Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Recommendation of Green Factories for 2025 _ Policy Information_ Notice Announced

The competent departments of industry and information technology in each province, autonomous region, municipality directly under the central government, planned city, and Xinjiang Production and Construction Corps:

In order to implement the "Action Plan for Green and Low Carbon Development of Manufacturing Industry (2025-2027)" and upgrade the benchmark of green manufacturing, in accordance with the "Interim Measures for Gradient Cultivation and Management of Green Factories" (hereinafter referred to as the "Measures"), we are now organizing the recommendation of green factories for the year 2025. The relevant matters are notified as follows:

1、 Overall requirements

This year's recommended work includes green factories and green industrial parks. Enterprises or parks that meet the relevant requirements of the Measures shall conduct self-evaluation according to the new evaluation requirements (see Annex 1 and 2 for relevant indicator requirements) on a voluntary basis. The provincial-level industrial and information technology supervisory departments shall select enterprises or parks based on the principle of "selecting the best from the best, preferring shortage over excess". The recommended enterprises or parks shall not be lower than the average level of national green factories and green industrial parks in the local area.

2、 Specific requirements

（1） Newly declared national green factories and green industrial parks

Provincial industrial and information technology authorities organize enterprises and parks to log in to the industrial energy conservation and green development management platform（ https://green.miit.gov.cn (hereinafter referred to as the management platform), truthfully and independently fill out the declaration form to complete self-evaluation, and provide relevant supporting materials as required. The management platform provides interpretation of the declaration policy and explanatory videos for filling out, and no longer needs to submit third-party evaluation reports.

In order to further highlight the orientation of energy conservation and carbon reduction, consolidate and enhance the green competitiveness of industries, this year's Green Factory will focus on supporting enterprises in 53 key industries (see Annex 3 for specific industry scope). Enterprise login management platforms belonging to key industries shall conduct self-evaluation in accordance with the corresponding industry requirements, while those not belonging to key industries shall conduct self-evaluation in accordance with the general rules.

（2） Existing national green factories and green industrial parks

In order to further enhance the level of green development of existing national green factories and green industrial parks, provincial industrial and information technology authorities organize existing national green factories and green industrial parks to log in to the management platform, conduct self-evaluation benchmarking against the new evaluation requirements, and provide relevant supporting materials as required. Existing national green factories and green industrial parks that have scored in the bottom 5% for three consecutive years will be removed from the existing list, achieving both entry and exit.

3、 Job requirements

The provincial competent department of industry and information technology should strengthen the review of the authenticity, accuracy and progressiveness of various evaluation index data and supporting materials of enterprises or parks, ensure the quality of recommendations, and submit the list of recommendations and benchmarking to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) through the management platform before November 7, 2025.

Our department will organize experts to review the recommended list, select the best, determine the proposed shortlist, publicize it to the society, and release the list of green factories and green industrial parks for 2025 according to procedures. If it is found that companies or parks have falsified data or materials, our department will remove them from the list in accordance with the Measures and prohibit them from reapplying within three years.
