Notice from 5 departments including the Department of Industry and Information Technology of Shandong Province on Holding the Third National Industrial and Information Technology Skills Competition Shandong Province Selection Competition (Lugongxin Talent [2025] No. 197)

Each city's Industry and Information Technology Bureau, Human Resources and Social Security Bureau, Education (Sports) Bureau, Trade Union, Youth League Committee, relevant provincial enterprises and colleges:

In order to fully implement the deployment of the 20th National Congress of the Communist Party of China on deepening the strategy of building a strong talent country, motivate more workers, especially the younger generation, to pursue the path of skill development and serve the country, and cultivate more skilled craftsmen, skilled workers, and high skilled talents in the fields of industry and information technology, in accordance with the work arrangement of the "Notice of the General Office of the Ministry of Human Resources and Social Security on Organizing the National Industry Vocational Skills Competition from 2025 to 2028" (Human Resources and Social Security Department Letter [2025] No. 128), the Provincial Department of Industry and Information Technology, the Provincial Department of Human Resources and Social Security, the Provincial Department of Education, the Provincial Federation of Trade Unions, and the Provincial Youth League Committee have decided to jointly hold the Third National Industrial and Information Technology Skills Competition Shandong Province Selection Competition (hereinafter referred to as the Competition). The relevant matters are hereby notified as follows:

1、 Organizational leadership

The competition is a provincial-level first-class skills competition, jointly hosted by the Provincial Department of Industry and Information Technology, the Provincial Department of Human Resources and Social Security, the Provincial Department of Education, the Provincial Federation of Trade Unions, and the Provincial Youth League Committee. It is jointly organized by the Shandong Information Technology Industry Development Research Institute, the Shandong Provincial Defense Machinery and Electronics Trade Union Committee, and other units. The organizing committee for the competition is established, with members from relevant departments of the hosting and organizing units, responsible for the overall arrangement and organizational management of the competition. The organizing committee has set up an office, which is responsible for the organization and daily management of the competition. The office is located at the Shandong Information Technology Industry Development Research Institute.

2、 Event settings and content

The competition has 6 events, including intelligent hardware installation and adjustment personnel (intelligent networked new energy vehicles), generative artificial intelligence system application personnel (intelligent industrial robots), hybrid integrated circuit installation and adjustment personnel (RISC-V and other architecture chip development and system applications), database operation administrator S (industrial big data), digital solution designer (digital transformation of manufacturing industry), and industrial Internet operation and maintenance personnel S (innovative application of industrial Internet).

（1） The Intelligent Hardware Commissioning Officer (Intelligent Connected New Energy Vehicle) competition focuses on the comprehensive abilities of participants in vehicle perception, decision-making, execution, V2X and other technical aspects, including commissioning testing, fault diagnosis, multi system integration and simulation verification, in accordance with the professional requirements of intelligent hardware commissioning officers.

（2） The competition for Generative Artificial Intelligence System Application (Intelligent Industrial Robot) focuses on the integration and application capabilities of generative artificial intelligence technology and intelligent industrial robot systems, in accordance with the professional requirements for generative artificial intelligence system application.

（3） The Mixed Integrated Circuit Assembly and Debugging Engineer (RISC-V and other architecture chip development and system application) competition focuses on examining the theoretical and practical comprehensive abilities of participants in RISC-V and other architecture development, chip design, simulation, testing, system application, and other aspects according to the professional requirements of mixed integrated circuit assembly and debugging.

（4） The Database Operation Administrator S (Industrial Big Data) competition focuses on assessing the professional knowledge and practical abilities of participants in industrial big data platform technology, data collection, data processing, data analysis, and algorithms, in accordance with the requirements of the Database Operation Administrator S profession.

（5） The Digital Solution Designer (Manufacturing Digital Transformation) competition focuses on assessing the comprehensive abilities of participants in applying digital technology to solve key transformation problems in the manufacturing industry, including scenario digital analysis and modeling, production line simulation and operation, and digital solution delivery and operation, in accordance with the professional requirements of digital solution designers.

（6） In accordance with the professional requirements of Industrial Internet Operator S, the event of Industrial Internet Operator S (Industrial Internet Innovative Application) focuses on the ability of players in industrial networking, logo analysis application, industrial data collection, and industrial Internet system diagnosis and maintenance.

Each competition is divided into two parts: theoretical examination and practical operation. Among them, theoretical exams account for 20% of the total score, and practical operations account for 80%. The technical documents and requirements for each event will be notified separately by the office of the competition organizing committee.

3、 Overall arrangement of the competition

（1） Competition grouping

Each event is divided into two competition groups: employee (including teachers) group and student group. Each event and group is a two person team competition, and cross unit teams are not allowed. Employees (including teachers) and students are not allowed to form mixed teams.

（2） Time and location

The various events of the competition are planned to be held in late October and completed before November 3rd. （3） Final Description

The final of the 3rd National Industrial and Information Technology Skills Competition will be held in Chongqing in late November 2025. After the provincial selection competition, the organizing committee of the competition will select two teams of contestants (one from the staff group and one from the student group) for each event based on their performance to participate in the final.

4、 Registration requirements and methods

（1） Registration requirements

1. Employees of enterprises with relevant professional work experience in various competitions within the province, employees of higher education institutions and vocational colleges (including technical colleges, the same below) engaged in related professional work, as well as full-time students of related majors in higher education institutions and vocational colleges, can all apply to participate in the competition.

2. Each event and group is limited to 2 teams per unit.

3. Each student team can have 1-2 additional guidance teachers (differentiated by rank).

Individuals who have won awards such as the "Chinese Skills Award," "National Technical Expert," and "Shandong Provincial Technical Expert" are generally not allowed to participate as contestants. Full time entrepreneurial students on campus are not allowed to participate as employees.

（2） Registration method

To register for the 3rd National Industrial and Information Technology Skills Competition Shandong Province Selection Competition, please fill out the "Registration Form" (Attachment 2) and send the stamped PDF scanned copy and Word electronic version, along with the employee (including teacher) group participant's social security payment certificate for the past three months, and the student group participant's student ID scanned copy or photo to the designated email: wangL3286@shandong.cn .

The registration deadline is October 22, 2025.

5、 Reward method

（1） Both the staff (including teachers) group and the student group are awarded first prize, second prize, and third prize. The winning contestants account for 10%, 15%, and 25% of the actual number of contestants, respectively. The competition organizing committee will print and issue award certificates.

（2） The supervising teacher of the first prize winner in the student group will be printed and awarded the certificate of supervising teacher by the competition organizing committee.

（3） After being approved by the Provincial Department of Human Resources and Social Security, the top two teams of employees (including teachers) in each competition will be awarded the "Shandong Province Technical Expert" certificate and given a one-time reward.

（4） Intelligent hardware assembly and debugging personnel, mixed integrated circuit assembly and debugging personnel competition, employees (teachers) who rank in the top 10 and achieve qualified scores in the competition can be promoted to the second level/technician professional qualification or vocational skill level. Those who already have the second level/technician professional qualification or vocational skill level of their profession (job) can be promoted to the first level/senior technician professional qualification or vocational skill level; Employees (teachers) who have won other finals and achieved qualified scores in the competition can be promoted to the third level/senior vocational qualification or vocational skill level. Students who rank in the top 10 and achieve a passing score in the competition can be promoted to the third level/senior worker vocational qualification or vocational skill level. Those who already have the third level/senior worker vocational qualification or vocational skill level in their profession (job) can be promoted to the second level/technician vocational qualification or vocational skill level.

（5） The professional skill level promotion of award-winning contestants shall be carried out in accordance with relevant regulations in the event of generative artificial intelligence system application personnel, database operation administrator S, digital solution designer, industrial Internet operation and maintenance personnel S.

（6） Units that have made outstanding contributions to the organization, hosting, and co organizing of this competition will be awarded the "Excellent Organization Award" by the competition organizing committee.

6、 Regarding requirements

（1） Please increase the publicity efforts of the Industry and Information Technology Bureau, Human Resources and Social Security Bureau, Education Bureau, All China Federation of Trade Unions, and Youth League Committee in each city, and widely mobilize employees of enterprises and teachers and students from universities within the province to participate in the competition.

（2） Please strictly abide by the security requirements during the competition period, prepare emergency response plans, and ensure the safe, secure, and orderly conduct of the competition activities.

（3） The competition is a public welfare event, and no participation fees will be charged throughout the entire process. Each participating team is responsible for their own transportation and accommodation expenses.
