Entrusted by the Standing Committee of the Provincial Party Committee, I will explain to the plenary session the relevant situation regarding the drafting of the "Proposal of the Communist Party of China Shandong Provincial Committee on Formulating the 15th Five Year Plan for National Economic and Social Development of Shandong Province" (hereinafter referred to as the "Proposal").
1、 The drafting process of the "Proposal" draft
The period of the 15th Five Year Plan is a crucial period for our province to firmly shoulder the mission of "walking ahead and shouldering the big beam" and to basically build a strong socialist modernized province in the new era, carrying forward the past and opening up the future. Studying and formulating the "15th Five Year Plan" is of great significance for mobilizing and inspiring the people of the whole province to deeply implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, comprehensively implement the important speeches and instructions of General Secretary Xi Jinping's inspection of Shandong, promote the sustained and healthy development of the province's economy and society, and lay a more solid foundation for the basic construction of a socialist modernized strong province in the new era.
The Provincial Party Committee attaches great importance to the drafting of the "Proposal" draft. On March 28th, the Standing Committee of the Provincial Party Committee approved the draft work plan for the "15th Five Year Plan" and decided to establish a drafting group. Comrade Zhou Naixiang and I will take overall responsibility, with the provincial leader in charge taking the lead, and officials from relevant departments such as the Provincial Party Committee Political Research Office, Provincial Party Committee Finance and Economics Office, and Provincial Development and Reform Commission participating. Under the leadership of the Standing Committee of the Provincial Party Committee, we will undertake the drafting work of the "Proposal" draft. On April 10th, the drafting group held its first meeting, and the drafting work of the "Proposal" was officially launched. Over the past seven months, the drafting team has thoroughly studied the spirit of the 20th National Congress of the Communist Party of China and its various plenary sessions, earnestly studied the important speeches and instructions of General Secretary Xi Jinping during his inspection of Shandong, and based on comprehensive and systematic research and extensive solicitation of opinions, repeatedly studied and demonstrated the development goals, tasks, and key measures of the 15th Five Year Plan. After the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the drafting group carefully studied and deeply understood, and revised and improved each item in accordance with the spirit of the plenary session. During this period, many valuable opinions and suggestions were put forward by provincial leaders, providing strong guidance for the drafting work.
During the drafting process, major issues were highlighted for research, and efforts were made to open the door and seek solutions, drawing on collective wisdom. Advance planning for the "15th Five Year Plan" and "Four Major" issues, strengthen efforts to report to superiors, and strive to include more issues in the national agenda; Led by provincial leaders and main responsible comrades of party committees in various cities, 50 major research projects were organized and carried out, and the provincial party committee held a special meeting for discussion and exchange; Conduct a special survey on "Interviews with One Hundred Companies during the 15th Five Year Plan", conduct on-site research in cities, counties, research institutions, universities, and enterprises, and absorb opinions and suggestions from departments, grassroots, and experts and scholars; Through the internet, opinions were widely solicited from all sectors of society, and more than 1200 suggestions were collected and organized. The Provincial Party Committee has held three special symposiums, attended by entrepreneurs, experts, key officials from various cities, and non party members, to hear opinions and suggestions from all parties face-to-face.
After the initial draft was formed, on November 3rd, it was sent to provincial leaders, key officials from various cities and relevant departments of the province for comments. On November 15th, opinions were solicited within a certain range of the province, including opinions from some provincial-level veteran comrades within the party. On November 24th, we specifically listened to the opinions of representatives from various democratic parties, the Federation of Industry and Commerce, and non partisan individuals in the province, and widely gathered consensus from all aspects. From the solicitation of opinions, all parties have given full recognition to the draft of the "Proposal". It was unanimously agreed that the Draft Proposal accurately grasped the historical position of Shandong's development during the "Tenth Five Year Plan" period, thoroughly analyzed the new opportunities and challenges faced, anchored the "go ahead and challenge the main beam", made a systematic arrangement and strategic plan for the development of the province in the next five years, with clear target orientation, clear task deployment, strong policies and measures, and has a strong forward-looking, guiding and operational nature. It fully reflects the historical initiative of the provincial party committee to continue to promote the construction of a modern province, and strive to write a chapter of Chinese path to modernization, and will surely gather the wisdom and strength of the broad masses of the province, and make great strides towards the goal of ensuring that the province is basically built into a strong socialist modern province in the new era to make decisive progress.
During the process of soliciting opinions, many good suggestions were put forward by various parties. The drafting team carefully sorted and analyzed each article, striving to absorb as much as possible. They added, rewritten, and streamlined 235 words to the draft of the "Proposal", covering 446 opinions and suggestions from all aspects. Some specific opinions and suggestions will be considered in the preparation of planning outlines and special plans. Especially, relevant central departments have provided us with strong support and guidance.
During the drafting period of the "Proposal", the Standing Committee of the Provincial Party Committee held two meetings to review and revise it, resulting in the submission of the "Proposal" draft for review at this plenary session.
2、 Main considerations and basic framework
The overall consideration for drafting the "Proposal" is to adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, combine the implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China with the implementation of General Secretary Xi Jinping's important speeches and instructions during his inspection of Shandong, firmly shoulder the mission of "leading the way and shouldering the big beam", accurately grasp the historical position of Shandong's development during the "15th Five Year Plan" period, and make systematic planning and strategic deployment for the development of our province.
During the drafting process, five points were emphasized: firstly, highlighting the benchmarking table. Comprehensively benchmarking against the deployment requirements of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the spirit of General Secretary Xi Jinping's important speeches and instructions during his inspection of Shandong runs through the entire text, anchoring the principle of "taking the lead and shouldering the big beam", and promoting the implementation without compromise. The second is to highlight the main line of strengthening the province. Deeply grasping the important position of the "15th Five Year Plan" period in the process of modernization construction, based on the basic positioning of consolidating the foundation and comprehensively exerting efforts, focusing on "leading the way and shouldering the big beam", clarifying the target tasks and major measures such as "eight significant improvements" and "ten major projects", and promoting the construction of a strong province in a consistent manner. The third is to highlight forward-looking planning. Anchor the requirements for achieving the basic goal of socialist modernization by 2035, focus on development in the next five years or even longer, adhere to problem oriented and goal oriented approaches, strengthen systematic thinking, deeply analyze the profound and complex changes facing the future development environment, and research and propose a series of forward-looking, strategic, and targeted ideas and measures. The fourth is to highlight adherence to integrity and innovation. Thoroughly implement the various arrangements of the 12th Provincial Party Congress, make good use of the effective institutional achievements and practical experience during the 14th Five Year Plan period, combine with new situations and tasks, focus on using reform methods to solve development problems, deepen and expand new deployments and requirements for building a strong province, and add momentum and vitality to high-quality development. Fifth, highlight the characteristics of Shandong. Adhere to the process of fully implementing the decisions and deployments of the Central Committee of the Communist Party of China, closely combine with the actual situation of our province to propose creative policy measures, improve Shandong's "recognition", and promote the exploration of more "Shandong experience".
The draft of "Suggestions" is divided into three sections, with a total of 14 parts and 60 articles. The first section is the general introduction, including the introduction and the first and second parts. It mainly elaborates on the major achievements of our province's development during the 14th Five Year Plan period, the historical position of Shandong's development during the 15th Five Year Plan period, the new situations and changes it faces, and proposes the guiding ideology and main goals for economic and social development during the 15th Five Year Plan period, totaling 5 articles. The second section is divided into sub sections, elaborating on the key tasks of economic and social development in our province during the "15th Five Year Plan" period, and arranging 11 parts to clarify the ideas and key work in industrial development, technological innovation, expanding domestic demand, market mechanisms, expanding opening up, agriculture and rural areas, regional coordination, green transformation, cultural construction, livelihood security, and safe development, totaling 51 articles. The third section serves as the conclusion, including the fourteenth part and concluding remarks, mainly emphasizing the strengthening of the Party's comprehensive leadership, deploying tasks such as improving the Party's ability to lead economic and social development, widely consolidating unity and struggle, enhancing the level of rule of law construction in Shandong, and improving the mechanism for planning and implementation, totaling four articles.
3、 Several key issues that need to be explained
The draft of 'Suggestions' puts forward some important viewpoints and major measures. Here, a brief explanation will be given on several key issues.
Firstly, regarding the important position and challenges faced during the 15th Five Year Plan period. The realization of socialist modernization is a historical process of step-by-step progression and continuous development and progress, which requires unremitting efforts and continuous struggle. During the 14th Five Year Plan period, the economic strength of our province has continued to rise, and the regional gross domestic product will cross three trillion yuan steps and exceed 10 trillion yuan. Significant achievements have been made in the construction of a modern industrial system, reform and opening up, green and low-carbon transformation, laying a solid foundation for the construction of a modern and strong province on the new journey and achieving a good start.
The period of the 15th Five Year Plan is a critical period for the basic realization of socialist modernization, consolidating the foundation, and comprehensively exerting efforts. It is also a critical period for our province to build a strong socialist modernization province in the new era, carrying forward the past and opening up the future. The development environment is facing profound and complex changes, strategic opportunities and risks coexist, and uncertain and unpredictable factors increase. Our province has multiple advantages in development, but there are also many shortcomings. The draft of the "Suggestions" deeply grasps the important position of the "15th Five Year Plan" period, systematically analyzes changes in the external environment, scientifically plans for the development of the "15th Five Year Plan" period, not only continues to deepen the concept and ideas of the "14th Five Year Plan" period, but also focuses on future development, clarifies forward-looking goals and major measures, and strives to consolidate and expand advantages, eliminate bottlenecks and constraints, strengthen weaknesses and weaknesses, and promote significant breakthroughs in strategic tasks related to the construction of a modern and strong province.
Secondly, regarding the goal system of economic and social development during the 15th Five Year Plan period. Building a strong province is a clear requirement of General Secretary Xi Jinping for Shandong's work, and it is also a goal that the people of the whole province have been striving for, from "taking the lead and opening up a new chapter" to "taking the lead and carrying the big beam". The overall goal is to strive to become an important economic growth pole in the northern region and ensure decisive progress in building a socialist modernized strong province in the new era. It is a higher requirement for Shandong's economic development and a higher positioning to serve the overall development of the country. The draft of the Proposal regards it as a major traction target requirement, which will focus on making the real economy bigger and stronger, and improving the power of the regional radiation belt. It will effectively lead the work during the "Tenth Five Year Plan" period to achieve new progress and new results, and take the lead in promoting Chinese path to modernization as a demonstration. Ensuring decisive progress in building a socialist modernized strong province in the new era is an inevitable requirement in the historical context of the 15th Five Year Plan period. According to the central deployment, the basic realization of modernization still requires unremitting efforts during two five-year planning periods. The "15th Five Year Plan" should strive to complete more processes and tasks and lay a more solid foundation. The draft of the "Suggestions" focuses on achieving the overall goal, proposing significant improvements in eight aspects: high-quality development level, technological innovation strength, reform and opening up efficiency, regional synergy driving effect, beautiful Shandong construction effect, social civilization level, people's quality of life, and safe development ability. It comprehensively clarifies the main goals and tasks of building a strong province. The draft of the "Suggestions" is closely integrated with the actual situation in Shandong, coordinating the consolidation of the foundation, filling the gaps, and highlighting the advantages. It has targeted and planned the "Ten Major Projects" of industrial upgrading, scientific and technological innovation capacity climbing, domestic demand expansion and efficiency improvement, market vitality and openness level enhancement, rural revitalization and upgrading of the Qilu model, regional coordination and linkage, beautiful Shandong construction, cultural innovation and creation, improvement of people's livelihood and strong security foundation, and forging of international professional capabilities, forming a landmark and systematic path for promoting the construction of a strong province.
The draft of "Suggestions" constructs the goal and task of a scientific system and the promotion and implementation system, which will effectively lead Shandong to "go ahead and pick the beam", and strive to create a new situation of Chinese path to modernization in Shandong.
Thirdly, regarding the promotion of high-quality development. The draft of the "Proposal" continues to prioritize promoting high-quality development as the theme of economic and social development during the "15th Five Year Plan" period, requiring adherence to economic construction as the center, complete, accurate, and comprehensive implementation of the new development concept, achieving effective improvement in quality and reasonable growth in quantity, and promoting sustained and healthy economic development and comprehensive social progress. In the current and future period, to promote high-quality development, it is necessary to place the development of new quality productive forces tailored to local conditions in a more prominent strategic position, and make substantial and breakthrough progress in building a modern industrial system, strengthening technological innovation, and accelerating green and low-carbon transformation; We must adhere to the strategic basis of expanding domestic demand and hedge the uncertainty of international circulation with the stability of domestic circulation.

Fifth, about steadily promoting common prosperity. In planning the development during the 15th Five Year Plan period, we must take benefiting the people as the fundamental value orientation, and ensure that the achievements of modernization construction benefit all people more and fairly. The draft of the "Suggestions" emphasizes in its guiding ideology the need to take solid steps towards promoting common prosperity for all people, and proposes in its main objectives to achieve significant results in creating a provincial model of common prosperity. This is an overall requirement for guiding the economic and social development of the entire province during the "15th Five Year Plan" period. The draft of the "Proposal" focuses on ensuring and improving people's livelihoods, proposing to steadily improve the level of employment, education, healthcare, housing and other security, and to improve the support system for high-quality population development that covers the entire population and life cycle. Around accelerating the modernization of agriculture and rural areas, it is proposed to consolidate and expand the advantages of modern agricultural development, promote rural revitalization in a classified and orderly manner, and improve policies for strengthening agriculture, benefiting agriculture, and enriching agriculture. Seventh, regarding upholding the comprehensive leadership of the Party. The draft of the "Proposal" emphasizes the adherence to the centralized and unified leadership of the Party Central Committee, the comprehensive strengthening of Party building, and the gathering of strong forces for the construction of a modern and strong province.
