According to the requirements of the Key Tasks Implementation Plan of the 2021 Provincial Work Mobilization Conference, it is planned to strengthen the construction of the public training base for the transformation of new and old kinetic energy in Shandong Province in the direction of digitalization in 2021, and accelerate the training of industrial Internet and intelligent manufacturing technology talents to meet the needs of industrial and enterprise development. The relevant matters are notified as follows:

1、 Overall requirements

（1） Important significance

Industrial Internet and intelligent manufacturing technology talents are the key to high-quality development of manufacturing industry. With the vigorous development of the new technological revolution, new generation information technologies such as cloud computing, big data, the Internet of Things, artificial intelligence, and 5G are rapidly and widely applied in the manufacturing industry. The manufacturing industry is accelerating its evolution towards digitization, networking, and intelligence, and digital factories and smart factories are rapidly emerging. At the same time, the accelerated implementation of the national new infrastructure strategy has brought historical opportunities for the application of cloud computing, big data, the Internet of Things, artificial intelligence, 5G, etc., which urgently needs a large number of industrial Internet and intelligent manufacturing technology talents. From the actual situation in our province, the shortage of skilled personnel in the new generation of information technology, artificial intelligence, and intelligent manufacturing technology is quite prominent. Many enterprise employees have slow knowledge and skill updates, and cannot keep up with the pace of digital, networked, and intelligent development in the manufacturing industry, which has become an important limiting factor for enterprise development and industrial upgrading. To this end, we must strengthen the digital construction of public training bases, cultivate a large number of technical and skilled talents who understand both professional knowledge and industrial Internet and intelligent manufacturing, and provide strong talent support for the transformation of new and old drivers and high-quality development of the manufacturing industry.

（2） Basic principles

One is to focus on industrial development. Guided by the development of the "Top Ten" industries and key industrial chains in the transformation of old and new driving forces, we will coordinate planning and rational layout, and make digital capability construction an important part of the construction of public training bases.

The second is to innovate the construction mode. Highlighting the dominant position of enterprises, universities, and associations in the construction of public training bases, relying on the industrial chain, supply chain, and innovation chain, integrating existing training resources from the government, enterprises, universities, associations, etc., diversified investment, joint construction and sharing.

The third is to innovate the operation mode. According to enterprise management and market-oriented operation, fully leverage the role of market mechanisms, vigorously develop practical training projects and products that meet the needs of society and the market, and provide paid skills training services for students and employees of other universities, enterprises, and training institutions while meeting the practical training needs of their own students and employees.

2、 Construction Plan

In 2021, it is planned to recognize 50 public training bases for the conversion of new and old kinetic energy in Shandong Province, including 10 demonstration bases for the conversion of new and old kinetic energy in Shandong Province and 40 cultivation bases for the conversion of new and old kinetic energy in Shandong Province. Provide certain rewards and subsidies to the 10 recognized demonstration types of Shandong Province's new and old kinetic energy conversion public training bases. Public training bases should increase their construction efforts around improving the level of digitization, informatization, intelligence, and intelligence, and accelerate the cultivation of high-tech and high skilled talents who can adapt to the requirements of the new technological revolution and industrial transformation.

Focus on the development trend of the new generation of information technology, study and formulate the new generation of information technology curriculum system, introduce the industry's advanced practical training mode, practical training projects and practical training standard system, strengthen the professional learning of general courses, technology trends, industry development, future evolution, programming practice, improve the ability of 5G, artificial intelligence, big data, Internet of Things, cloud computing, and cultivate professional technical and skilled talents in the field of industrial Internet and intelligent manufacturing.

With the goal of meeting the demand for industrial Internet and intelligent manufacturing technology talents in various industries, strengthen the learning of industrial expertise and industrial Internet, intelligent manufacturing, software development, etc., improve the ability of industrial Internet and intelligent manufacturing to enable the development of industries, and cultivate a large number of compound technical talents who understand both industrial expertise and industrial Internet and intelligent manufacturing.

3. Apply new generation information technology and intelligent equipment to promote the digital construction of public training bases, improve and popularize basic courses of information application technology, strengthen the learning and training of basic information knowledge and technical skills such as network, security, cloud, storage, and intelligent computing, and cultivate basic digital skilled talents with information literacy.

3、 Declaration scope

1. Enterprises, colleges, and associations registered within the administrative region of Shandong Province, with independent legal personality, operating in accordance with the law, standardized management, good financial condition, and good social reputation, shall serve as supporting units for public training bases.

2. Focus on the top ten industries for the transformation of new and old driving forces in our province, with manufacturing as the main sector and other industries also taken into account.

4、 Declaration conditions

1. The market share of the applying enterprise ranks among the top three in the same industry in the province, and the professional level of the applying university ranks among the top in the province. The applying association plays a prominent role in promoting the coordinated development of enterprises.

2.依托单位须拥有完全可控的实训场地，实训场地规划、安全、消防、环保等符合国家相关法规要求，建筑面积300平以上，专门用于实训设备安置、实训操作、成果展示等实训用途。

3.与5家以上院校、企业或社会培训机构等签订有实训协议。

4.与5家以上院校、企业或社会培训机构等签订有合作协议，合作单位能够参与实训课程的开发、教学和技术服务。实训过程能够对接企业生产过程，实训项目对接职业资格标准。

5.实训专业方向应围绕云计算、大数据、物联网、人工智能、5G等新一代信息技术的应用，单个实训环境建设需包含配套完整核心课程体系，以支撑软硬件一体化教学环境需求。

6.实训设备先进实用，能够满足公共实训要求，优先国产自主可控品牌。

7.具有10名以上素质高、能力强、人员稳定的数字化、信息化相关实训指导教师队伍。指导教师具有较强的理论教学水平、实践教学能力、设备操作能力、项目开发能力，具备专业技术开发、新产品开发、职业技能开发、专业实训标准制定等能力，能够满足省新旧动能转换公共实训基地教学需要。

8.设有专门机构负责实训事宜，实训管理制度、设备管理制度、安全操作规程、相关专业工艺守则、实训人员安全管理等规章制度健全，权责明确。

9.能够面向其他企业的员工或其他院校、培训机构的学生提供技术、技能实训服务。
