Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Collection of Digital Transformation Service Providers for Small and Medium sized Enterprises in 2025
Municipal Industry and Information Technology Bureaus, Qingdao Private Economic Development Bureau, relevant service agencies and enterprises:
In order to accelerate the digital transformation and development of small and medium-sized enterprises in our province, and improve the level of digital supply, we are now soliciting service providers for the digital transformation of small and medium-sized enterprises nationwide for 2025. The relevant matters are notified as follows.
1、 Key directions
（1） Digital level evaluation service provider. Based on relevant standards such as national and provincial digital level evaluation and data assessment, we provide systematic and scientific evaluation, assessment, and acceptance services for national pilot cities for digital transformation of small and medium-sized enterprises, provincial pilot zones for digital transformation of small and medium-sized enterprises, pilot enterprises for characteristic industrial clusters, and other voluntary enterprises participating in transformation.
（2） Digital transformation planning consulting service provider. A service organization that provides digital transformation consulting in organizational structure, business processes, human resources, technology paths, corporate culture, and other aspects based on the long-term development strategy of the enterprise. Including but not limited to industry planning service providers, transformation consulting service providers, etc.
（3） Digital service providers for business management. A service organization that comprehensively utilizes new generation information technology and deeply integrates into various key aspects of enterprise operations, providing comprehensive digital solutions for enterprises. Including but not limited to process management digital service providers, financial management digital service providers, supply chain management digital service providers, etc.
（4） Develop and produce digital service providers. A service organization that supports the efficient, high-quality, safe, and green operation of enterprise research and development production processes. Including but not limited to product design digital service providers, planning and scheduling digital service providers, production control digital service providers, quality control digital service providers, equipment operation and maintenance digital service providers, security control digital service providers, energy control digital service providers, etc.
（5） Digital infrastructure service providers. It is a service organization that provides enterprises with services such as internal and external network construction and operation, cloud computing, and the Internet of Things, and uses the industrial Internet platform to provide business support for enterprises in key areas such as product design, equipment management, customer service, production management and control. Including but not limited to network service providers, cloud computing service providers, IoT access service providers, identity resolution service providers, industrial Internet platform service providers, etc.
（6） Digital transformation technology service provider. A service organization that provides intelligent technology, products, and services for enterprises, integrates hardware, software, network equipment, and other technical elements according to the business needs of users based on their digital transformation needs. Including but not limited to data application technology service providers, artificial intelligence technology service providers, information system integration service providers, etc.
（7） Smart device service providers. Conduct research on digital upgrading and transformation technology for general equipment, and provide service institutions with a certain degree of autonomy in equipment and equipment control for enterprises. Including but not limited to general equipment service providers, equipment control service providers, etc.
2、 Declaration conditions
Service providers should meet at least the following basic conditions simultaneously:
1. Independent legal persons registered within the territory of the People's Republic of China, and service providers outside the province should have branch offices or resident service teams in Shandong Province, with fixed office space, sound financial management systems, and good operating conditions;
2. Possess strong digital service capabilities, including but not limited to consulting and planning capabilities, data evaluation capabilities, and transformation implementation capabilities. The core competitiveness of the product or service is strong, and it has a certain reputation and influence in the industry;
3. Possess rich experience in digital engineering implementation and relevant field service cases, able to provide "small, fast, lightweight, and precise" digital solutions and products;
4. Have a mature and stable service team, and improve pre-sales and after-sales service capabilities;
5. Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, or records of serious illegal and dishonest behavior in government procurement within the past three years.
The professional technical capabilities that various digital transformation service providers should also possess are shown in Annex 1.
3、 Declaration process
1. Organize declaration. Qualified service providers, log in to the Shandong Province Joint Enterprise Digital Transformation Empowerment Platform（ https://www.sdszhzxxh.com/ ）According to the "Shandong Province Joint Enterprise Digital Transformation Empowerment Platform Operation Guide" (Attachment 2), register online and fill in relevant information. For specific information, please refer to the "Shandong Province Small and Medium sized Enterprise Digital Transformation Service Provider Application Form" (Attachment 3).
2. Organize preliminary review. Organize experts to conduct material review based on the selection criteria of service providers.
3. Online defense. For service providers who have passed the initial review, online product demonstrations and defenses will be conducted on the application content at a selected time. Industry experts will evaluate and demonstrate the defense content, and the list of digital transformation service providers and solutions (products) for small and medium-sized enterprises will be announced based on merit. The service provider's defense time and requirements will be notified separately.
4. Establish a supply resource library, promote the classification and dynamic management of supply resources, and cultivate a group of standardized, reusable, and low-cost digital transformation solutions (products) and service providers.
4、 Regarding requirements
1. Service providers should fill in basic information, solutions (products), scenario cases, etc. as required, and ensure the completeness, consistency, and authenticity of the information.
2. The solutions (products) declared by service providers should focus on empowering high-quality small and medium-sized enterprises such as pilot cities and guidance areas for digital transformation of small and medium-sized enterprises, key industrial chains and characteristic industrial clusters, and specialized, refined, and new "little giants". They can also be cross industry and cross domain universal "small, fast, light, and accurate" products (services).
3. The service provider shall prepare the application materials carefully according to the requirements of the application process, complete the online filling on the platform before September 19th, and affix the company seal to the "Shandong Province Small and Medium sized Enterprise Digital Transformation Service Provider Application Form".
