Notice from the Department of Industry and Information Technology of Shandong Province on the Collection of Innovative Products and Application Scenarios for "Robot+" in Shandong Province
Each city's industrial and information technology bureau and relevant units:
In order to implement the spirit of documents such as the "Notice of the Ministry of Industry and Information Technology and 17 other departments on Issuing the Implementation Plan for the" Robot+"Application Action" and the "Shandong Province Robot Industry High Quality Development Action Plan (2025-2027)", further cultivate and explore innovative products and application scenarios of robots, and promote our province to build a national growth pole and new highland for robot research and development and manufacturing, we are now conducting a collection of innovative products and application scenarios of robots in the province. The relevant matters are notified as follows:
1、 Scope of solicitation
The "Robot+" innovative products and application scenarios declared this time should comply with the requirements of the "Shandong Province" Robot+"Innovative Product and Application Scenario Collection Work Plan" (see Annex 1), focusing on key areas such as manufacturing, agriculture, construction, energy, commercial logistics, medical and health, elderly care services, education, commercial community services, safety emergency and extreme environment applications, and selecting robot innovative products and application scenarios with good foundation, wide application coverage, and strong radiation and driving effect.
2、 Solicitation requirements
（1） The applying unit should be an enterprise or institution mainly engaged in the design, production or manufacturing of innovative robot products within Shandong Province, with innovation capability, demonstration capability and high growth potential.
（2） The declaring unit should have good economic benefits, good credit records in safety production and environmental protection, and have not been jointly punished by administrative authorities or taken disciplinary measures by judicial departments for illegal and dishonest behavior in the past three years.
（3） The key technologies for innovative robot products and application scenarios should be at the leading domestic or international level, and there should be no intellectual property disputes.
（4） Application scenarios should be declared separately according to mature landing scenarios and planned landing scenarios within 1-2 years, with strong demonstration and leading role and good promotion prospects, able to effectively solve industry pain points, improve production efficiency and service quality.
（5） The content description of the application materials should highlight the key points, be concise and logical, and highlight the technological innovation, applicability, promotability, economic benefits, and social benefits of the product combined with the scene.
（6） The declaring unit is willing to actively cooperate in conducting on-site research and subsequent publicity work, and actively participate in activities such as supply and demand docking.
3、 Declaration process
（1） Each city department should combine local and field characteristics and advantages, refer to the work plan (Attachment 1), and organize the applying units to prepare the "Shandong Province Robot Innovation Product and Application Scenario Application Form" (Attachment 2). Before September 19, 2025, submit the stamped version of the application form (scanned and editable), relevant supporting materials such as pictures and videos, and the "Summary Table of Recommended Innovative Products and Application Scenarios" (Attachment 3) to the Equipment Industry Department of the Provincial Department of Industry and Information Technology via email: sjxwzbcyc@shandong.cn .
（2） The Provincial Department of Industry and Information Technology will select innovative products and application scenarios through expert argumentation, research and comparison to form the "Shandong Province Robot Innovation Product and Application Scenario Recommendation Catalog". The selected innovative products and mature application scenarios will be promoted and publicized, and policy support will be provided for the scenarios planned to be implemented within 1-2 years.
