Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Declaration of National Green Manufacturing Units for 2025 _ Policy Information _ Notice Announcement

Each city's industrial and information technology bureau, relevant units:

In order to implement the Action Plan for Green and Low Carbon Development of Manufacturing Industry (2025-2027) and upgrade the benchmark of green manufacturing, the General Office of the Ministry of Industry and Information Technology recently issued a notice on carrying out the recommendation work of green factories in 2025. The following is a notice on the recommendation work organized by our province:

1、 Overall requirements

This year's national level green manufacturing units include green factories and green industrial parks. The applying units must meet the relevant requirements of the Interim Measures for Gradient Cultivation and Management of Green Factories (hereinafter referred to as the "Measures") issued by the Ministry of Industry and Information Technology, and conduct self-evaluation in accordance with the new evaluation requirements (see Annex 1, 2, 3) on a voluntary basis. Apply for enterprise and park login to the Industrial Energy Conservation and Green Development Management Platform（ https://green.miit.gov.cn (hereinafter referred to as the management platform), truthfully and independently fill out the declaration form to complete self-evaluation, and provide relevant supporting materials as required. The main data indicators submitted shall be based on the data at the end of 2024. The management platform provides policy interpretation and explanation videos for application, eliminating the need to submit third-party evaluation reports. There is no limit to the number of enterprises and parks recommended for application by each city, and in principle, they should not be lower than the average level of existing national level green factories and green industrial parks in the local area.

2、 Specific requirements

（1） Green Factory

Applying for enterprise login management platform, 53 key industries with green factory evaluation standards in the policy interpretation video will conduct self-evaluation according to corresponding requirements, while enterprises in other industries will conduct self-evaluation according to the evaluation criteria. The declared enterprise should be a provincial-level green factory, and the environmental performance level of key industry enterprises involved in heavy pollution weather should reach the A, B level or leading level evaluated by the ecological environment department (except for the exemption category for people's livelihood).

（2） Green Industrial Park

The application park login management platform shall be evaluated in accordance with the requirements of the General Rules for the Evaluation of Green Industrial Parks. The application park must be a provincial-level green industrial park. Each city shall organize parks with good industrial foundations, complete infrastructure, and high levels of green manufacturing to apply. If there are problems with central environmental protection inspections in the past three years, or if the park construction and assessment rectification tasks deployed by provincial-level or above departments have not been completed on time, they will not be recommended.

（3） Dynamic management

Regarding the existing national level green factories and green industrial parks over the years, each city has organized enterprises and parks to log in to the management platform, conduct self-evaluation benchmarking against the new evaluation requirements, and provide relevant supporting materials as required to complete the dynamic management hierarchical reporting work. Units that refuse to fill in will be removed from the list of green manufacturing units in accordance with the provisions of the Measures. The Ministry of Industry and Information Technology will remove existing national level green factories and green industrial parks that have scored in the bottom 5% for three consecutive years from the existing list, achieving both entry and exit.

3、 Job requirements

（1） Strengthen business guidance. Industry and information technology departments at all levels should organize enterprises and parks to strengthen the learning and training of new standards and requirements, guide enterprises to log in to the management platform as soon as possible to learn policy interpretation and filling requirements, and ensure that every applying unit is familiar with and masters the policies.

（2） Strictly review and control. The municipal bureaus of industry and information technology should strengthen the review of the authenticity, accuracy and progressiveness of the evaluation index data and supporting materials of the applicant enterprises and parks, and the municipal and county departments of industry and information technology should go deep into the applicant units to conduct on-site verification to ensure the quality of recommendations. If it is found that the enterprises and parks have false data or materials, the enterprises and parks should be removed from the list according to the Measures, and it is prohibited to apply again within three years. We should fully solicit opinions from local departments such as development and reform, ecological environment, emergency management, and market supervision.

（3） Recommend and submit on time. The industrial and information technology bureaus of each city shall complete the initial review on the management platform in a timely manner, issue benchmarking and recommendation opinions for enterprises and parks that meet the requirements, and fill out the "2025 National Green Manufacturing Unit Recommendation Summary Table" (see Annex 4). The stamped version of the above materials and recommended enterprises shall be submitted on the management platform before November 3, 2025. The Provincial Department of Industry and Information Technology will organize experts to review and demonstrate the application materials, conduct on-site verification if necessary, select and recommend the best ones, and submit those that meet the requirements to the Ministry of Industry and Information Technology on the management platform after research and review.
