Chinese Academy of Engineering: 2021 China Manufacturing Power Development Index Report

On December 29, 2021, the press conference for the "2021 China Manufacturing Strong Country Development Index Report" was held in Beijing, hosted by the Chinese Academy of Engineering and the National Strategic Advisory Committee for Building a Strong Manufacturing Country, and organized by the Strategic Advisory Center of the Chinese Academy of Engineering, China Academy of Mechanical Science Group Co., Ltd., and the National Industrial Information Security Development Research Center.

The press conference focused on analyzing and interpreting the changes in the Development Index of Major Manufacturing Powers in the World in 2020, the process of building a manufacturing power in China from 2015 to 2020, the completion of China's strategic goals as a manufacturing power by 2025, and major issues that need to be addressed in the future.

More than 40 academicians and experts, including Zhou Ji, Honorary Chairman of the Presidium of the Chinese Academy of Engineering and Director of the Strategic Advisory Committee for Building a Strong Manufacturing Nation, Zhong Zhihua, Vice President of the Chinese Academy of Engineering, Zhu Gaofeng, Gan Yong, Chen Jianfeng, Shan Zhongde, Qu Xianming, Liang Xiaojie, Jiao Dong, Wang Decheng, Jiang Yan, Huang Lin, attended the press conference.

The "Manufacturing Power Development Index" has been continuously released annually since 2015, with high social attention, and has become an authoritative index for objectively evaluating the overall level of China's manufacturing industry. At the press conference, Academician Dan Zhongde, President of Nanjing University of Aeronautics and Astronautics, and Academician Zhu Gaofeng, former Executive Vice President of the Chinese Academy of Engineering, respectively introduced and interpreted the "2021 China Manufacturing Power Development Index Report".

The Report shows that in 2020, facing the complicated international environment and arduous tasks of domestic reform, development and stability, especially under the severe impact of the COVID-19 and the Sino US trade dispute, China's manufacturing industry has withstood a huge test. In comparison with nine countries, China, the United States, Germany, Japan, the United Kingdom, France, South Korea, Brazil and India, it fully demonstrates the advantages of a complete system: the only growth of scale advantage, the basic stability of quality and efficiency, the vitality of innovation momentum, the initial results of strengthening the foundation, and the strong implementation of green and low-carbon.

The ranking and array of 9 countries in the 2020 Manufacturing Power Development Index have not changed compared to 2019; At the same time, although China is still in the third tier of the global manufacturing industry, the gap in the development index of manufacturing powerhouses between China and the first and second tier countries continues to narrow, and the pace of catching up continues to accelerate.

The report summarizes the process and experience of building a manufacturing powerhouse in China from 2015 to 2020. Over the past five years, the China Manufacturing Power Development Index has increased from 105.78 to 116.02. The overall trend of China's manufacturing industry is stable and improving, achieving rapid market response and demonstrating strong mobilization and organizational capabilities for various production factors. It presents a "resilience" of facing difficulties and becoming more courageous with each battle. The process of building a strong manufacturing country is basically progressing according to the expected goals. The strategy of building a strong manufacturing country has become a banner leading the transformation, upgrading, and innovative development of China's manufacturing industry.

Academician Dan Zhongde pointed out that China's manufacturing industry has a complete system and is constantly developing towards the mid to high end, accelerating its integration into the global industrial chain and continuously improving its competitiveness. In the current unprecedented major changes, the global economic development from 2021 to 2025 is likely to show more significant fluctuations, but under the international consensus of "no deviation, no stall, no collision", the long-term stable development trend can still be explored from short-term fluctuations.

During the 14th Five Year Plan period, the development of China's manufacturing industry will focus on reversing the distortion of factor prices and misallocation of resources caused by the shift from real to virtual economic development, improving the imbalance in investment direction and return rates among real estate, finance, and the real economy, improving the market system, and maintaining the basic stability of the proportion of manufacturing industry.
