Notice from the Shandong Provincial Administration for Market Regulation on Organizing and Conducting the Assessment and Review of the 2019 National Intellectual Property Demonstration Enterprise and Advantageous Enterprise Application Work

Market supervision and administration bureaus of various cities, relevant units:

In order to solidly cultivate intellectual property advantage enterprises in our province, achieve the goal of developing strong intellectual property enterprises, and promote the construction of a strong intellectual property province, in accordance with the spirit of the "Notice on Organizing the Evaluation and Review of National Intellectual Property Demonstration Enterprises and Advantage Enterprises in 2019" (Guozhi Ban Han Yun Zi [2019] No. 604), we will organize the application, annual evaluation, and review of national intellectual property demonstration enterprises and advantage enterprises (hereinafter referred to as demonstration enterprises and advantage enterprises) in our province. The relevant matters are hereby notified as follows:

1、 Declaration work for advantageous enterprises

（1） Declaration organization

Application and recommendation work for advantageous enterprises. Any enterprise recognized as a demonstration enterprise of intellectual property rights in Shandong Province before 2018 (inclusive) or certified by the national standard third-party certification of "Enterprise Intellectual Property Management Norms" can voluntarily apply, fill in and upload relevant information through the system

The material received a rating. The provincial bureau recommends enterprises that meet the application criteria based on merit.

（2） Enterprise declaration

1. Enterprise application materials:

(1) Declaration Form for National Intellectual Property Advantage Enterprises;

(2) Work plan for the construction of advantageous enterprises;

(3) Enterprise Commitment Letter (signed and stamped);

2. Enterprise declaration method

Enterprises enter the national intellectual property demonstration enterprise and advantageous enterprise application system (login address: https://shenbao.cneip.org.cn ）After registration, enter the advantageous enterprise system and fill in the required information according to the prompts.

3. Requirements for filling in

Materials (1) in the above application materials should be filled in according to the requirements through the application system, and corresponding content should be filled in for bonus points. Blank spaces will not be scored. Materials (2) and (3) should be stamped with the company seal and uploaded in PDF format through the system.

2、 Enterprise review work

（1） Review object

National Intellectual Property Demonstration Enterprises and Advantageous Enterprises recognized in 2013 and 2016 (Attachment 1).

（2） Review organization

All municipal bureaus and relevant units shall organize enterprises in their respective jurisdictions to fill in and submit information materials online. The provincial bureaus shall review and review the enterprise construction work, and report the review and results to the China National Intellectual Property Administration.

复核企业登录申报管理系统（网址同上），用申报时的用户名及密码登录系统，填报、上传企业复核材料信息。包括：

（1）《国家知识产权示范/优势企业复核书》；

（2）优势企业/示范企业建设工作方案；

（3）优势企业/示范企业建设期内工作总结及未来三年工作计划；

材料（1）通过申报系统按要求填报，材料（2）、（3）企业加盖公章，以PDF格式通过系统上传。

三、年度考核工作

（一）考核对象

1.未纳入复核对象的国家知识产权示范企业和优势企业（名单见附件2）。

2.各市市场监管局或负责优势企业工作的单位。

（二）考核组织

1.对企业的考核。各市局组织本辖区内参加考核的企业在线填报信息材料，省局组织专家对企业年度工作考评，将考核情况报国家知识产权局备案。

2.对市局及有关单位的考核。各市局及有关单位需要提交2018年优势企业培育工作情况总结及2019年工作计划，工作总结要涵盖企业培育数量、经费投入、政策出台、培育工作措施及成效等方面内容。2018年度出台了相应政策文件的地市局，需提交PDF格式电子版。
