Notice on Carrying out the Recommendation of Industrial Energy saving Technology Equipment and the Declaration of "Energy Efficiency Star" Products in 2017

　　According to the Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Recommendation of Industrial Energy saving Technology Equipment and Evaluation of "Energy Efficiency Star" Products in 2017 (MIIT Jiehan [2017] No. 211) issued by the Ministry of Industry and Information Technology, our committee organized the recommendation of industrial energy saving technology equipment and "Energy Efficiency Star" products for application. The relevant matters are notified as follows:

　　1、 Recommendations for industrial energy-saving technology and equipment

　　（1） Declaration scope

　　The industrial energy-saving technology and equipment declared this time refers to technologies and equipment that comply with national laws and regulations, industrial policies, technical policies, and relevant standards, meet the current and future market demand for energy conservation and emission reduction in China, have advanced energy efficiency levels, good energy-saving economy, and significant social benefits.

　　1. Industrial energy-saving technology

　　The energy-saving technologies declared can be widely promoted and applied in industries such as steel, non-ferrous metals, petroleum and petrochemical, chemical, building materials, machinery, light industry, textile, electronics, etc. We will focus on collecting energy-saving system renovation technologies for key industries, energy-saving renovation technologies for high energy consuming general equipment systems, high-efficiency recovery and utilization technologies for waste heat and pressure, high-efficiency clean utilization technologies for coal, high-efficiency energy storage technologies, applications of new energy technologies such as solar energy, and other advanced manufacturing technologies and processes characterized by industrial energy conservation and green development, and must meet the following conditions:

　　(1) Clear intellectual property or proprietary technology rights;

　　(2) Advanced technological level, strong adaptability, with promotion prospects, can bring good economic, environmental and social benefits;

　　(3) The current industry penetration rate is low, and there are application cases that have been running continuously for more than a year.

　　2. Industrial energy-saving equipment

　　具体范围为电动机、工业锅炉、变压器、泵、压缩机。

　　（2） Application materials

　　1. Industrial energy-saving technology

　　（1）填写工业节能技术申报表并编写技术报告（见附件1第一、二部分）；

　　（2）申报多项技术的须填写《工业节能技术推荐申报汇总表》（见附件1第三部分）。

　　2. Industrial energy-saving equipment

　　（1）填写《工业节能装备申报表》（附件2第一部分），如申报装备是系列产品，只填一份，但申报多项装备时，每项装备填写一份，并填写《工业节能装备推荐申报汇总表》（附件2第三部分）；

　　（2）根据装备所属行业的不同要求提供相应的材料，系列产品，应按照产品规格提供相应的材料，具体详见《工业节能装备分类申报要求》（附件2第二部分）。

　　二、“能效之星”产品评价

　　“能效之星”产品是指在节能产品的基础上，与同类产品相比能效领先的量产产品。开展“能效之星”产品评价，突出好中选优，是鼓励节能技术创新、实现产品能效领先的重要举措。“能效之星”产品分为终端消费类产品和工业装备类产品。

　　（1） Scope of evaluation

　　评价范围为电动洗衣机、热水器、液晶电视、房间空气调节器、家用电冰箱以及电动机、工业锅炉、变压器、泵、压缩机，具体详见《“能效之星”产品评价范围及分类表》（附件3第一部分）。

　　（2） Evaluation principles

　　评价原则是在符合法律法规、质量、安全与环境等基本要求的前提下，依据相关评价规范（附件2第二部分、附件3第二部分）和能效指标，选择能效水平领先的产品。

　　（3） Application materials

　　1.申报终端消费类“能效之星”产品需填写《终端消费类“能效之星”产品评价申报表》（见附件3第三部分），并按照要求提供相关材料。

　　2.申报工业装备类“能效之星”产品需填写《工业节能装备申报表》，并注明申报“能效之星”产品评价。

　　3、 Declaration Procedure

　　请各市节能主管部门根据申报要求，组织有关节能技术装备和产品的研发或生产单位进行申报，并按本通知要求对申报材料进行审核汇总后，以正式公文的形式将申报汇总表和申报材料（统一A4尺寸，制作目录和封皮，并于左侧胶装成册，文字版一式三份、电子版二份。申报不同类别的项目应分别装订）于5月17日前报省经信委（省节能办）资源节约处。
