Notice on Forwarding the "Notice of the Ministry of Emergency Response, the Ministry of Industry and Information Technology, and the Ministry of Science and Technology on Launching the List of Urgent Technical Equipment for Flood Control and Rescue"

In order to accelerate the improvement of China's core capabilities in flood control and emergency response, and to focus on the practical needs of "embankment inspection and breach sealing", the Ministry of Emergency Management, together with the Ministry of Industry and Information Technology and the Ministry of Science and Technology, will carry out the unveiling and research of urgently needed technical equipment for flood control and emergency response. The relevant matters are hereby notified as follows:
1、 Key research objectives
Focusing on the inspection of dangerous situations in embankments and the sealing of breaches and breaches, we will carry out major technical equipment unveiling and research, achieve a rapid inspection equipment system for embankment hazards that integrates water, land, and air, and coordinate with each other. We will also develop a complete set of technology and equipment systems for the disposal of breaches and breaches, providing strong core technical equipment support for flood prevention and rescue.
2、 Research and development tasks
There are a total of 6 research and development projects for this unveiling. The inspection of dangerous situations on embankments includes vehicle mounted inspection equipment, embankment inspection machine dogs, and aerial inspection equipment; The emergency response for embankment breach sealing includes key technical equipment for breach sealing based on fluid mechanics, remote intelligent control of embankment breach pile driving technology equipment, and breach planting pile sealing equipment based on water operation platforms. Please refer to the "Guidelines for Revealing and Tackling Urgent Technical Equipment for Flood Control and Rescue" (Attachment 1) for details.
3、 Declaration requirements
（1） Qualification requirements. Various legal entities engaged in activities such as flood prevention and rescue technology innovation, product research and development, integrated application, and support services.
（二）组队要求。根据攻关任务，至少由科研院所、装备制造企业、装备用户或防汛抢险实战单位等单位，组成联合体进行申报，牵头单位由联合体自主协商确定。
（三）权责划分。鼓励自有科研经费的应急管理部门、消防救援机构、企事业单位、公益基金会等单位牵头揭榜组织申报。牵头单位要与成员单位明确知识产权等相关权责划分，在申报书中专项说明。
（四）鼓励政策。应急管理部、工业和信息化部、科学技术部将支持鼓励优势单位申报国家有关科技计划项目，为装备实战测试创造条件。攻关成果产出经实战检验和验收合格后，争取纳入首台（套）重大技术装备推广应用指导目录、安全应急装备应用试点示范工程、防汛抢险先进适用技术装备推广目录等鼓励政策。
四、步骤安排
（一）申请揭榜。联合体牵头单位登录“急需技术装备揭榜攻关申报系统”（https://eeh.emerinfo.cn），在线填写申报书（附件2），申报截止时间为2021年8月15日。
（二）评审遴选。应急管理部、工业和信息化部、科学技术部组织专家进行评审，综合考虑各申请单位的基础水平、创新能力、发展潜力、产品指标等因素，择优确定并公布揭榜联合体名单。
（三）任务实施。揭榜联合体按照要求开展集中攻关工作，攻关时限为2022年底。期间，应急管理部、工业和信息化部、科学技术部持续跟踪创新及应用进展。揭榜联合体完成攻关任务后，可通过“急需技术装备揭榜攻关申报系统”申请评价。
（四）发布成果。基于揭榜任务和预期目标，应急管理部、工业和信息化部、科学技术部组织专家开展评价并适时公布评估结果。
