Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Compilation of the Recommended Catalogue of Innovative Product Applications in Shandong Province in 2025

Each city's Industry and Information Technology Bureau, Science and Technology Bureau, and relevant units:

In order to implement the "Several Measures on Accelerating the Transformation of Scientific and Technological Achievements" (Lu Zheng Ban Zi [2024] No. 148), promote the promotion and application of innovative products, assist enterprises in innovation and upgrading, and promote high-quality development of the manufacturing industry, after research, we are now launching the 2025 Shandong Province Innovative Product Application Recommendation Work. The specific matters are notified as follows.

1、 Scope of solicitation

We are soliciting submissions in 19 iconic industrial chain fields, including artificial intelligence, integrated circuits, electronic information, high-end software, new energy batteries, new energy equipment, automobiles, light industry, food and biological manufacturing, building materials, deep-sea aerospace, industrial mother machines and intelligent manufacturing equipment, specialized equipment, modern medicine, functional composite materials, petrochemicals, fine chemicals, textiles and clothing, and modern metallurgy.

2、 Declaration conditions

The innovative products listed in the catalog refer to the products developed and produced by enterprises, institutions and various social organizations through original innovation, integrated innovation, digestion, absorption and re innovation, which conform to the national industrial policies, are progressiveness, novel and applicable, and have good market potential and greater promotion value.

Product declaration should adhere to the principle of voluntary participation and meet the following conditions:

（1） The declaring unit operates in accordance with the law in Shandong Province, has the ability to independently assume civil liability, has a good credit record, and a sound financial accounting system.

（2） The product is developed by the applying unit and conforms to the development direction of key industries at the national and provincial levels. Has reliable quality assurance, complies with national and provincial requirements for product quality, environmental protection, safety, hygiene, as well as relevant production and sales regulations and specific requirements. Products related to safety should be inspected and tested by qualified testing institutions, and a report or certification should be issued, without any issues related to quality, safety, compliance, etc. Special industry products require special industry production licenses, mandatory product certification certificates, and other documents.

（3） The applying unit should establish an independent research and development institution.

（4） The product has independent intellectual property rights, and its owner is the declaring unit with clear rights and interests.

（5） The product design is novel, the structure is reasonable, the performance is advanced, the technology is advanced and practical, it has new functions or significant improvements compared to the original technology, it has application and promotion value, and the market prospect is good.

（6） Having the necessary standards, design requirements, process regulations, safety regulations, operating procedures, tooling, testing and other means, and complete process technical documents.

（7） The product technical information is complete and the data is true and accurate.

3、 Material requirements

（1） Innovative Product Declaration Form (Attachment 1).

（2） Business license (Unified Social Credit Code) certification document.

（3） Proof of independent intellectual property rights of the product, along with relevant explanations.

（4） The 107-1 statistical report, which includes product development projects, and the latest 107-2 statistical report for the year that has been released.

（5） If there are relevant regulations and specific requirements for the production and sales of such products at the national and provincial levels, proof of compliance with the regulations and requirements should be provided.

（6） Other relevant supporting materials: including the product innovation inquiry report issued by a qualified third party institution or the certification documents of the progressiveness and innovation of product technology, the test report or relevant certificate issued by a qualified third party testing and certification institution, the user use (trial use) report, etc. The sales contract (invoice) shall be provided if the sales revenue has been generated.

（7） Credit China inquiry report.

（8） Financial status report, relevant materials for lawfully paying taxes and social security funds.

4、 Submission requirements

Please notify the industrial and information technology bureaus and science and technology bureaus of each city to voluntarily apply, and conduct formal and content reviews on the application materials. Select innovative products that meet the application requirements and fill out the recommendation summary form (Attachment 2, Excel+PDF version), provide recommendation opinions and stamp with official seals (PDF version), and submit them to the Science and Technology Department of the Provincial Department of Industry and Information Technology before August 25, 2025, along with the application materials of the applying units (PDF electronic version engraved disc). Provincial and central enterprises stationed in Shandong can directly recommend and submit.
