Municipal economic and information technology commissions, relevant units, and enterprises:

　　We hereby forward to you the Notice of the General Office of the Ministry of Industry and Information Technology on Organizing the Recognition of National Industrial Design Centers for the Year 2017 (Industry Letter [2017] No. 186 of the Ministry of Industry and Information Technology). Please implement it according to the requirements.

　　1、 Application for National Industrial Design Center in 2017

　　（1） Application Procedure and Quota

　　In 2017, the national level industrial design centers were recommended at the provincial and municipal levels. After review by each city, they were recommended to our committee, with a limit of one recommendation per city. At the same time, excellent enterprises are encouraged to apply to the Ministry of Industry and Information Technology through national industry associations.

　　The recommended scope of application includes industries such as equipment manufacturing, electronic information, and consumer goods.

　　（2） Declaration conditions and materials

　　The applying enterprise shall comply with the basic conditions stipulated in the "Management Measures for the Recognition of National Industrial Design Centers (Trial)" (MIIT Industry [2012] No. 422, hereinafter referred to as the "Measures"), and submit the "Application Form for National Industrial Design Centers" and other application materials in accordance with the requirements of the MIIT notification documents. The content and format of the application materials should comply with the requirements of the Measures.

　　（3） Declaration method and time

　　The economic and information technology commissions of each city are responsible for the acceptance, review, and recommendation of applications from enterprises in their respective regions. Relevant enterprises can also contact national industry associations for recommendations according to the conditions and requirements, but the enterprises recommended by each city and the association cannot be duplicated.

　　Please submit the submitted documents, the "2017 National Industrial Design Center Application (Review) Enterprise Statistical Table", and four copies of the application materials (paper and electronic versions) to the Industrial Policy Department of the Provincial Economic and Information Technology Commission before May 10, 2017.

　　2、 Review of National Industrial Design Centers Recognized in 2013 and 2015

　　Each city should strictly organize the review work of its national industrial design center in accordance with the requirements. The national industrial design centers participating in the review must fill out the "National Industrial Design Center Review Form", and the review requirements shall be implemented in accordance with the relevant provisions of the "Measures".

　　Please submit the above materials in four copies (paper and CD) to the Industrial Policy Department of the Provincial Economic and Information Technology Commission by May 10, 2017. The Ministry of Industry and Information Technology will organize and carry out audit work based on the review of each province, and release the review results in the form of a notice.

　　3、 Job requirements

　　The recognition of national industrial design centers is of great significance in guiding enterprises to attach importance to design innovation and promoting the transformation and upgrading of industrial enterprises. Each city should attach great importance to it, actively carry out publicity and mobilization work, and take effective measures to organize relevant enterprises to do a good job in application and recommendation work based on openness and fairness. We must strictly select the applicants from the provincial industrial design centers, and rigorously check the authenticity and accuracy of the application materials and review materials to ensure that the work is completed on time and with quality.
