Notice on Organizing the Collection and Update of Key Energy saving Technologies and Best Energy saving Practices

In order to accelerate the promotion and application of key energy-saving technologies and practices, improve energy utilization efficiency, and promote green development, in accordance with the requirements of the "Notice of the General Office of the National Development and Reform Commission on Organizing the Collection and Update of National Key Energy saving Technologies and Best Energy saving Practices" (NDRC Environment [2017] No. 662), our province will carry out the collection and update of key energy-saving technologies and best energy saving practices. The relevant matters are hereby notified as follows:
1、 Regarding the solicitation of key energy-saving technologies
（1） Technical scope. Energy saving new technologies and processes in industries such as coal, electricity, steel, non-ferrous metals, petrochemicals, chemicals, building materials, machinery, textiles, and light industry, as well as in agriculture, construction, transportation, communication, civil and commercial sectors. Technologies with a penetration rate of over 50% in the entire industry are not within the recommended range.
（2） Technical requirements. The recommended technology should meet the conditions of significant energy-saving and carbon reduction effects, economic applicability, and successful implementation cases; Being able to reflect the latest progress in energy-saving technology, it can be widely applied in the entire industry or multiple fields, with great potential for promotion, and is conducive to promoting sustainable economic and social development.
(III) the contents of the submission. The competent departments of energy conservation of each city are requested to carefully organize and select the key energy-saving technologies that meet the requirements, and fill in the recommendation summary table of key energy-saving technologies (Annex 1) as required. The technology provider shall carefully fill in the application report of key energy-saving technologies (Annex 2) as required. For details, please refer to Annex 3. In principle, each reporting unit shall submit no more than 10 technologies. The materials shall be uniformly submitted to the Resource Conservation Department of the Provincial Economic and Information Commission (Provincial Energy Conservation Office). The Provincial Economic and Information Commission (Provincial Energy Conservation Office) will conduct centralized demonstration and review of the declared key energy-saving technologies, products and equipment, and select the best to be included in the promotion catalog of our province, and recommend to the country that meets the requirements of the national key energy-saving and low-carbon technology promotion catalog.
2、 Collection of Best Energy saving Practices
The recommended best energy-saving practices should have energy-saving management, energy-saving technology and level that reach the leading level in the same industry, significant energy-saving and carbon reduction effects, a certain degree of innovation and originality, strong demonstration ability, and can form replicable and promotable experiences and models, which can generate good social synergy effects and promote sustainable economic and social development. Please ask the energy conservation authorities of each city to carefully organize and select the best energy-saving practices in the industrial and construction fields that meet the requirements, and fill out the Best Energy Conservation Practice Recommendation Form (Attachment 4) as required. Each city should submit no more than 2 energy-saving practices in principle. The Provincial Economic and Information Commission (Provincial Energy Conservation Office) will conduct centralized evaluation and review of the best energy-saving practice projects applied for, and recommend them to the National Development and Reform Commission for selection of the best energy-saving technologies and practices in China (hereinafter referred to as the "Double Top Ten").
Please submit the text version (in triplicate, with adhesive packaging) and electronic version (with 2 sets of engraved CDs) of the relevant materials to the Resource Conservation Department of the Provincial Economic and Information Commission (Provincial Energy Conservation Office) before April 28, 2017.
