Notice from the Shandong Provincial Department of Industry and Information Technology and the Shandong Provincial Administration for Market Regulation on Organizing the Selection and Application of Energy Efficiency "Leaders" in Key Energy Using Industries in 2021

Each city's industrial and information technology bureau, market supervision and management bureau, relevant industry associations, and relevant enterprises:

In order to accelerate the improvement of industrial energy utilization efficiency and help achieve carbon peak and carbon neutrality goals, in accordance with the requirements of the "Notice of the General Office of the Ministry of Industry and Information Technology and the General Office of the State Administration for Market Regulation on Organizing the Selection of Energy Efficiency 'Leaders' in Key Energy Using Industries in 2021 (MIIT Joint Letter [2021] No. 268)", we are now organizing the selection and application work of energy efficiency' leaders' in key energy using industries in our province. The relevant matters are notified as follows:

1、 Declaration scope

20 industries including steel, coking, ferroalloys, electrolytic aluminum, copper smelting, lead smelting, zinc smelting, magnesium smelting, cement, flat glass, crude oil processing, ethylene, coal to olefin, synthetic ammonia, methanol, calcium carbide, caustic soda, soda ash, xylene, and purified terephthalic acid.

2、 Declaration conditions

（1） Independent legal entities with an annual energy consumption exceeding 10000 tons of standard coal;

（2） The energy consumption level of the unit product has reached the advanced value of the national energy consumption limit standard and is at the leading level in the industry;

（3） According to the national standards "Energy Management System Requirements" (GB/T 23331) and "Measurement Management System - Requirements for Measurement Processes and Measurement Equipment" (GB/T 19022), establish an energy management system and measurement management system, establish a complete system for energy statistics and measurement management, equip energy measuring instruments in accordance with the national standard "General Principles for the Equipping and Management of Energy Measuring Instruments for Energy using Units" (GB 17167) and have passed the energy measurement review, establish an energy-saving reward and punishment system, and have built an energy control center or energy consumption monitoring system;

（4） Comply with relevant requirements of national industrial policies and have not used outdated energy consuming equipment and products that are explicitly prohibited by the state or listed in the prohibited or phased out catalog;

（5） There have been no major safety or environmental accidents or product quality violations in the past three years, and the company has not been included in the list of abnormal business operations or serious illegal and dishonest enterprises.

3、 Declaration Procedure

（1） Enterprise application. According to the principle of voluntary participation by enterprises, relevant industry enterprises that meet the requirements can submit energy efficiency "leader" application reports (Attachment 1) to the local Industry and Information Technology Bureau and Market Supervision Administration Bureau. Encourage relevant industry associations to recommend enterprises in their respective industries that meet the requirements to the Municipal Bureau of Industry and Information Technology and the Market Supervision Bureau. Enterprises and industry associations can provide to one department.

（2） Initial review. The industrial and information technology bureaus and market supervision and administration bureaus of each city organize preliminary review of enterprise application reports, strictly reviewing and controlling them according to the application conditions. Submit the recommended opinions, enterprise application reports, and energy efficiency "leader" recommendation summary table (Attachment 2) and other materials (two copies in hard copy) to the Provincial Department of Industry and Information Technology (Address: Green Development Promotion Department of the Provincial Department of Industry and Information Technology, No. 1, Shengfu Front Street, Jinan City, postal code 250011) and the Metrology Department of the Provincial Administration for Market Regulation (Address: Metrology Department of the Provincial Administration for Market Regulation, No. 43 Yanzishan Road, Jinan City, postal code 250014) before December 4, 2021, and send the electronic materials to the email address sgxtls@shandong.cn Please follow the notice bulletin board on the websites of Shandong Provincial Department of Industry and Information Technology and Shandong Provincial Administration for Market Regulation to download attachments 1 and 2.

（3） Review. The Provincial Department of Industry and Information Technology, together with the Provincial Administration for Market Regulation, organized experts to review the application materials of enterprises, and selected and evaluated the recommended list of energy efficiency "leaders" in key energy consuming industries in our province for 2021.
