Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Application of Provincial Industry Models in Shandong Province for 2025

Each city's Industry and Information Technology Bureau, Finance Bureau, and relevant units:

In order to implement the Notice of the General Office of the People's Government of Shandong Province on Several Policy Measures to Support the Innovative Development of the Whole Industry Chain of Artificial Intelligence and the Third Batch of Policy List to Promote Stable and Positive Economic Development and Quality Improvement, accelerate the research and application of artificial intelligence big models in our province, and in accordance with the Management Measures and Implementation Rules for Provincial Model Voucher Awards and Subsidies in Shandong Province, we are now organizing the application work for provincial-level industry big models in Shandong Province in 2025. The relevant matters are notified as follows:

1、 Declaration scope

Select a group of vertical fields such as service industry, technology, government affairs, and people's livelihood, conduct horizontal evaluation by third-party professional evaluation institutions, and implement industry models that have achieved good results, including big language models, visual models, multimodal models, and basic science models.

2、 Declaration conditions

（1） Declaration of Enterprise Conditions

1. Enterprises and institutions with independent capacity to bear civil liability, operating normally, with no serious record of dishonesty in the past three years, and meeting the requirements of the "green threshold" system for financial enterprise funds;

2. Possess relevant scientific research capabilities to carry out technological innovation in the field of large models, as well as a professional talent team required for model training, optimization, or scenario application landing;

3. It is the ownership unit of the declared industry model.

（2） Industry wide model conditions

1. Utilize self-developed basic general models or vertical industry models developed based on mature third-party basic models, with independent intellectual property certification;

2. The parameter scale should reach over 1 billion; The training data meets the requirements of high accuracy, completeness, consistency, and timeliness, and has good industry coverage; The industry big model should include at least 2 general scenario big models and 3 specific scenario big models;

3. Significant innovation in technology or performance, high specialization and applicability in specific industries or fields, clear market demand and strong market competitiveness;

4. Conduct level evaluations through third-party professional evaluation agencies;

5. It has been put into operation and has practical application scenarios in vertical fields such as industry, government affairs, people's livelihood, and scientific research, achieving good benefits;

6. The expenses incurred by model training optimization are clearly available, and the application of the large model proves that the benefits achieved by the application are real and effective.

3、 Declaration process

（1） Organizational declaration. The industrial and information technology bureaus of each city, together with the local finance bureau, shall organize local eligible enterprises to apply in accordance with the principle of territorial management.

（2） Material submission. Each applying enterprise shall fill out the "Shandong Provincial Industry Model Application Form" (Attachment 1) and provide supporting materials, and submit it to the Industry and Information Technology Bureau of the city within the prescribed time.

（3） Initial review recommendation. The industrial and information technology bureaus of each city take the lead in reviewing the authenticity and compliance of the application materials and projects, conducting on-site inspections if necessary, proposing review and recommendation opinions according to procedures, and formally submitting them to the Provincial Department of Industry and Information Technology and the Provincial Department of Finance in the name of the two departments.

（4） Determine the project. The Provincial Department of Industry and Information Technology organizes relevant experts to conduct evaluations, and if necessary, organizes on-site defense or on-site verification. After the evaluation results are approved by the Provincial Department of Finance, they will be publicly announced. Once there are no objections to the announcement, the list of selected projects will be published.

4、 Regarding requirements

（1） Please attach great importance to the Industry and Information Technology Bureau and Finance Bureau of each city, and organize enterprises within their jurisdiction to actively apply. Submit the preliminary application materials (two copies of each project's paper version, stamped scanned version, and editable electronic version) and recommendation summary table (Attachment 2) to the Provincial Department of Industry and Information Technology before September 26th.

（2） The applying enterprise should prepare the application materials carefully and completely, and be responsible for the authenticity and compliance of the application materials and projects.
