Notice from the Department of Science and Technology of Shandong Province on Organizing and Promoting the Application and Recommendation of Technology based Enterprise Incubators by the Ministry of Industry and Information Technology in 2025
Municipal science and technology bureaus and relevant units:
According to the Notice of the General Office of the Ministry of Industry and Information Technology on Carrying out the Application Work for Technology based Enterprise Incubators in 2025 (hereinafter referred to as the "Notice", Annex 1), our province has launched the recommendation work for the application of ministerial level technology based enterprise incubators in 2025. The relevant matters are hereby notified as follows:
1、 Each incubator operator must comply with the specific requirements of the "Management Measures for Technology based Enterprise Incubators of the Ministry of Industry and Information Technology" (MIIT Science and Technology [2025] No. 131) regarding the recognition criteria for standard and excellent level incubators, and based on their own actual situation, confirm that all recognition criteria and indicators have been fully met before filling out the application materials.
2、 Please organize eligible incubator operators from the science and technology bureaus of each city to use the "Unified Identity Authentication and Single Sign On Platform"（ https://hjrz.chinatorch.org.cn/login ）Enter the incubator management and information service system, fill out the application form for technology-based enterprise incubators of the Ministry of Industry and Information Technology online (standard level and excellent level can be applied for simultaneously, see Annex 2 and Annex 3 for the application form), complete the online application and submit it, and synchronously form an electronic version of the application form, ensuring that the content of the electronic version is consistent with the online application content. Please have the science and technology bureaus of each city complete the municipal level review before September 22nd. The Provincial Department of Science and Technology will carry out follow-up work such as centralized expert review according to the application process.
3、 Please organize the original national level incubators in each city to log in to the incubator management and information service system, update and supplement relevant data, and complete the preliminary review at the municipal level by September 22 in accordance with the standard level conditions.
4、 If any fraudulent behavior is found during the recommendation process of this application, the Provincial Department of Science and Technology will take serious measures in accordance with the law and regulations.
5、 The Provincial Department of Science and Technology does not entrust any unit or individual to engage in agency services such as incubator application; We do not advocate or recommend that incubator operators entrust any unit or individual to provide intermediary services for a fee. Please remain vigilant and avoid being deceived, causing unnecessary losses. We reserve the right to pursue legal responsibility for acts that seriously infringe upon the reputation and harm the interests of the Provincial Department of Science and Technology.
