Notice from the Shandong Provincial Administration for Market Regulation on the Application of Patent Conversion Special Plan Projects_Association Notices_Notice Announced

Market supervision and administration bureaus of various cities, relevant units:

In order to further promote the implementation of the Patent Conversion Special Plan and strengthen the support capacity for intellectual property operation services, in accordance with the "Notice of the Shandong Provincial Administration for Market Regulation and the Shandong Provincial Department of Finance on Issuing the Implementation Plan" (Lu Shi Jian Fa [2021] No. 4, hereinafter referred to as the "Implementation Plan"), the Provincial Administration for Market Regulation intends to carry out the application and selection of key support projects for the operation services of the Patent Conversion Special Plan. The relevant matters are hereby notified as follows.

1、 Project Content

1. Key industry intellectual property operation service platform project. Focusing on the patent intensive industries among the top ten industries for the transformation of new and old driving forces in Shandong, we will lay out and construct several key industrial intellectual property operation centers, forming a "1+N" intellectual property operation system for the whole province, and providing service support for enhancing the patent transformation capacity of our province's key industries.

2. Key area (Yellow River Basin) intellectual property operation service support project. Focusing on the major national strategy of serving the ecological protection and high-quality development of the Yellow River Basin, we will connect with enterprises, universities, research institutes, new research and development institutions, and innovation and entrepreneurship communities in the Yellow River Basin, promote the export and introduction of patented technologies in the Yellow River Basin, promote the aggregation of innovative elements to the industrial end, and export patented technological achievements to enterprises. We will create a "river basin market leadership, regional industry linkage, online and offline complementarity, and public welfare service support" patent technology transformation channel for universities and research institutes in the nine provinces along the Yellow River.

3. Key support projects for patent innovation and talent transformation, including "attracting, nurturing, and utilizing" talents. Support the work of "talent+patent" attraction and cultivation in our province, introduce a group of high-quality patent projects and talent teams from home and abroad, cultivate high-end composite talents who understand patent technology, financial operations, and market operations, create an application environment suitable for the combination of talent, patents, and project transformation, and promote the convergence and transformation of innovative resources, elements, projects, and funds in Shandong.

The specific content, task requirements, performance indicators, and support forms of the project can be found in the "Shandong Province Patent Conversion Special Plan Project Application Guidelines" (Attachment 1).

2、 Project application subject

Relevant enterprises and institutions registered in our province with independent legal personality, who meet the following basic conditions, are eligible to participate in the application:

1. Possess basic conditions such as a work team, data resources, and platform to support the development of related businesses;

2. Have good work performance in this field, with high visibility and influence;

3. In the past three years, the business has been operating in a standardized manner, with no major illegal or irregular behavior, and has not been included in the list of abnormal business operations or serious illegal and dishonest enterprises;

4. Priority support will be given to platform carriers and industry chain leading enterprises with strong service capabilities.

3、 Declaration procedures and project determination

1. Declare the organization. The market supervision bureaus of each city, based on the basic conditions of the applying units and the foundation of intellectual property operation work, recommend the qualified applying units and organize them to prepare the "Shandong Province Patent Conversion Special Plan Project Application Form" (hereinafter referred to as the "Application Form", Attachment 2).

2. Review and recommend. After being reviewed and stamped by the market supervision department of the city where the application is located, it shall be submitted to the provincial market supervision bureau.

3. Formal review. The Provincial Market Supervision Bureau shall review the organizational form of the application materials based on the application situation. Those that meet the basic requirements will enter the scope of expert argumentation.

4. Expert review. The Provincial Market Supervision Bureau shall organize expert review and argumentation of the "Declaration Form" that has passed the formal examination, and if necessary, organize on-site verification.

5.网上公示。对于通过专家论证的《申报书》进行研究，对符合要求的项目，按程序进行网上公示。

6.项目确定。省市场监管局对公示无异议或异议处理完毕并符合要求的，按程序确定项目及承担单位。

有关材料（电子版、纸质版各1份）请于2022年11月16日前报至省市场监管局知识产权运用促进处。
