Forwarding the Notice of the Department of Industry and Information Technology of Shandong Province on Organizing and Recommending New Leapfrog Private Enterprises in Shandong Province (Lugongxin Feigong [2021] No. 186)
The Department of Industry and Information Technology of Shandong Province recently issued a notice on organizing the recommendation of new privately-owned enterprises in Shandong Province (Lugongxin Feigong [2021] No. 186). The full text is as follows:
Industrial and Information Technology Bureaus of various cities (Qingdao Private Economic Development Bureau), and Industrial and Information Technology Bureaus of financially administered counties (cities):
In order to support the growth and strengthening of private enterprises, accelerate the cultivation of a group of large-scale private enterprises with strong core competitiveness and good development quality and efficiency, support and drive the industrial chain towards high-quality high-end, and create new advantages for the development of Shandong's private economy, in accordance with the provincial "six stabilizations" and "six guarantees" to promote high-quality development policy list (first batch) and the "2021 Action Plan for High quality Development of Shandong's Private Economy", it is determined to organize and carry out the application work for new leap private enterprises in Shandong Province. The relevant matters are hereby notified as follows:
1、 Declaration conditions
（1） Private enterprises registered within Shandong Province include limited liability companies, joint-stock limited companies, partnerships, sole proprietorships, non-state-owned or non foreign-owned enterprises, and mixed ownership enterprises with private equity as the main body. Enterprises whose main business is real estate, financial institutions such as banks (securities, insurance), and enterprises whose main business is raw material or product procurement and sales are not included in the scope of recommended rewards.
（2） New leap private enterprises "refer to private enterprises whose annual sales (operating) revenue has exceeded 10 billion yuan, 50 billion yuan, and 100 billion yuan for the first time. Annual sales (operating) revenue refers to the total annual sales (operating) revenue of an enterprise group, with data based on the group's caliber (including data from outside the province, overseas, and the tertiary industry), and comprehensive reference to provincial and ministerial level and relevant industry ranking data.
（3） Focusing on the "top ten" industrial enterprises in the transformation of new and old driving forces, with standardized production and operation management and good credit status; In recent years, there have been no major violations or illegal activities, no major safety, quality, environmental accidents, or mass incidents, and no records of illegal or dishonest behavior.
For newly established private enterprises in Shandong Province, their subsidiaries are generally not required to make duplicate declarations.
2、 Application materials
(I) shandong province new across the private enterprise declaration form.
A photocopy of the business license of the (II) enterprise and the ID card of the legal representative.
(III) the third-party annual audit report of the enterprise for three consecutive years, the report shall include the corresponding financial data and the year-on-year increase data.
（四）企业在近几年内未发生重大违规违法行为、未发生重大安全、质量、环保事故和群体性事件及违法失信记录的承诺报告。
3. incentives
Private enterprises whose sales (business) income exceeded 10 billion yuan for the first time in (I) were given a one-time reward of 1 million yuan.
Private enterprises whose sales (business) income exceeded 50 billion yuan for the first time in (II) were given a one-time reward of 3 million yuan.
Private enterprises whose sales (business) income exceeded 100 billion yuan for the first time in (III) were given a one-time reward of 5 million yuan.
（四）奖励资金由省财政预算统一安排。
4. declaration procedures and requirements
According to the principle of territorial management, (I) enterprises have passed the examination and approval of the county (city, district) industrial and information (private economy) department and then declared step by step, and the financial direct management county (city) industrial and information department directly submitted to the Provincial Department of Industry and Information Technology.
（二）各市、财政直管县（市）工信（民营经济）部门对申报企业进行审核。相关数据以企业年度审计报告为依据，视情况可再委托第三方机构对项目进行审核；核实企业申报条件，并征求生态环境、市场监管、应急管理等部门意见后，报送省工业和信息化厅。
（三）省工业和信息化厅以各市、财政直管县（市）审核上报材料为依据，组织专家评审确认，对符合条件的民营企业进行公示，公示无异议后，公布山东省新跨越民营企业名单。
The industrial and information (private economy) departments and enterprises of all (IV) cities and counties (cities) directly under the financial management shall be responsible for the authenticity of the application materials, and the cities, counties and enterprises that have committed fraud and other violations of discipline and regulations shall recover the reward funds and seriously deal with them in accordance with relevant regulations.
请于2021年9月10日前将推荐文件、审核推荐名单汇总表及企业申报材料（纸质一式两份）邮政特快专递（EMS）报送至省工业和信息化厅，同时将以上文件电子版发送至指定邮箱。
