A new round of stable growth plans for the top ten key industries has been implemented one after another

Recently, China has successively launched a new round of work plans for stabilizing growth in the top ten key industries, clarifying the next stage of industry growth goals, and deploying a series of measures around improving supply capacity, expanding effective markets, optimizing development ecology, and other aspects.

On September 13th, the Ministry of Industry and Information Technology and eight other departments released the "Work Plan for Stable Growth in the Automotive Industry (2025-2026)". Previously, the "Action Plan for Stable Growth of Electronic Information Manufacturing Industry 2025-2026" and the "Work Plan for Stable Growth of Power Equipment Industry (2025-2026)" were successively released.

The reporter learned that work plans for stabilizing growth in other industries such as steel, non-ferrous metals, petrochemicals, building materials, chemicals, machinery, and light industry will also be launched one after another, promoting the effective improvement of quality and reasonable growth of quantity in these industries.

Guan Bing, Director of the Industrial Economics Research Institute at the CCID Research Institute of the Ministry of Industry and Information Technology, stated that these key industries have long industrial chains, significant driving effects, and significant industrial empowerment effects, which are of great significance for stabilizing the industrial economy and promoting the upgrading of industrial quality and efficiency. For example, the electronic information manufacturing industry has ranked first in 41 industrial categories in terms of revenue for 12 consecutive years; In 2024, China's automobile sales reached 31.436 million units, a year-on-year increase of 4.5%, contributing significantly to economic growth.

From the perspective of policy deployment, relevant plans propose targeted measures for different industries, with a focus on optimizing supply and expanding demand.

For example, in the electronic information manufacturing industry, relevant deployments clearly state "promoting artificial intelligence terminals to move towards higher levels of intelligent innovation, promoting the deep integration of intelligent agents and terminal products", "promoting the iterative upgrading of complete machines and components such as mobile phones, personal computers, home gateway devices, audio-visual equipment, servers", "strengthening technological and product form innovation, and boosting the consumption of traditional electronic products such as mobile phones, computers, and televisions", etc. In terms of expanding domestic consumption and continuously improving supply quality in the automotive industry, measures such as "strengthening the pilot zone for comprehensive electrification of public sector vehicles" and "continuing to organize and carry out new energy vehicle rural activities and county-level charging and swapping facilities to fill gaps" have been proposed.

Facing the power equipment industry, under the pressure of demand in some areas, policies have proposed new growth points. On the demand side, it is clear to accelerate the construction of projects such as the "Shagehuang" new energy base, integrated wind solar water base, and ultra-high voltage power transmission channel. At the same time, a number of key core product innovation projects will be supported through special projects in the fields of new energy and smart grid equipment to ensure equipment supply capacity and achieve precise docking between the demand side and the supply side.

In the eyes of industry insiders, maintaining the stable operation and high-quality development of the industrial economy still faces many challenges, and external uncertainties need to be strengthened and industrial structural contradictions need to be properly resolved. The relevant deployment focuses on the coordinated efforts of supply side technological breakthroughs and demand side market expansion. In the short term, it focuses on "stabilizing revenue, ensuring supply, and expanding exports", while in the long term, it focuses on "forging strengths, filling weaknesses, and strengthening resilience", which is conducive to promoting the industry to rise to the high-end of the global value chain.

Taking the power equipment industry as an example, the relevant person in charge of the China Electrical Equipment Industry Association stated that this plan will release positive effects on the industrial track and business of power generation equipment, transmission and distribution equipment, and digital transformation and intelligent transformation, promoting further improvement of China's power generation equipment supply structure. Coal power, hydropower, wind power, solar power generation technology and equipment will continue to lead the world, forming advanced nuclear power and gas power technology and equipment with a high degree of autonomy. At the same time, promote the formation of a complete set of equipment technology system for ultra-high voltage AC/DC transmission in China, promote the deep digital transformation of large-scale power equipment manufacturing industry in research and development design, production and manufacturing, operation and maintenance services, and promote the transformation towards high-end, intelligent and green development.

It is worth noting that the new round of work plan for stabilizing growth in key industries is still making efforts to improve industrial structure, regulate industrial competition order, and continuously optimize the industrial development environment.

Among them, the electronic information manufacturing industry emphasizes "achieving high-quality development in areas such as photovoltaics while breaking down 'internal competition', and regulating low-priced competition in photovoltaics and other products in accordance with the law", "guiding localities to orderly layout the photovoltaic and lithium battery industries, and guiding localities to sort out production capacity situations". The automotive industry has clearly stated its commitment to combining distance and distance, implementing comprehensive policies, and effectively regulating industrial competition order. It has also strengthened cost investigation and price monitoring, enhanced supervision and inspection of product production consistency, and urged key car companies to fulfill their payment commitments.

Guan Bing believes that some industries in China are currently facing structural transformation difficulties. Relevant plans focus on optimizing the industrial development environment and improving the modernization level of industry governance, which is conducive to eliminating non market factors and promoting the market to better play its "invisible hand" role, achieving the healthy development of the industry. In the future, it is necessary to further strengthen safeguard measures, and the government, associations, and enterprises should work together. The government should strengthen policy guidance, standard improvement, and innovation protection, associations should strengthen industry self-discipline and supervision, and enterprises should strengthen innovative development and differentiated competition, in order to create a more fair and just development environment.
