Notice from the Development and Reform Commission of Shandong Province on Organizing the Recognition of Enterprise Technology Centers in Shandong Province by 2025

Municipal Development and Reform Commission:

In order to thoroughly implement the deployment requirements of the Provincial Party Committee and Provincial Government to accelerate the construction of a first-class science and technology innovation ecosystem, highlight and strengthen the dominant position of enterprises in science and technology innovation, and promote industrial innovation through science and technology innovation, in accordance with the "Management Measures for the Recognition of Enterprise Technology Centers in Shandong Province (Revised in 2021)" (Lu Fa Gai Gao Ji [2021] No. 428) (hereinafter referred to as the "Management Measures"), the relevant matters of the recognition of enterprise technology centers in Shandong Province in 2025 are hereby notified as follows:

1、 Please organize enterprises within your jurisdiction to prepare application materials for provincial-level enterprise technology centers in accordance with the relevant requirements of the Management Measures, and review their basic conditions and authenticity, and provide review opinions.

2、 Please recommend no more than 10 enterprises based on the principle of locality in each city; Jinan's new and old kinetic energy conversion starting area and Qingdao West Coast New Area can be directly recommended in writing, with no more than 2 recommendations. Cities that will receive incentives and commendations for provincial-level strategic emerging industry clusters in 2024, as well as cities where future industry pilot zones are located, can increase their recommended quotas by 2, with a maximum of 2 quotas. The increased quotas are generally used for the core areas of industrial clusters or future industry pilot zones.

3、 Please organize the recommended enterprises to fill out the application materials online through the "Shandong Enterprise Technology Center Certification and Evaluation System" before September 15, 2025, and formally submit the application materials (two copies of the application materials, including paper documents, application reports, and electronic CDs) to the Provincial Development and Reform Commission in writing. The material receiving location will be notified separately.
