In order to thoroughly implement the important instructions of General Secretary Xi Jinping on "cultivating a group of 'specialized, refined, distinctive and new' small and medium-sized enterprises", implement the series of decisions and deployments of the Provincial Party Committee and Provincial Government on supporting the healthy development of non-public economy and small and medium-sized enterprises, further stimulate the innovation and entrepreneurship drive and market vitality of enterprises, set a good direction, set benchmarks, drive more small and medium-sized enterprises to achieve high growth, promote the transformation of old and new driving forces and high-quality economic development in the province, according toNotice on Issuing the Management Measures for the Recognition of Gazelle and Unicorn Enterprises in Shandong Province (Lugongxinfa [2020] No. 8))In accordance with the spirit of the document, the following notice is hereby issued regarding the application and recognition of gazelle and unicorn enterprises in Shandong Province for the year 2021.

1、 Overall requirements

Focusing on key industry sectors and the development path of "specialization, refinement, uniqueness, and innovation", with new technologies, industries, formats, and models as the key directions, and digital empowerment, green and low-carbon, strong industrial foundation, and quality and efficiency improvement as the focus, highlighting the "top ten" industries for the transformation of new and old driving forces in the province. Among the enterprises that have entered the growth stage after the start-up period, we will excavate a group of high-quality enterprises with good growth potential, strong innovation ability, great development potential, and outstanding driving effect, and recognize them as provincial gazelle and unicorn enterprises, striving to create new benchmarks, cultivate new driving forces, and lead new development.

2、 Declaration conditions

The declared enterprises must meet the basic declaration conditions required by the "Management Measures for the Recognition of Gazelle and Unicorn Enterprises in Shandong Province" (Lugongxinfa [2020] No. 8) document, mainly focusing on the "Top Ten" industries, productive service industries, and emerging industry enterprises supported by the province for development. State monopoly industry enterprises, as well as real estate development, infrastructure construction, and financial service industry enterprises, are temporarily not subject to declaration.

For companies with strong innovation capabilities, standardized management, and plans to go public within three years (including those that have submitted applications or entered the coaching period), the compound growth rate indicator can be adjusted downwards by 5% according to each type of revenue scale.

Key areas of support for this year:

1.主营业务突出，竞争力强、成长性高、专注于细分市场，获评省级以上“专精特新”企业、“单项冠军”企业。

2.在工业强基、“一带一路”、新旧动能转换等国家和省重大战略部署、重点工程中承担省级以上重点任务的企业。

3.在同行业关键领域“补短板”、填补国内国际空白的企业，产业链关键环节掌握核心技术、在“强链补链”中实现关键突破的企业，主营业务涉及国内核心基础零部件、关键基础材料、先进基础工艺、产业基础技术的企业。

4.在现代企业制度建设、管理创新、企业转型升级等方面取得重大成果，或者在抗击疫情、创业创新、5G应用、数字化赋能、绿色发展等方面贡献突出，得到市级以上相关部门肯定和表彰的企业。

5.依托新一代信息技术、网络技术等新技术发展的平台类、模式创新类企业，并且上年营业收入不低于5000万元，近两年营收或利润复合增长率达到30%以上的企业。

三、申报组织

申报工作由山东省工业和信息化厅牵头组织，按照企业自主申请、各市中小企业主管部门会同相关部门审查把关并遴选推荐、省工信厅会同有关部门组织评审的程序进行。评审结束后，对拟认定企业名单进行公示，公示无异议的企业正式公布为山东省2021年度瞪羚企业、独角兽企业。

四、申报方式

企业填写《山东省瞪羚（独角兽）企业申请报告》（详见附件1），与其他佐证材料一同装订成册（一式一份）。并准备PDF电子版，报送至各市中小企业主管部门。

各市主管部门审核把关后，填写《2021年度山东省瞪羚（独角兽）企业审核推荐名单汇总表（附件2），以正式文件形式报送至省工信厅。推荐文件与各企业申报材料册汇总邮寄到省工信厅创新创业指导处并发送电子版。

五、动态管理

（一）瞪羚企业的复审

根据《山东省瞪羚、独角兽企业认定管理办法》（鲁工信发〔2020〕8号）文件要求，省瞪羚、独角兽企业实行动态管理，有效期为3年。超过有效期的省瞪羚、独角兽企业可申请复审。复审条件、格式、内容、审批流程等，均与新申报企业相同。《关于公布2018年山东省瞪羚示范（培育）企业名单的通知》（鲁中小企局字〔2018〕26号）中公布的企业可申请此次复审。

（二）瞪羚企业数据更新

其余在2018-2020年度已获得正式认定的山东省瞪羚、独角兽企业需进行数据更新，企业需与各市中小企业主管部门沟通，填报《2018-2020年度山东省瞪羚、独角兽企业动态数据更新表》（附件3）。各市中小企业主管部门汇总后以正式文件形式报送省工信厅，同时将表格电子版发送至指定邮箱。

省瞪羚、独角兽企业在有效期内发现存在虚假申报或明显不符合《山东省瞪羚、独角兽企业认定管理办法》要求的，一经查实，将公告撤销相关认定称号。

6、 Regarding requirements

（一）各申报企业按《通知》要求，准备申报材料，汇总至各市中小企业主管部门。

（二）各市中小企业主管部门会同有关部门按照《山东省瞪羚、独角兽企业认定管理办法》（鲁工信发〔2020〕8号）和本通知要求，认真做好本地区企业的发动、受理、审核与推荐工作。在申报企业“节能、环保和安全生产等符合国家和省相关规定，银行信用、纳税信用和社会信用，依法规范缴纳各项社会保险”方面统一征求有关部门意见并查证有关情况，查证结果需体现在报送的正式文件中。

（三）申报时间自即日起至8月30日止，各市中小企业主管部门需于9月3日前将推荐文件及《2021年山东省瞪羚（独角兽）企业审核推荐名单汇总表》、企业纸质申报材料邮政特快专递（EMS）至省工信厅创新创业指导处，同时将以上文件电子版（格式：汇总表、数据更新表Excel，申请书、申报材料PDF）压缩包发送至指定邮箱。
