Notice on Conducting the Evaluation of Innovative Small and Medium sized Enterprises in Shandong Province in 2022

Each city's industrial and information technology bureau and relevant units:

According to the Interim Measures for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises issued by the Ministry of Industry and Information Technology (MIIT Enterprise [2022] No. 63) and the Implementation Rules for the Management of Gradient Cultivation of High quality Small and Medium sized Enterprises issued by the province (Lugongxinfa [2022] No. 8, hereinafter referred to as the "Rules"), the following notice is hereby issued for the evaluation of innovative small and medium-sized enterprises in Shandong Province in 2022:

1、 Participation criteria

（1） Registered in accordance with the law within Shandong Province, with independent legal personality, and in compliance with the "Regulations on the Classification Standards for Small and Medium sized Enterprises";

（2） Not included in the list of abnormal business operations or serious dishonest entities, and the products (services) provided do not belong to the categories prohibited, restricted, or eliminated by the state;

（3） In the past three years, there have been no major security (including network security, data security), quality, environmental pollution, or illegal or irregular behaviors such as tax evasion;

（4） Meets the Evaluation Standards for Innovative Small and Medium sized Enterprises.

2、 Organize and implement

（1） Enterprise self declaration. On the gradient cultivation platform for high-quality small and medium-sized enterprises under the Ministry of Industry and Information Technology（ https://zjtx.miit.gov.cn/ The application window for innovative small and medium-sized enterprises in our province, established by the "Cultivation Platform", will be open from November 21st. Enterprises shall log in to the cultivation platform on a voluntary basis, fill out the self-evaluation form for innovative small and medium-sized enterprises online, upload relevant supporting materials, and apply for innovative small and medium-sized enterprises in accordance with the specific requirements of the local small and medium-sized enterprise management departments.

（2） Evaluation of municipal level organizations. According to the relevant requirements of the "Detailed Rules", the competent departments of small and medium-sized enterprises in various cities shall carefully organize and carry out evaluations of innovative small and medium-sized enterprises. After reviewing the self-evaluation information and related supporting materials of enterprises, conducting on-site inspections and publicizing procedures, they shall submit a written recommendation to the Department of Industry and Information Technology of Shandong Province before December 15th.

（3） Unified announcement throughout the province. The Department of Industry and Information Technology of Shandong Province has summarized and verified the recommended documents from various cities. By the end of December, enterprises that meet the evaluation criteria will be announced as innovative small and medium-sized enterprises for 2022.

3、 Related requirements

（1） Small and medium-sized enterprise departments in various cities and counties (cities, districts) should attach great importance to it, actively carry out policy propaganda and interpretation, ensure that small and medium-sized enterprises know everything they need, and widely mobilize enterprises to participate in the evaluation; We must conscientiously fulfill our responsibilities, adhere to the conditions and standards, strictly review and control, and ensure the quality of the application.

（2） National level specialized, refined, and new "little giant" enterprises and provincial-level "specialized, refined, and new" small and medium-sized enterprises that have been recognized and are within their validity period will not participate in the evaluation of innovative small and medium-sized enterprises. The next step for those who plan to apply for the recognition of specialized, refined, special and new small and medium-sized enterprises must first pass the evaluation of innovative small and medium-sized enterprises.

（3） The validity period of the announced innovative small and medium-sized enterprises is 3 years, and after expiration, they can apply for review on a voluntary basis. Innovative small and medium-sized enterprises within the validity period shall update their enterprise information in a timely manner through the cultivation platform before April 30th each year. Those who fail to update their enterprise information in a timely manner shall have their qualification for review cancelled; If there are significant changes related to the evaluation and recognition conditions such as renaming, merger, restructuring, migration, or establishment of overseas branches, the cultivation platform should be logged in within 3 months after the changes occur, and a major change report form should be filled out.

（4） Innovative small and medium-sized enterprises within the validity period shall have their announcements cancelled if they encounter major security (including network security, data security), quality, environmental pollution, or serious breaches of trust, tax evasion, or other illegal and irregular behaviors, or if they are found to have falsified data, and shall not be allowed to reapply for at least three years.
