shall not be lower than the advanced value of the national energy consumption limit standard and the benchmark level of energy efficiency in key areas of high energy consuming industries (2021 edition).

（3） The use of green electricity is significantly higher than the national average.

（4） According to the national standards "Energy Management System Requirements" (GB/T 23331) and "Measurement Management System - Requirements for Measurement Processes and Measurement Equipment" (GB/T 19022), establish an energy management system and a measurement management system. Establish a comprehensive energy statistics and measurement management system, and equip energy measuring instruments in accordance with the national standard "General Rules for the Equipping and Management of Energy Measuring Instruments for Energy Using Units" (GB 17167) and have passed the energy measurement review.

（5） We have formulated and implemented an energy-saving and carbon reduction plan, established an energy-saving target responsibility system and an energy-saving reward and punishment system, and built an energy control center or energy consumption monitoring system in accordance with national standards.

（6） Comply with relevant requirements of national industrial policies, and do not use outdated processes, equipment, and products that are explicitly prohibited by the state or listed in restricted or eliminated catalogs.

（7） In the past three years, there has been no record of illegal activities related to environmental protection, quality, safety, etc., and it has not been included in the list of industrial energy conservation supervision and rectification, the list of abnormal business operations, or the list of serious violations and dishonesty.

3、 Work Procedure

（1） Enterprise application. According to the principle of voluntary participation, eligible enterprises can submit an application report for energy efficiency "leader" enterprises (Attachment 1) to the local industrial and information technology, development and reform, and market supervision and management departments, and encourage relevant industry associations to recommend eligible enterprises in the industry.

（2） Initial review. The industrial and information technology bureaus of each city are responsible for collecting and summarizing application materials in a unified manner. Together with the Development and Reform Commission and the Market Supervision Administration, they organize preliminary reviews of local enterprise applications and select a list of recommended enterprises in the city. Submit the recommendation opinions, enterprise application reports, and the "Summary Table of Recommended Energy Efficiency Leading Enterprises in Key Energy Using Industries in 2022" (Attachment 2) (1 electronic version on CD and 2 paper copies) to the Provincial Department of Industry and Information Technology, Provincial Development and Reform Commission, and Provincial Market Supervision Administration before November 28, 2022. Please follow the notice board on the website of Shandong Provincial Department of Industry and Information Technology to download attachments 1 and 2.

（3） Review and publicity. The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission and the Provincial Market Supervision Administration, organized experts to conduct a re examination, and evaluated the recommended list of energy efficiency "leaders" in key energy consuming industries in our province for 2022, which will be publicly announced. The Provincial Department of Industry and Information Technology will recommend electronic materials for enterprises through the "Industrial Energy Conservation and Green Development Management Platform"（ https://green.miit.gov.cn ）Synchronized submission.

（4） Strengthen publicity and promotion. The industrial and information technology, development and reform, and market supervision and management departments in various regions should strengthen the publicity and promotion of energy efficiency "leading" enterprises, widely promote advanced experience through case studies, organize on-site meetings, and other forms, and promote the continuous improvement of energy utilization level in the entire industry.
