During the 14th Five Year Plan period, the incremental value added of the manufacturing industry is expected to reach 8 trillion yuan - China's industrial "foundation" is even more solid

On September 9th, the State Council Information Office held a series of themed press conferences on "Completing the 14th Five Year Plan with High Quality", introducing the relevant situation of vigorously promoting new industrialization and consolidating and strengthening the foundation of the real economy during the 14th Five Year Plan period. Minister of Industry and Information Technology Li Lecheng stated that since the 14th Five Year Plan, the promotion of new industrialization in the industrial and information systems has continued to deepen and solidify, achieving new historic achievements, providing solid support for enhancing the country's economic strength, technological strength, comprehensive national strength, and improving people's quality of life and living standards.

The role of industrial "ballast stone" is highlighted

In the past five years, China's industrial foundation has become even stronger. Li Lecheng introduced that the achievements of industrial development are mainly reflected in six "more" aspects:

The industrial economy is making steady progress, and the role of "ballast stones" is becoming more prominent. From 2020 to 2024, China's total industrial added value increased from 31.3 trillion yuan to 40.5 trillion yuan, and the manufacturing added value increased from 26.6 trillion yuan to 33.6 trillion yuan. The expected increase in manufacturing added value during the entire 14th Five Year Plan period is 8 trillion yuan, contributing more than 30% to global manufacturing growth. Among the 504 major industrial products worldwide, China ranks first in the production of most of them.

A great nation stands tall with its heavy machinery, and its innovation momentum is even more surging. The key areas of industrial technological innovation have entered a new stage of accelerated follow-up, increased parallel running, and emerging leaders. China has achieved a number of innovative achievements in the world, such as the landing of Chang'e on the moon, the establishment of Tianhe in the sky, the networking of Beidou, the commercial launch of C919 aircraft, and the completion and operation of the large-scale cruise ship Aida Modu.

Advanced manufacturing is accelerating its growth and optimizing its industrial structure. From 2020 to 2024, the added value of China's equipment manufacturing industry and high-tech manufacturing industry will grow at an average annual rate of 7.9% and 8.7% respectively, and their proportion in the above designated industries will increase to 34.6% and 16.3% respectively.

Real number fusion expands the scope and improves efficiency, making the application of digitalization more popular. In the past five years, China has built the world's largest and most widely covered network infrastructure, with 4.598 million 5G base stations, 5G applications in mines, ports, factories, etc., and more than 100 million sets of equipment connected to key industrial Internet platforms.

The resilience of the industrial and supply chains continues to strengthen, and the industrial foundation is more solid. A large number of key core technologies and strategic urgently needed basic products have achieved breakthroughs in engineering and industrialization. Key industrial chains such as integrated circuits, industrial mother machines, medical equipment, and ships have achieved a number of landmark results, and the independent and controllable level of key industrial chains has steadily improved.

The integrated development of large, medium, and small enterprises has made the "golden signboard" of specialization, refinement, novelty, and innovation shine even brighter. As of July this year, the number of industrial enterprises above designated size increased by 138000 compared to the end of 2020; There are over 60 million registered small and medium-sized enterprises nationwide, and the number of high-tech enterprises within the valid period of the country has reached 504000. The development vitality and competitiveness of small and medium-sized enterprises continue to increase.

Emerging industries continue to grow

Since the 14th Five Year Plan, China has strengthened policy guidance and factor guarantees, coordinated the transformation and upgrading of traditional industries, the cultivation and growth of emerging industries, and the forward-looking layout of future industries, and achieved significant results in building a modern industrial system with advanced manufacturing as the backbone.

Traditional industries are the mainstay of China's manufacturing industry, with key indicators such as added value and number of workers accounting for about 80% of the total manufacturing industry. Li Lecheng said that since the 14th Five Year Plan, the Ministry of Industry and Information Technology has supported 46 cities to carry out pilot projects for new technology transformation, and has built more than 230 outstanding intelligent factories and 1260 5G factories. The newly installed capacity of industrial robots accounts for more than 50% of the global total. The overall comprehensive energy consumption of unit products such as steel and cement clinker has reached the world's advanced level, and the brand reputation of traditional manufacturing has greatly improved.

Emerging industries are accelerating their "leading" pace, and future industries are strengthening their "rooting". A number of advantageous industries with international competitiveness, such as new energy vehicles, photovoltaics, lithium batteries, ships, and marine engineering equipment, are being cultivated and strengthened. A large number of new business models and modes, such as flexible customization, shared manufacturing, smart logistics, and intelligent security, are emerging rapidly. Last year, the production and sales of new energy vehicles in China were 9.5 times that of the whole year of 2020, and the production of photovoltaic and wind power equipment also ranked among the top in the world.

Superconducting quantum computers and optical quantum computers have achieved quantum superiority verification, and the overall level of laser manufacturing technology has entered the international first tier. Humanoid robots have the ability to manufacture the entire industry chain from key chips and components to complete machines. The application of brain computer interfaces has expanded from the medical field to education, industry and other fields. Biological manufacturing technology is widely used in industries such as medicine and health, daily chemical beauty, and green energy, "said Li Lecheng.

Gradient cultivation of high-quality enterprises

Since the 14th Five Year Plan, China has cultivated high-quality enterprises in a gradient manner, and the "golden signboard" of specialization, refinement, and innovation has become more abundant.

In solving the urgent and difficult problems faced by enterprises, relevant departments have continuously optimized inclusive support policies, implemented phased policies such as deferred payment of social insurance premiums and deferred repayment of principal and interest, reduced or waived corporate income tax and value-added tax, halved the collection of "six taxes and two fees", and enabled thousands of small and medium-sized enterprises to "enter the battlefield lightly". In continuously improving the service system, China has established over 1800 public service institutions for small and medium-sized enterprises covering the national, provincial, municipal, and county levels, and established 15 Sino foreign cooperation zones for small and medium-sized enterprises to assist them in exploring international markets.

Since the 14th Five Year Plan, China has added over 100000 specialized, refined, unique, and new small and medium-sized enterprises, with a total of over 140000. Among them, the total number of specialized, refined, unique, and new 'little giant' enterprises has exceeded 14600. Li Lecheng said that the average R&D investment intensity of these enterprises exceeds 7%, and the average number of authorized invention patents has reached 22.

Looking ahead to the 15th Five Year Plan, how will China further stimulate the vitality of various industrial enterprises? It is reported that China will further improve its green manufacturing system, implement a plan to enhance the quality and expand the coverage of green factories, and cultivate and construct a number of zero carbon factories and industrial parks; Support more enterprises to take the lead in undertaking major national science and technology projects, establish high-level innovation platforms, and enhance their voice and leadership in innovation. We will anchor the development of high technology, achieve industrialization, and accelerate the formation of new quality productive forces, "said Xin Guobin, Deputy Minister of Industry and Information Technology.

Li Lecheng stated that it is necessary to guide enterprises to firmly follow the path of high-quality development, adhere to their main business, strengthen their industries, continuously improve their independent innovation capabilities, and win the market and future with excellent product and service quality.
