In recent years, the Science and Technology Bureau of Jinan City has adhered to the leadership of the Party's political construction and the construction of exemplary organs as the main line, promoting the resonance between Party building work and business work, exploring the formation of the "12345" work system for Party building in organs. In 2020, the six key indicators of scientific and technological innovation ranked first in the province, and the construction of national innovative cities jumped to 14th place on the national ranking list.

One key point:

The Science and Technology Bureau of Jinan City highlights the key issue of "key minority". The main person in charge of the Party group fulfills the responsibility of being the first person responsible for Party building in the organization, while other members of the team implement the "dual responsibilities of one position". Party building work is effectively included in the important agenda of the Party group and is an important part of the leadership team's performance evaluation and reporting. Develop the "2020 Key Points for Party Building Work of the Municipal Science and Technology Bureau", compile and print the "Compilation of Party Building Work Documents", and plan, deploy, promote, and assess together with business work. Party members participated in dual organizational activities, conducted 19 research visits to grassroots party building contact points in 2020, wrote 14 research reports, and gave 20 party lectures to grassroots party members.

Two actions:

Carry out the action of standardizing and improving the construction of party branches. Organize training for party branch secretaries and party affairs staff, compile and print a compilation of learning materials on the construction of grassroots party organizations, and improve the level of party affairs work. Strengthen the "Party building+" thinking, in accordance with the goal of "one branch, one characteristic, one brand", integrate Party building and business work, and focus on building 12 characteristic Party branches in the bureau.

Carry out disciplinary and work style rectification and improvement actions. Deepen the construction of Party conduct and clean governance, sign a responsibility agreement for Party conduct and clean governance construction, and organize the viewing of warning education films three times. Carry out the investigation of anti-corruption risk points and sort out 56 identified risk points. Compile and print the "Compilation of Learning Materials on Discipline and Style Construction", promote the "Civilized Etiquette Standards of the Municipal Science and Technology Bureau", conduct monthly work discipline inspections, incorporate work discipline, style efficiency, etc. into the regular assessment of civil servants, and form a normalized mechanism for grasping discipline and style.

The Party group of the bureau shall implement the list of responsibilities for comprehensively and strictly governing the Party. We have researched and formulated the "List of Responsibilities for the Party Group and Its Members of the Municipal Science and Technology Bureau to Implement Comprehensive Strict Party Governance", which specifically clarifies the responsibilities of the Party Group, Party Secretary, and other Party Group members to undertake comprehensive strict Party governance, ensuring that there is evidence and regulations to follow.

Develop a detailed list of party building responsibilities for party secretaries in government agencies. Clarify the 38 job responsibilities of the Party Secretary of the organization, covering six aspects: political construction, ideological construction, organizational construction, work style construction, discipline construction, and mass organization construction. Each party branch shall formulate a detailed list of party building responsibilities for branch secretaries from five aspects: political responsibility, demonstration responsibility, daily management responsibility, service responsibility, and supervision responsibility, based on actual conditions, to further consolidate work responsibilities and clarify key tasks.

Develop a list of party building work. At the beginning of the year, the main links, key contents, and specific requirements of party building work for the whole year will be sorted, summarized, and printed into a book, including party building work, spiritual civilization creation, party conduct and clean governance construction, etc., which is conducive to improving work standards, scientifically planning and deploying, and effectively promoting implementation.

Standardize four systems:

One is to implement the organizational life system of the party branch. Implement the Party Constitution and the Regulations on the Work of Party Branches, study and formulate seven basic systems for the Party branches of the bureau system, including "three meetings and one lesson", themed Party days, branch learning, organizational life meetings, democratic evaluation of Party members, deliberation and decision-making, and openness of Party affairs, further strengthen and regulate the political life within the Party, and enhance the vitality of Party organizational life.

The second is to implement the ideological work system. The Party group of the bureau strictly implements the responsibility system for ideological work and regularly analyzes and reports the ideological situation. Develop the Implementation Plan for Ideological Work of the Municipal Science and Technology Bureau.

Thirdly, establish a monthly report on party building activities and a system for party class inspections. Design a 'Statistical Table of Party Branch Party Building Activities', which will be filled out monthly by the Party branch based on the progress of the activities and submitted to the Party Committee of the organization for record keeping. The party committee of the organization can comprehensively and intuitively understand the implementation of branch work through monthly reports, and provide precise reminders and guidance. The party committee of the organization shall arrange personnel to participate in branch party classes, and in principle, conduct annual inspections of the affiliated party branches to ensure the "four implementations" of party class education time, personnel, content, and quality.

四是建立党建工作考核制度。在日常随机抽查的基础上，每年至少组织2次党支部工作集中检查督导。制定《党支部工作考核评价办法》，把党建工作落实情况纳入公务员平时考核，作为推荐上级党组织表彰的前置条件，作为年度综合考核先进处室（单位）评选的重要依据。

建强5类阵地：

一是中心组学习阵地。2020年中心组开展集体学习17次，编印《理论学习参考》100期。班子成员坚持问题导向，结合分管工作深入开展调研，将学习所得转化为推动中心工作的强大动力。

二是党支部学习阵地。相对固定每周五下午作为党支部集体学习时间，购买发放党员学习书籍10余种540多本，制发《党员学习笔记本》1200本。编印《支部学习参考》，将党的重要会议精神、习近平总书记最新讲话和指示精神、省委市委重要决策部署等及时传达到每名党员。

三是教育学习园地。机关党委联合业务处室开办《教育园地》，推出系列学习专题，已编发14期，进一步推进了党建和业务工作融合。

四是党员活动阵地。先后投资10万余元完善党员活动室建设，配齐电子影像设备、桌椅、书柜等硬件设施，制作“党建墙”、悬挂党建工作宣传展板，购买文体活动器材、报刊书籍等，为党员学习交流、开展活动提供场所。

五是网络宣传阵地。在局网站开设专栏，开通“济南科技”微信公众号党建专栏，更新发布信息510余篇。用好“学习强国”“灯塔党建在线”信息化平台，组织党员开展线上答题竞赛、观看“灯塔大课堂”、参加“山东干部网络学院”专题班学习，平均学习时长60学时。

组织党员重温入党誓词，过“政治生日”

通过实施“12345”党建工作机制，济南市科技局进一步压实了管党治党责任，完善了三级责任体系，把全面从严治党延伸至每一个党支部、细化到每一项工作，各级党组织书记抓党建管党建的责任意识和能力水平显著提高。各党支部主动加强和改进自身建设，党员学习教育质量不断提高，党员党性意识明显增强。2020年市科技局获得“济南市五一劳动奖状”，1名同志获“济南市五一劳动奖章”，1名同志被评为“济南市杰出岗位操作能手”。局系统5个党支部被评为“市直机关过硬党支部”，1个党支部被评为“市直机关示范党支部”。

同时，党员干部守初心、担使命的思想自觉不断转化为锐意进取、攻坚克难的原动力，大力推动济南市科技中心工作取得显著成效。2020年科技创新6项重点指标居全省第一；中科院济南科创城、国家新一代人工智能创新发展试验区建设加快推进，落地“中科系”院所15家；山东区块链研究院等一批新型研发机构注册成立；全市综合科技创新水平不断提升，国家创新型城市建设跃居全国排行榜第14名。
