Entrusted by the Political Bureau of the Central Committee, I will explain to the plenary session the relevant situation regarding the drafting of the "Proposal of the Central Committee of the Communist Party of China on Formulating the 15th Five Year Plan for National Economic and Social Development" (hereinafter referred to as the "Proposal").
1、 The drafting process of the "Proposal" draft
Formulating medium and long-term plans to guide economic and social development is an important way for our party to govern the country. The 14th Five Year Plan will be completed this year, and it is necessary to study and formulate the 15th Five Year Plan. Studying and formulating the "15th Five Year Plan" is of great significance for promoting the sustained and healthy development of China's economy and society, and laying a more solid foundation for the basic realization of socialist modernization as scheduled.
In January of this year, the Political Bureau of the Central Committee decided that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China would review the "15th Five Year Plan" proposal and establish a document drafting group, with me as the group leader and Comrades Li Qiang, Wang Huning, Cai Qi, and Ding Xuexiang as deputy group leaders. Relevant departments and local officials would participate and undertake the drafting work of the "Proposal" under the leadership of the Standing Committee of the Political Bureau of the Central Committee. On February 11th, the document drafting group held its first plenary meeting, and the drafting work of the "Proposal" was officially launched.
The Party Central Committee has integrated the promotion of democracy and collective wisdom throughout the entire process of document drafting, conducted in-depth investigations and research, and extensively solicited opinions from all parties. On January 22, the Central Committee of the Communist Party of China issued a notice on soliciting opinions on the study of the "15th Five Year Plan" proposal at the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, soliciting opinions within and outside a certain scope. In late February, the Party Central Committee organized six research groups to conduct special investigations in 12 provinces, autonomous regions, and municipalities. At the same time, the Party Central Committee has deployed some central and state organs to conduct 35 key research projects. On April 30th, I presided over a symposium on economic and social development during the 15th Five Year Plan period for some provinces, regions, and municipalities in Shanghai. Afterwards, Comrade Li Qiang was commissioned to hold three symposiums with representatives from the economic, technological, and grassroots sectors. We also conducted an online consultation activity and received over 3 million comments, from which relevant parties compiled more than 1500 suggestions. It is widely believed that the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) focused on the proposal of the "15th Five Year Plan", which is of great significance to better play the strategic guiding role of the national development plan, further pool the great power of the whole party and the people of all ethnic groups to forge ahead in unity, and comprehensively promote the great cause of building a strong country and national rejuvenation with Chinese path to modernization. Overall, during the 15th Five Year Plan period, China will face both strategic opportunities and risk challenges in its development, with an increase in uncertain and unpredictable factors. However, the supporting conditions and basic trends for the long-term improvement of China's economic and social development have not changed. All parties generally hope to clarify the overall ideas, important principles, main goals, strategic tasks, and major measures for economic and social development during the 15th Five Year Plan period, promote high-quality development during the period, and lay a more solid foundation for the basic realization of socialist modernization.
On August 4th, the draft of the "Proposal" was issued for soliciting opinions within a certain scope of the party, including soliciting opinions from some old comrades within the party, and specifically listening to the opinions of the central committees of various democratic parties, the heads of the All China Federation of Industry and Commerce, and representatives of non party individuals. From the solicitation of opinions, it can be seen that various regions and departments have given full recognition to the draft of the "Proposal". It was agreed that the Draft Proposal accurately grasped the historical position of the development of the Party and the country's cause during the "15th Five Year Plan" period, deeply analyzed the profound and complex changes faced by China's development environment, made top-level design and strategic plan for the development of the next five years, with scientific and precise guidelines, clear main goals, realistic and pragmatic tasks and measures, was another general mobilization and headquarters for continuing to promote the construction of Chinese path to modernization, reflected the historical initiative of continuing the two miracles of rapid economic development and long-term social stability, and worked hard to create a new situation of Chinese path to modernization, which will certainly have a significant and far-reaching impact on the development of the Party and the country's cause. At the same time, many good opinions and suggestions have been put forward from various aspects. The document drafting team analyzed each article and tried to absorb as much as possible, adding, rewriting, and streamlining a total of 218 words to the draft of the "Proposal", covering 452 opinions and suggestions from various aspects.
During the drafting period of the "Proposal", the Standing Committee of the Central Political Bureau held three meetings and the Central Political Bureau held two meetings to review and revise it, forming the "Proposal" draft submitted for review at this plenary session.
It can be said that this document drafting work is another vivid practice of promoting intra party democracy and whole process people's democracy.
2、 The main considerations for drafting the 'Proposal' draft and the basic content of the 'Proposal' draft
The overall consideration for drafting the "Proposal" is to accurately grasp the important position of the "15th Five Year Plan" period in the basic process of realizing socialist modernization in accordance with the "two-step" strategic arrangement for comprehensively building a socialist modernized strong country made at the 20th National Congress of the Communist Party of China, deeply analyze the domestic and international situation, and make systematic planning and strategic deployment for China's economic and social development during the "15th Five Year Plan" period.
During the drafting process of the 'Proposal', we paid attention to the following points. Firstly, we must adhere to a goal oriented and problem oriented approach, based on the fundamental positioning of consolidating the foundation and making comprehensive efforts, and systematically plan to lay a more solid foundation for the basic realization of the goal of socialist modernization. We will focus on effectively responding to the new trends of the world's century long changes and prominent issues in development, and make up for our weaknesses and strengths. Secondly, we must adhere to systematic thinking and comprehensively deploy various aspects of economic and social development and party building work in accordance with the requirements of promoting the overall layout of the "Five in One" and coordinating the promotion of the "Four Comprehensives" strategic layout. Thirdly, we must adhere to further comprehensive deepening of reforms, pay attention to using reform methods to solve development problems, and increase and activate the driving force for development. Fourthly, we must adhere to expanding opening up to the outside world, placing development on our own foundation and coordinating the use of global factors and market resources.
The draft of 'Suggestions' consists of 15 parts, divided into three major sections. The first section includes the first and second parts, which are the general introduction. It mainly elaborates on the significant achievements of China's development during the 14th Five Year Plan period, the important role of the 15th Five Year Plan period in the basic realization of socialist modernization, the profound and complex changes in China's development environment during the 15th Five Year Plan period, the guiding ideology, principles, and main goals of economic and social development during the 15th Five Year Plan period. The second section includes 12 parts from the third to the fourteenth, which are divided into sections. It mainly focuses on key issues that are related to the overall and long-term situation, deploys strategic tasks and major measures for the "15th Five Year Plan" period in different fields, and clarifies the ideas and key work from industrial development, scientific and technological innovation, domestic market, economic system, opening up to the outside world, rural revitalization, regional development, to cultural construction, livelihood security, green development, security development, national defense construction and other key areas. The third section includes the fifteenth part and concluding remarks, which mainly deploy tasks such as adhering to and strengthening the centralized and unified leadership of the Party Central Committee, promoting the construction of socialist democracy and the rule of law, Hong Kong, Macao, and Taiwan work, promoting the construction of a community with a shared future for mankind, and fully mobilizing the enthusiasm, initiative, and creativity of the whole society.
3、 Several key issues that need to be explained
The draft of 'Suggestions' puts forward some important viewpoints and major measures. Here, a brief explanation will be given on several key issues.
Firstly, regarding the important position during the 15th Five Year Plan period. The realization of socialist modernization is a historical process of step-by-step progression and continuous development and progress, which requires unremitting efforts and continuous struggle. The draft of the "Proposal" proposes that the "15th Five Year Plan" period plays an important role in the basic realization of socialist modernization, which is based on the historical tasks that should be undertaken during the "15th Five Year Plan" period. The 20th National Congress of the Communist Party of China has determined that socialist modernization will be basically achieved by 2035. The 14th Five Year Plan period is the first five years, which has laid a solid foundation and achieved a good start. The "15th Five Year Plan" period is a crucial period for consolidating the foundation and making comprehensive efforts. By formulating and implementing the "15th Five Year Plan", a more solid foundation can be laid for the basic realization of socialist modernization by 2035.
Starting from this basic positioning, the draft of the "Suggestions" plans for the development of the "15th Five Year Plan" period, which not only maintains continuity with the concepts and ideas proposed in the "14th Five Year Plan", but also accurately grasps the development trend of China in the next five years, and puts forward a practical and forward-looking overall idea, major principles, main goals, and strategic tasks. We should seize this time window, consolidate and expand our advantages, break bottlenecks, and strengthen our weaknesses, win strategic initiatives in fierce international competition, promote major breakthroughs in strategic tasks that affect the overall situation of Chinese path to modernization, and ensure that the basic realization of socialist modernization makes decisive progress.
Secondly, regarding the economic and social development goals during the 15th Five Year Plan period. Scientific setting of development goals is crucial for the formulation and implementation of five-year plans. The draft of the "Suggestions" grasps the basic positioning and phased requirements of the "15th Five Year Plan" period, and clarifies the main goals of economic and social development. By 2035, socialist modernization will be basically achieved, and an important landmark indicator is that the per capita GDP will reach the level of moderately developed countries. This requires maintaining an appropriate pace of economic and social development during the 15th Five Year Plan period. On the basis of in-depth research and scientific demonstration, the draft of the "Suggestions" proposes important goals such as maintaining economic growth within a reasonable range, steadily improving total factor productivity, fully unleashing economic growth potential, synchronizing household income growth with economic growth, synchronously improving labor remuneration and labor productivity, and continuously expanding the middle-income group. At the same time, based on the prominent problems of increasing downward pressure on the domestic economy and insufficient effective demand at the current stage, the draft of the "Proposal" proposes goals such as a significant increase in household consumption rate and a sustained strengthening of the driving force of domestic demand in driving economic growth.
Referring to previous practices, the draft of the "Suggestions" proposes that the economic and social development goals during the "15th Five Year Plan" period are mainly qualitative requirements, while necessary quantitative requirements and some specific work arrangements are left to be studied and determined when formulating the "Outline" of the plan, in order to better reflect and play the macro guiding role of the "Suggestions".
Thirdly, regarding the theme of promoting high-quality development. The 'Proposal' is in line with the 14th Five Year Plan, continuing to prioritize promoting high-quality development as the theme of economic and social development during the 15th Five Year Plan period. It requires adhering to the principle of economic construction as the center, fully and accurately implementing the new development concept, achieving effective improvement in quality and reasonable growth in quantity, and promoting sustained and healthy economic development and comprehensive social progress. To promote high-quality development, the most important thing is to accelerate high-level technological self-reliance and self-improvement, actively develop new quality productive forces, and make substantial and breakthrough progress in promoting technological innovation, accelerating the cultivation of new driving forces, and promoting the optimization and upgrading of economic structure.
The draft of the "Suggestions" highlights the leading role of technological innovation, and makes arrangements in building a modern industrial system, accelerating high-level technological self-reliance and self-improvement, and accelerating the comprehensive green transformation of economic and social development. It proposes to optimize and enhance traditional industries, cultivate and strengthen emerging and future industries, and consolidate and strengthen the foundation of the real economy; Propose to strengthen original innovation and key core technology research, promote the deep integration of scientific and technological innovation and industrial innovation, promote the development of education and technology talents as a whole, and deepen the construction of digital China; Propose to accelerate the construction of a new energy system and the formation of a green production and lifestyle. It should be noted that the development of new quality productive forces requires certain endowment conditions and full consideration of practical feasibility. The draft of the "Suggestions" emphasizes the development of new quality productive forces according to local conditions, which is to guide everyone to carry out work scientifically, rationally, and realistically, and prevent a rush.
Fourthly, regarding strengthening the domestic circulation and promoting smooth domestic and international dual circulation. The more severe and complex the external environment is, the more we need to accelerate the construction of a new development pattern and firmly grasp the initiative of development. In the current and future period, we must adhere to strengthening the domestic circulation, accelerate the formation of a strong domestic economic circulation system, and use the stability of the domestic circulation to hedge the uncertainty of the international circulation.
The draft of the "Suggestions" highlights the strengthening of the domestic circulation, makes arrangements for building a strong domestic market and accelerating the construction of a high-level socialist market economy system, emphasizes the strategic basis of expanding domestic demand, adheres to the close combination of benefiting people's livelihoods and promoting consumption, investing in goods and people, vigorously boosts consumption, expands effective investment, resolutely breaks down obstacles to the construction of a unified national market, emphasizes fully stimulating the vitality of various business entities, accelerating the improvement of the market-oriented allocation system and mechanism of factors, and enhancing the efficiency of macroeconomic governance. At the same time, it proposed to expand international circulation, steadily expand institutional openness, maintain the multilateral trading system, and jointly build the "the Belt and Road" with high quality.
Fifth, taking solid steps towards common prosperity for all people. Chinese path to modernization is the modernization of common prosperity for all people. Since the 18th National Congress of the Communist Party of China, we have adhered to our original aspiration, considered issues from the perspective of the people, promoted regional coordinated development, taken effective measures to ensure and improve people's livelihoods, won the battle against poverty, and comprehensively built a moderately prosperous society, creating favorable conditions for promoting common prosperity. The draft of the "Suggestions" emphasizes in its guiding ideology the need for all people to take solid steps towards common prosperity, which is an overall requirement for guiding economic and social development during the "15th Five Year Plan" period.
The draft of the "Proposal" firmly grasps the goal requirements of common prosperity, focuses on ensuring and improving people's livelihoods, deploys a number of balanced and accessible policy measures in promoting high-quality and full employment, improving income distribution system, providing satisfactory education for the people, improving social security system, promoting high-quality development of real estate, accelerating the construction of a healthy China, promoting high-quality population development, and steadily promoting equalization of basic public services. Focusing on narrowing regional and urban-rural disparities, we will deploy a number of practical measures in accelerating agricultural and rural modernization, solidly promoting comprehensive rural revitalization, optimizing regional economic layout, and promoting coordinated regional development. Focusing on promoting the common prosperity of people's spiritual life, it is proposed to promote and practice the socialist core values, vigorously promote cultural undertakings, accelerate the development of cultural industries, and enhance the influence and dissemination of Chinese civilization.
Sixth, regarding coordinated development and security. Security is the prerequisite for development, and development is the guarantee of security. In the next five years, various uncertain and unpredictable risk factors in China will significantly increase, making the task of coordinating development and security even more arduous. The draft of the "Suggestions" focuses on promoting the modernization of the national security system and capabilities, proposing to improve the national security system, strengthen the construction of national security capabilities in key areas, enhance the level of public security governance, and improve the social governance system. Focusing on high-quality promotion of national defense and military modernization, it is proposed to accelerate the construction of advanced combat capabilities, promote modernization of military governance, and consolidate and improve the integrated national strategic system and capabilities.
Seventh, regarding upholding the comprehensive leadership of the Party. Adhering to and strengthening the Party's overall leadership is the fundamental guarantee for promoting Chinese path to modernization. The draft of the "Suggestions" focuses on improving the Party's ability and level of leading economic and social development, emphasizing the adherence to and strengthening of the centralized and unified leadership of the Party Central Committee, and improving the implementation mechanism of major decisions and deployments of the Party Central Committee; Continuously using the Party's innovative theories to unify thoughts, wills, and actions; Adhere to the correct employment orientation and improve the mechanism for assessing and evaluating cadres; Coordinate and promote the construction of grassroots party organizations in various fields; Persistently implementing the spirit of the Central Eight point Regulation; Improve the supervision system of the Party and the state; Resolutely fight the tough, protracted, and overall battle against corruption.
Comrades, the main task of this plenary session is to review and approve the "Proposal" for the 15th Five Year Plan. Everyone should think carefully and discuss in depth, put forward constructive opinions and suggestions, and work together to hold this plenary session well and revise the draft of the 'Suggestions'.
