Shandong Provincial Department of Industry and Information Technology Shandong Provincial Development and Reform Commission Shandong Provincial Administration for Market Regulation September 24, 2025 (This matter is voluntarily disclosed) Management Measures for the Selection of Energy Efficiency "Leaders" in Key Industries in Shandong Province Chapter 1 General Provisions Article 1: In order to fully implement the Guiding Opinions of the Ministry of Industry and Information Technology and seven other departments on Accelerating the Green Development of Manufacturing Industry, accelerate the implementation of the Shandong Province Industrial Carbon Peak Work Plan, give full play to the leading and driving role of green low-carbon benchmarks, tap into the potential of energy resource conservation, and promote energy conservation and consumption reduction in industrial enterprises, this method is formulated in accordance with relevant regulations for selecting national key industry energy efficiency "leaders" and combined with the actual situation of our province. The second key industry energy efficiency "leader" refers to enterprises engaged in production and operation activities within Shandong Province, whose main processes and unit product energy consumption indicators within the same comparable range have reached the advanced value of the corresponding national mandatory energy consumption quota standards and energy efficiency benchmark levels, and have continuously improved their energy utilization efficiency. Article 3: The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau, is responsible for the identification of key industry energy efficiency "leaders", which is carried out once a year. Chapter 2 Selection Criteria Article 4 Key industries mainly include petrochemical, steel, non-ferrous metals, building materials, light industry, textile and other industries, specifically including crude oil processing, coal to coke, coal to olefin, ethylene, para xylene, purified terephthalic acid, methanol, ethylene glycol, caustic soda, polyvinyl chloride, soda ash, calcium carbide, yellow phosphorus, synthetic ammonia, urea, monoammonium phosphate, diammonium phosphate, titanium dioxide, radial tires, steel (including sintering, pelletizing, blast furnace, converter, electric arc furnace smelting and other processes), ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, aluminum oxide, industrial silicon, magnesium smelting, polycrystalline silicon, cement clinker, flat glass, building ceramics, sanitary ceramics, toilet paper, tissue paper, cotton, chemical fiber, etc. And blended woven fabrics, knitted fabrics, yarns, viscose staple fibers, 38 segmented industries including polyester and polyester. According to the national mandatory energy consumption quota standards and the latest version of the "Energy Efficiency Benchmark Level and Benchmark Level for Key Industrial Fields", combined with changes in the energy consumption structure of our province, we will adjust and update the catalog of key industries and segmented industries in our province in a timely manner. Article 5: The applying enterprise must meet the following conditions: （1） An independent legal entity whose annual comprehensive energy consumption (electricity conversion coefficient based on equivalent value) exceeds 5000 tons of standard coal. （2） The energy consumption level of a unit product reaches or exceeds the advanced value of the national mandatory energy consumption limit standard in this industry and the benchmark level of the "Energy Efficiency Benchmark Level and Benchmark Level in Key Industrial Fields" (latest version) (relevant data is subject to the previous year's data of the enterprise's declaration time). （3） The proportion of non fossil energy consumption shall not be less than 20%. （4） According to the national standards "Energy Management System Requirements and Guidelines for Use" (GB/T 23331), "Guidelines for Phased Implementation of Energy Management Systems" (GB/T 15587), and "Requirements for Measurement Processes and Measurement Equipment of Measurement Management Systems" (GB/T 19022), establish an energy management system and measurement management system. Establish energy management positions, establish a comprehensive energy statistics and measurement management system, and equip energy measuring instruments in accordance with the national standard "General Rules for the Equipping and Management of Energy Measuring Instruments for Energy using Units" (GB 17167) and have passed the energy measurement review. （5） We have formulated and implemented an energy-saving and carbon reduction plan, established an energy-saving target responsibility system and an energy-saving reward and punishment system, and built an energy consumption monitoring system, energy control center or energy carbon management center in accordance with national standards and relevant requirements. （6） Comply with relevant requirements of national industrial policies, and do not use outdated processes, equipment, and products that are explicitly prohibited by the state or listed in restricted or eliminated catalogs. （7） In the past three years, there have been no accidents related to security (including network security, data security), quality, environmental pollution, or illegal activities such as energy conservation, environmental protection, and tax evasion (based on the "National Credit Information Sharing Platform" and "National Enterprise Credit Information Publicity System"). No serious problems have been found in the relevant supervision work of the State Council and relevant departments, and no one has been included in the energy-saving supervision and rectification list, and no dishonest person has been executed. （8） Other conditions required by the national key industry energy efficiency "leader". According to the recommended requirements of the national key industry energy efficiency "leader" enterprises, combined with the energy efficiency level and energy management requirements of key energy consuming enterprises in our province, the application conditions for enterprises will be adjusted in a timely manner. Article 6: If there are any updates to the national standards and relevant basis documents involved in the recognition conditions, the latest version shall be implemented. Chapter 3 Selection Procedure Article 7: The Provincial Department of Industry and Information Technology, the Provincial Development and Reform Commission, and the Provincial Market Supervision Bureau jointly issued a notice stating that energy consuming enterprises in key industries shall submit application reports and related materials to the local industry and information technology department in accordance with the principle of voluntary declaration, referring to the requirements of the attached application report and appendix. Article 8: The Industry and Information Technology Bureaus of each city, together with the Municipal Development and Reform Commission, the Municipal Market Supervision Bureau and other departments, shall review the compliance of the materials submitted by the energy efficiency "leaders" in key industries, conduct on-site inspections if necessary, and recommend the best candidates to the Provincial Department of Industry and Information Technology on the basis of meeting the recognition conditions. Article 9: The Provincial Department of Industry and Information Technology, together with the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau, shall organize experts to review the application materials recommended by each city, and select the list of key industry energy efficiency "leaders" in Shandong Province based on their merits. Article 10: The Provincial Department of Industry and Information Technology, in conjunction with the Provincial Development and Reform Commission and the Provincial Market Supervision Bureau, shall publicly announce the key industry energy efficiency "leaders" to be recognized. After the public announcement has no objections, they shall be made public to the society. Chapter 4 Supervision and Management 第十一条 各市工业和信息化局会同市发展改革委、市市场监管局负责本地区重点行业能效“领跑者”推荐和监督管理工作。重点行业能效“领跑者”称号有效期为一年。 第十二条 已评为山东省重点行业能效“领跑者”的企业，如发生以下情形之一的，撤销其称号，2年内不得再次申报。 （一）企业在申报过程中，发现弄虚作假行为的； （二）企业发生较大及以上安全、质量等事故和突发环境事件，重大及以上网络安全事件和数据安全事件，以及偷税漏税、违法违规、严重失信和其它重大问题行为的。 第十三条 加强对山东省重点行业能效“领跑者”企业宣传，通过现场会、发布会、推荐会等多种形式广泛宣传推广先进经验，带动全行业能源利用效率整体提升。鼓励各地设计多元化政策、财政资金保障机制，引导金融机构为能效“领跑者”企业提供绿色金融支持等。 第十四条 获得山东省重点行业能效“领跑者”称号的企业，在满足条件的前提下，优先推荐申报国家能效“领跑者”及省级绿色制造示范标杆单位。 Chapter V Supplementary Provisions 第十五条 本办法由省工业和信息化厅、省发展改革委、省市场监管局负责解释。 第十六条 本办法自2025年9月24日起施行，有效期至2028年9月23日。 Attachment:20xx年度重点行业能效“领跑者”企业申请报告.docx |
