Notice from the Department of Industry and Information Technology of Shandong Province on the Collection of Innovative Solutions for Information Technology Applications in Shandong Province by 2025

Each city's Industry and Information Technology Bureau, Cyberspace Administration of China, Education Bureau, Health Commission, State owned Assets Supervision and Administration Commission, Password Management Bureau, higher education institutions, and provincial enterprises:
In order to further stimulate the independent innovation vitality of the information technology industry in the province, deepen the innovation of information technology application (hereinafter referred to as "Xinchuang"), continuously expand the application scope of Xinchuang technology and products, and strive to create a batch of nationally influential Xinchuang solutions and typical application cases, it is now decided to solicit 2025 Shandong Province's information technology application innovation solutions from party and government organs, research institutes, enterprises and institutions, etc. The relevant matters are notified as follows:
1、 Scope of solicitation
Targeting information and innovation enterprises and user units within Shandong Province, focusing on key industries such as party and government, education, healthcare, finance, telecommunications, energy, and transportation, we are soliciting and selecting outstanding solutions and typical application cases with advanced technological level, outstanding application demonstration effects, and strong industrial driving force.
2、 Work Procedure
（1） The declaring unit shall fill in the "Application Information Form for Information Technology Innovation Solutions in Shandong Province in 2025" (Attachment 1) and the "Application Information Form for Information Technology Innovation Solutions in Shandong Province in 2025" (Attachment 2) as required, and declare to the Industry and Information Technology Bureau according to the locality (directly declared by provincial units). The industrial and information technology bureaus of each city, together with the Cyberspace Administration of China, the Education Bureau, the Health Commission, the State owned Assets Supervision and Administration Commission, and the Password Management Bureau, will carefully review the authenticity of the application materials. Before October 15th, they will submit the application materials of each unit to the Provincial Department of Industry and Information Technology along with the official documents and summary forms. Two copies of the paper application materials will be submitted (please use EMS for mailing), and an electronic version will also be submitted.
（2） The Provincial Department of Industry and Information Technology, together with the Provincial Party Committee Cyberspace Office, the Provincial Department of Education, the Provincial Health Commission, the Provincial State owned Assets Supervision and Administration Commission, the Provincial Password Administration Bureau, and the Network Security Industry Development Center of the Ministry of Industry and Information Technology, will review in accordance with the unified evaluation system of five aspects: business support capability, technology progressiveness, application demonstration, industry driving, and implementation service capability, and those that pass the review will be published on the website of the Provincial Department of Industry and Information Technology.
（3） The shortlisted excellent solutions and typical application cases will be included in the "2025 Shandong Province Information Technology Application Innovation Excellent Solutions and Typical Application Cases Collection". At the same time, all declared projects are recommended to participate in the nationwide "2025 Information Technology Application Innovation Solution Collection Work" jointly organized by the Cybersecurity Industry Development Center of the Ministry of Industry and Information Technology and our province. Projects that are shortlisted for excellent solutions and typical application cases in our province will be recommended directly to the final review stage according to a certain proportion.
三、具体要求
（1） Each applicant should be a party and government agency or an enterprise or institution within the jurisdiction of Shandong Province.
（2） Each applicant can recommend 1-5 cases, which must be the latest solutions in the past three years. It is recommended to recommend solutions in different fields. Projects that have been shortlisted for solutions and application cases in our province are not eligible for application.
（3） The declared solution and application cases should have a complete implementation plan that meets the specific application scenario requirements of key industry fields. The core products or systems used should have independent intellectual property rights, be adapted to the information and innovation technology route, pass third-party organization testing, or achieve application landing in the end user.
（4） Strictly follow the form template to fill in the form, complete and accurate filling content, submit authentic and consistent materials, and provide sufficient and detailed supporting materials.
