Behind the achievements are the first batch of theme education units that adhere to problem orientation, conduct thorough investigations and research, and strive to identify problems accurately and concretely.
Dive into the grassroots level with questions and ask for solutions. Focusing on the implementation of General Secretary Xi Jinping's important speech and instructions during his inspection of Shandong, the Standing Committee of the Provincial Party Committee, in accordance with their respective responsibilities, has identified 35 topics, including strengthening the construction of the entrepreneurial team, accelerating the implementation of major projects, creating a model for rural revitalization in Qilu, improving the incentive mechanism for cadres to take on responsibilities, and deepening the "streamlining administration, delegating powers, and improving services" reform. They have conducted in-depth investigations and research, analyzed weaknesses and weaknesses, and proposed ideas and measures.

Based on in-depth research, our province has explored the implementation of a targeted evaluation and utilization system for senior professional titles of primary and secondary school teachers at the grassroots level, benefiting nearly 400000 people, accounting for 38% of our province's primary and secondary school teacher team. In response to the weak ability of information technology monitoring for the overall integration of agricultural funds, the Provincial Department of Finance has established a monitoring platform to incorporate various information on the scale, arrangement, expenditure, and progress of agricultural funds into the platform. At present, the monitoring platform shows that the province has comprehensively integrated 65.1 billion yuan of agricultural funds.

济南市组织开展“七查七看”活动，对自身查摆问题、基层反映问题、上级反馈问题、社会关注问题，进行班子“会诊”。这是山东在主题教育中抓实检视问题的一个缩影。
主题教育开展以来，全省广大党员干部大力发扬自我革命精神，按照“四个对照”、“四个找一找”的要求，坚持把自己摆进去、把职责摆进去、把工作摆进去，深挖细照彻查自身在守初心、担使命方面存在的问题，听意见找差距寻对策。
在征求意见中汇问题、列清单。省委常委会采取座谈访谈、梳理网络舆情、民意调查等9种方式，收集各类意见建议368条。各单位普遍建立基层“直通车”，重点向工作服务对象、窗口单位、基层党员群众征求意见建议，并通过电视问政、网络信箱等方式，多方面、多层次、多维度听取意见。
在对照检视中找差距、查不足。各单位按照中央要求，组织党员领导干部对照党章党规，重点围绕“18个是否”，深入查找各种违背初心和使命的突出问题，一条一条列出问题及具体表现。一些单位督促党员干部先画好自身党性画像，再与党章党规要求的合格党员标准反复比较，紧密结合实际查不足，对照身边典型找差距，确保把自身问题和不足找准找全找实。
在对标先进中找短板、寻突破。把深化“对标先进”工作、开展“七赛七比”作为主题教育的重要实践载体，引导广大党员干部比学赶超、奋勇争先。各单位放眼全国，确定1-2个对标对象，进一步明确努力方向，细化实化学习赶超的具体措施。青岛市突出“学深圳、赶深圳”，发起15个攻势，开展“三看三问”，在全面深入对标中找差距、补短板、抓落实。
抓实整改落实，解决突出问题
群众的获得感、幸福感、安全感进一步提升
针对群众反映的部分警务室设置不合理、警力配置不足等问题，规范优化警务室设置管理，打造辖区群众“家门口的派出所”；出台下放乡镇事业单位岗位设置方案核准权限、创新基层事业单位专业技术岗位聘用办法，有效破解全省乡镇基层事业单位长期存在的引人难与留人难问题；紧盯残疾儿童康复需求抓整改，将脑瘫等残疾儿童和孤独症儿童等康复治疗项目纳入门诊保障范围，使全省2.6万名残疾儿童受益……
初心使命不在墙上、不在纸上、不在嘴上，而在一项项具体的行动中。我省坚持把“改”字贯穿始终，既解决思想认识问题，又解决群众反映强烈的突出问题，一项一项整改、一件一件落实，让群众感受到主题教育带来的新变化、新气象。
即知即改迅速见效——省委常委会研究确定25项已经摸排清楚、能够迅速整改的问题，细化形成82项整改措施，省委常委同志分工推动落实。第一批主题教育单位立足职能研究确定了172项近期重点解决的问题，在大众日报公开，自觉接受群众监督，目前已基本整改完成130余项。各单位对自行确定的4736个即知即改问题，逐项细化措施推动整改，目前已完成2549项。搭建省级融媒体问政直播节目《问政山东》，先后曝光车驾管服务项目乱收费、网吧乱象、小微企业贷款难等80大类300多个关乎群众切身利益的具体问题，目前大部分已整改到位。
专项整治扎实推进——根据中央部署，结合我省实际，确定9项专项整治任务，分别制订实施方案，提出了131项整治措施，以最坚决的行动打好专项整治攻坚战。针对基层反映“权责不对等”“一票否决事项过多”等突出问题，印发《关于明晰县乡职责规范“属地管理”的若干意见》，研究制定《山东省乡镇人民政府工作条例》，依法依规确定基层属地责任；大幅精简督查考核事项，推动实现乡镇干部工资津贴补贴高于同职级县级机关干部；开展“万名干部下基层”工作，助力乡村振兴，推动高质量发展。
非自我革命不足以成其事，无抖擞精神不足以发其新。各地各单位切实把主题教育中激发出来的工作热情转化为攻坚克难、开拓进取的强劲动力，全省担当作为、干事创业的氛围更加浓厚，全省经济社会发展取得新的突破，改革发展稳定各项事业不断向前推进。
