Shandong Provincial Department of Science and Technology: Notice on Carrying out the Completion Acceptance (Comprehensive Performance Evaluation) of the 2024 Shandong Provincial Key Research and Development Plan (Soft Science) Project

To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and relevant units:

According to the Implementation Rules for Key Research and Development Plan (Soft Science) Projects in Shandong Province (Lukezi [2023] No. 143) and other relevant regulations, in order to do a good job in the completion and acceptance of key research and development plan (soft science) projects in Shandong Province in 2024 (hereinafter referred to as "soft science projects"), the relevant matters are hereby notified as follows.

1、 Project scope

The soft science projects approved for establishment in 2024 include major projects, key projects, and youth projects.

2、 Final acceptance method

The Provincial Department of Science and Technology organizes experts to conduct acceptance and comprehensive performance evaluation of the project based on the target tasks determined in the project contract.

3、 Final acceptance process

（1） Published in the internal journal of Soft Science Research

The project leader must log in to the Shandong Province Science and Technology Cloud Platform - Shandong Province Key Research and Development Plan (Soft Science) Project Management System based on the assessment indicators specified in the contract（ https://cloud.kjt.shandong.gov.cn/ ）Submit a manuscript for "Soft Science Research" that includes landmark achievements of the project research, and the Provincial Department of Science and Technology will review and edit the submitted manuscript.

Please upload the officially published manuscript of "Soft Science Research" as an attachment to the final report. Projects that have not been published in "Soft Science Research" as required will not be completed.

（2） Submit closing materials

For all proposed projects, the project leader must log in to the Shandong Provincial Science and Technology Cloud Platform - Shandong Provincial Key R&D Program (Soft Science) Project Management System to submit a project closure application, closure report, and research brief. The project undertaking unit and the competent department will review them in turn. The main text of the final report should not be less than 20000 words, and the main text of the research brief should be controlled at around 5000 words.

The project leader, the responsible unit, and the competent department are responsible for the authenticity, completeness, and standardization of the submitted final materials. The Provincial Department of Science and Technology conducts a formal review of the submitted final materials, and rejects any that do not meet the requirements for modification and resubmission.

（3） Report the completion status of project performance

The project leader needs to log in to the Shandong Science and Technology Cloud Platform - Standardized Performance Management System, fill in the annual performance completion status of the project online, and the project undertaking unit and the competent department will review it in turn. The completion status of performance will serve as an important basis for project completion acceptance, and projects that are not filled in according to requirements will not be completed.

（4） Final report plagiarism check

The Provincial Department of Science and Technology relies on the academic misconduct literature detection system of China National Knowledge Infrastructure to check for plagiarism in project completion reports. Projects with a similarity rate of more than (including) 20% will not be completed.

（5） Expert review

The Provincial Department of Science and Technology organizes experts to review projects that have passed formal review and plagiarism check.

（6） Completion certificate processing

For projects that meet the completion requirements, the Provincial Department of Science and Technology confirms the comprehensive performance evaluation level and acceptance conclusion of the project through the Shandong Provincial Key R&D Program (Soft Science) Project Management System on the Shandong Provincial Science and Technology Cloud Platform. The project leader can export the completion certificate (with watermark) on their own.

4、 Other matters

（1） Time schedule. The deadline for submission by the project leader and review by the responsible unit and competent department is November 30, 2025, and the system will automatically shut down at that time. Please arrange your time reasonably. Any consequences caused by upload or review time issues will be the responsibility of the project leader, responsible unit, and supervisory department.

（2） Technology report. According to relevant regulations, technology projects funded by financial science and technology funds must submit technology reports. The requirements for writing technology reports and the communication process can be found on the Technology Cloud Platform - Help Center - Technology Report Work Understanding Paper.

（3） Supporting materials. Research results such as papers, monographs, application proofs, and positive leadership instructions must be annotated with funding information for this soft science project. Results that cannot be annotated should be relevant to this project, and their photocopies should be submitted as supporting materials in the appendix of the final report.

（4） Research integrity requirements. If there is a repetition rate higher than (including) 20%, plagiarism of main viewpoints, or other violations of scientific research integrity requirements in the final acceptance materials, they shall be handled in accordance with the "Shandong Province Scientific Research Integrity Management Measures" (Lukezi [2024] No. 84) and other regulations.

（5） Confidentiality requirements. If the concluding materials contain confidential content or sensitive information, they cannot be submitted through the software science project management system of the technology cloud platform. The project undertaking unit is required to submit a statement and explain the reasons, and submit it through confidential channels.
