Shandong Provincial Department of Science and Technology: Notice on Carrying out the Registration of Scientific and Technological Achievements in 2025

To the science and technology bureaus of various cities, relevant departments directly under the provincial government, and all relevant units:

In order to further strengthen and standardize the registration of scientific and technological achievements in our province, timely and accurately grasp the situation of scientific and technological achievements in the province, promote the promotion, application and industrialization of scientific and technological achievements, the specific matters for the registration of scientific and technological achievements in 2025 are hereby notified as follows:

1、 Registration scope

Scientific and technological achievements (including basic theoretical achievements, applied technological achievements, and soft science achievements) independently researched and developed by units within Shandong Province, or jointly researched and developed by units outside the province as the first completion unit. Among them, scientific and technological achievements generated by implementing scientific and technological plans (including funds and special projects) supported by various levels and types of financial funds must be registered; Encourage the registration of scientific and technological achievements generated by non-financial investment.

2、 Registration conditions

1. The results of planned projects supported by government financial funds at all levels and types. The acceptance, completion certificate or evaluation report stamped by the project issuing unit must be provided, and the acceptance, completion or evaluation time should generally not exceed 3 years (based on the time of the acceptance, completion certificate or evaluation report).

2. The results formed by self selected projects. Achievements supported by universities, research institutes, associations, and state-owned enterprises must provide materials such as acceptance and completion certificates or evaluation reports stamped by the project issuing unit. The results of the remaining (including individual self selected research and development) projects shall be evaluated and reported (the evaluation report must be reviewed and stamped with the official seal by each competent department). The completion, acceptance or evaluation time shall generally not exceed 2 years (based on the time of acceptance, completion certificate or evaluation report).

3. The registration of scientific and technological achievements shall be managed according to local or industry management, and shall not be duplicated. The scientific and technological achievements jointly completed by two or more units shall be registered by the first unit that completed the scientific and technological achievements.

3、 Registration process

1. The unit that completed the achievement logs in to the National Science and Technology Achievement Information Network（ https://www.tech110.net/ ）Download and install the "National Science and Technology Achievement Registration System (V11.0)", fill it out completely, export the compressed file of the electronic version of the achievement registration, and publish it in our unit as required (no less than 5 working days) and issue a notice of the completion of scientific and technological achievements (with the official seal of the unit, refer to Attachment 1 for the format, hereinafter referred to as the "Notice").

2. The completion unit shall submit the compressed file of the achievement registration, scanned copies of the stamped public notice letter, and scanned copies of the acceptance, completion certificate, or evaluation report and other attachments to the competent department.

3. After the competent department has made a centralized public announcement of the completion status of the technical achievements (no less than 5 working days), the compressed file of the achievement registration, the scanned copy of the announcement letter stamped by the competent department, and the scanned copy of the evaluation report stamped by the competent department for the achievement registration in the selected project shall be sent to the designated email (no newspaper quality is required), and the contact person and contact information shall be clearly specified. Projects or major projects with conversion needs need to fill out the Science and Technology Achievement Information Form (Attachment 2) and the Major Science and Technology Achievement Recommendation Form (Attachment 3), and submit them together in electronic format. After the completion of the registration material review, the Provincial Department of Science and Technology will provide feedback on the achievement registration number to the competent department, which is responsible for issuing the registration number to the achievement completion unit.

4、 Fill in requirements

1. The principle is to fill in as much as possible.

2. The overview of achievements, establishment of achievements, and evaluation of achievements must be filled in in detail, without any omissions.

3. Report the intellectual property situation, achievement transformation situation, and patent situation according to the actual situation of the achievement.

4. The completion unit, list of main researchers, list of evaluation committees, and content of evaluation certificates (appraisal opinions must be filled in) must be filled in in detail and completely. Fund projects (including national and provincial funds) do not need to fill out the evaluation committee list.

5、 Other requirements

1. Strengthen the main responsibility of the supervisory department. The competent department is responsible for reviewing and verifying the authenticity, completeness, and standardization of registered scientific and technological achievements, ensuring that the registered scientific and technological achievements are true, effective, clearly classified, and have complete information, laying a solid foundation for national scientific and technological achievement registration and statistics, and promoting the transformation of scientific and technological achievements.

2. Pay close attention to the registration of major achievements and convertible achievements. The competent department should fully explore major achievements and scientific and technological achievements that require transformation, prioritize registration of relevant achievements, and regularly promote and display them on the Shandong Provincial Science and Technology Achievement Transformation Service Platform to promote the transfer and transformation of achievements.

3. Utilize the role of social evaluation institutions. The competent department should fully leverage the advantages of social evaluation institutions in grasping market orientation, problem orientation, and result orientation. When evaluating various levels and types of planned projects (including self selected projects), priority should be given to entrusting social evaluation institutions to conduct result evaluation under equal conditions, and providing high-quality services throughout the process to cultivate high-level social evaluation institutions.

4. Strengthen supervision and inspection. The Provincial Department of Science and Technology will use regular inspections, spot checks, and other methods to conduct in-process and post event supervision and inspection of the competent departments. Those who are irresponsible, have false or irregular registrations will be held accountable in accordance with relevant regulations.

5. The application for normalization shall be submitted by the competent department on a quarterly basis. All competent departments are requested to plan and organize in advance to complete the submission of registration materials in the first ten days of the last month of each quarter.
