The Shandong Equipment Manufacturing Industry Association has decided to carry out the selection activities of" Outstanding Contribution Enterprise "," Excellent Enterprise "," Outstanding Contribution Entrepreneur "," Outstanding Entrepreneur "and" 2017 Shandong Manufacturing Annual Product "in the Shandong equipment manufacturing industry in 2017. The relevant matters are hereby notified as follows:

1、 Scope of selection

1. All types of ownership, large, medium, and small enterprises in the equipment manufacturing industry registered in Shandong Province with legal person status, as well as their legal representatives or main operators.

2. Enterprises that have experienced significant environmental, safety, and quality accidents in the past three years will not be eligible for this evaluation.

2、 Honorary Title

（1） Outstanding Contribution Enterprises:20 people

（2） Excellent Enterprise:80 people

（3） Outstanding Contribution Entrepreneurs:20 people

（4） Excellent entrepreneur:80 (including 30 outstanding young entrepreneurs)

4、 Recommended declaration method

（1） Declaration requirements

1. Self declaration. According to the principle of voluntary application for evaluation by enterprises, and in accordance with the requirements of the selection activity, enterprises shall independently apply. Enterprises can apply for one of the honorary titles based on their own situation, or simultaneously apply for three honorary titles: "Outstanding Contribution Enterprise", "Excellent Enterprise", and "2017 Shandong Manufacturing Annual Product". (Note: Firstly, the selection of "Outstanding Contribution Enterprises" will be conducted. Enterprises that fail to qualify as "Outstanding Contribution Enterprises" will be transferred to the "Excellent Enterprise" title selection.)

2. Recommended. For each honorary title, the local association can recommend 2-3 key enterprises.

（2） Application materials and requirements

1. Declaration form. The declaring unit should carefully and standardly fill in all the contents of the declaration form. Among them, the company profile and business performance introduction should highlight key points, be concise and to the point, and the word count should be controlled within 2000 words.

2. If a company has won various honorary titles at or above the prefecture level in the past three years, relevant supporting documents must be attached.

3. If the local association has key recommended enterprises, they need to provide recommendation opinions.

5、 Selection method

（1） Initial review. After receiving the materials, the selection office conducts a preliminary review of the qualifications and material compliance of the applying units, and forms a list of candidates for further review.

（2） Review. The Expert Committee of Shandong Equipment Manufacturing Association organizes experts to review and evaluate the application materials, determine whether they meet the candidate qualifications, and conduct on-site inspections of some candidate enterprises as needed to form a review opinion and candidate list.

among which,The selection of "2017 Shandong Manufacturing Annual Products" adopts a combination of expert review and online voting. Implement a percentage system, with expert review and online voting each receiving 50 points.

The online voting method is as follows:

（1) Through expert review, the candidate companies and their products for entering the online voting stage will be determined in a ratio of 1:2.

（2) The Association will open a voting window of "2017 Made in Shandong Annual Product" on WeChat official account.

（3) Based on the results of expert review and online voting scores, the candidate list for "2017 Shandong Manufacturing Annual Products" is determined through weighted calculation.

（3） Final review. Convene a review committee meeting to conduct a final review of candidate units and products. The final review adopts the competitive selection. After the selection results are publicized on the website and official account of Shandong Equipment Manufacturing Association for one week, the list of enterprises and products with various honorary titles will be determined.

6、 Commendation and publicity

1. Issued a commendation decision, held the Shandong Manufacturing Forum and Commendation Conference at the end of 2017, and awarded medals and certificates.

2. The commendation results shall be reported to the Provincial Commission of Economy and Information Technology for filing, as an important reference for relevant departments of the provincial government to carry out provincial-level and national level evaluation, selection, and recommendation activities.

3. The provincial association carries out rolling publicity on the website, official account and other media for the enterprises, entrepreneurs and annual products that have won the honorary title to display the good image of the enterprise and expand the influence of the enterprise brand. At the same time, produce special reports and promote to provincial and above propaganda media to expand social influence.

7、 Related matters

（1） The selection activity shall be reported to the Provincial Commission of Economy and Information Technology for filing, and shall accept the guidance and supervision of the Provincial Commission of Economy and Information Technology.This selection will not charge any fees to the enterprise,Please provide supervision from relevant enterprises.

（2） The selection process is strictly monitored to prevent fraudulent behavior and ensure the fairness, seriousness, and authority of the selection activity.

（3） The applying and recommending units should actively cooperate with the evaluation and commendation publicity work, cooperate with the investigation and Q&A of candidate enterprises, and cooperate with the publicity and reporting of enterprises.

Selection criteria

（1） Enterprises with outstanding contributions should meet one of the following conditions

1. Scale and efficiency: Annual sales of over 500 million yuan, profits and taxes of over 40 million yuan; This year's growth rate is higher than the provincial average, with annual sales exceeding 300 million yuan and profits and taxes exceeding 20 million yuan.

2. Industry ranking: The total amount of profits and taxes ranks among the top 5 in the equipment manufacturing industry of the county (city) where it is located, or the market share of similar products ranks among the top 3 in the province or the top 5 in the country.

3. Development strategy: Develop and implement a quality brand strategy, establish a sound quality brand cultivation management system, and prioritize the selection of enterprises that are demonstration and benchmark for quality brand construction and cultivation at or above the prefecture level. We attach great importance to the implementation of cross-border integrated development and have prioritized the selection of enterprises that have been included in the key cultivation of cross-border integrated development related fields at or above the prefecture level. We attach importance to deeply participating in the "the Belt and Road" construction, and give priority to enterprises that have successfully implemented the "the Belt and Road" project or have formulated a feasibility plan for participating in the "the Belt and Road" construction.

4. Compliance with industrial policies: Enterprises whose product market belongs to the key basic materials, core components, specialized high-end equipment of the manufacturing industry, as well as enterprises related to products in the key development areas of the Shandong Provincial Action Plan, or enterprises in the fields of intelligent manufacturing, service-oriented manufacturing, military civilian integration, etc., and have strong influence and leading demonstration role in the province, will be given priority for selection.

（2） Excellent entrepreneurs should meet one of the following conditions:

1. Scale and benefits: Annual sales of over 100 million yuan, total profits and taxes of over 10 million yuan.

2. Industry ranking: The total amount of profits and taxes ranks among the top 10 in the equipment manufacturing industry of the county (city) where it is located, or the market share of similar products ranks among the top 5 in the province or the top 10 in the country.

3. Growth potential: The annual growth rate is higher than the provincial average, and the profit margin is higher than the industry average; Having core independent intellectual property rights, leading or participating in the formulation of technical standards in related business fields, and high-tech products accounting for more than 30% of the total sales of the enterprise; Implementing an international business strategy, with product exports accounting for over 30% of total sales; The enterprise has been included in the list of key supported development at or above the municipal level.

4. Compliance with industrial policies: Enterprises whose product market belongs to the key basic materials, core components, specialized high-end equipment of the manufacturing industry, as well as enterprises related to products in the key development areas of the Shandong Provincial Action Plan, or enterprises in the fields of intelligent manufacturing, service-oriented manufacturing, military civilian integration, etc., and have strong influence and leading demonstration role in the province, will be given priority for selection.

（3） Outstanding Contribution Entrepreneurs and Outstanding Entrepreneurs Selection Criteria:

If the enterprise where it is located is rated as an outstanding contribution enterprise or excellent enterprise, and its legal representative or main operator abides by the law and has no record of bad behavior, it shall be awardedHonorary titles of "Outstanding Contribution Entrepreneur" and "Outstanding Entrepreneur". Outstanding entrepreneurs under the age of 45 will be awarded the honorary title of "Outstanding Young Entrepreneurs".

(IV)The "2017 Shandong Manufacturing Annual Product" must meet one of the following conditions:

1. Industry ranking: The market share of similar products ranks among the top 3 in the province or the top 5 in the country.

2. Technical level: The production technology and process of the product are domestically leading, the product quality is excellent, and the relevant key performance indicators are at the leading level of similar products in China; The product enjoys independent intellectual property rights during the protection period; The enterprise has led or participated in the development of national or industry standards for the product.

3. Growth potential: Product sales have increased by over 30% year-on-year, and the profit margin is significantly higher than the industry level.

4. Compliance with industrial policies: the product segment market belongs to the key basic materials, core parts, special high-end products of the manufacturing industry, as well as the products that belong to the key development fields of the Shandong Provincial Platform for Action, or the products that belong to the fields of intelligent manufacturing, green manufacturing, service-oriented manufacturing, military civilian integration, "Internet+", and so on.
