Shandong Provincial Department of Industry and Information Technology: Notice on Carrying out the Recommendation of Excellent and Leading Intelligent Factories for 2025 _ Policy Information _ Notice Announcement

Municipal Industry and Information Technology Bureaus and Municipal State owned Assets Supervision and Administration Commission:

In order to accelerate the digital transformation and intelligent upgrading of the manufacturing industry, and create an "upgraded version" of intelligent manufacturing, in accordance with the work requirements of the "Notice on Carrying out the Gradient Cultivation Action of Intelligent Factories in 2025" (Industry and Information Technology Department's Unicom Installation Letter [2025] No. 251) (hereinafter referred to as the "Notice") issued by six departments including the Ministry of Industry and Information Technology, we recommend the national excellence level and leading level intelligent factories for the year 2025. The relevant matters are notified as follows:

1、 Declaration conditions

（1） Excellent level intelligent factory

According to the requirements of the "Intelligent Factory Gradient Cultivation Element Conditions (2025 Edition)", the construction of an excellent level intelligent factory focuses on digital transformation, networked collaboration, and intelligent upgrading, creating a leading national development benchmark. The following conditions must be met:

1. The applicant is registered within the territory of the People's Republic of China, has independent legal personality (for industries with special circumstances such as petroleum and petrochemicals, non-ferrous metals, etc., branch offices of legal persons are allowed to apply), and meets the basic requirements of the "Element Conditions".

2. The applicant has completed the construction of an intelligent factory and been rated as an advanced level intelligent factory. The intelligent manufacturing has reached the leading level in China, and exploration of the application of artificial intelligence technology has been carried out, meeting the requirements for the elements of an excellent level intelligent factory.

3. The applicant must cooperate in conducting on-site inspections, promoting technology, and exchanging typical cases.

（2） Navigation level intelligent factory

According to the requirements of the "Intelligent Factory Gradient Cultivation Element Conditions (2025 Edition)", the Navigation level Intelligent Factory focuses on digital transformation, networked collaboration, and intelligent transformation for construction, explores future manufacturing models, and creates a globally leading development benchmark. The following conditions must be met:

2. The applicant must be a leading enterprise in the industry and field, with core products that have global competitiveness, and necessary resources such as funds, talents, and technology to invest in the construction of a leading intelligent factory.

3. The applicant must have been rated as an excellent level intelligent factory, with intelligent manufacturing reaching a global leading level, and promote the widespread and deep application of artificial intelligence technology in accordance with the requirements of the leading level intelligent factory elements. They must also conduct preliminary exploration of future manufacturing models, accelerate the intelligent transformation of various links such as factory construction, research and development design, production operations, and operation management.

4. The applicant must cooperate in conducting on-site inspections, promoting technology, and exchanging typical cases.

2、 Job requirements

1. Please closely cooperate with the Industry and Information Technology Bureau and State owned Assets Supervision and Administration Commission of each city, refer to the "Conditions for Cultivating Intelligent Factory Gradients (2025 Edition)" and "Reference Guidelines for Typical Scenarios of Intelligent Manufacturing (2025 Edition)", actively organize and recommend advantageous enterprises that have been rated as advanced and excellent intelligent factories to apply for excellent and leading intelligent factories respectively, and guide enterprises to log in to the intelligent manufacturing data resource public service platform before July 17th（ https://www.miit-imps.com ）According to the platform application template and user manual requirements, complete the online filling, generate the application form, and submit the summary table, one paper version of the application form (consistent with the online filling content, with the city, application year, and enterprise name marked on the spine after gluing), and one electronic CD (PDF+WORD) to the Equipment Industry Department of the Provincial Department of Industry and Information Technology. The applicant is responsible for the authenticity of the application content and ensures that the application materials do not involve state secrets or trade secrets.

According to the requirements of the Notice, the number of recommended projects for outstanding factories in our province shall not exceed 40, and the number of recommended projects for leading factories shall not exceed 3. The cultivation period of the Navigation level Intelligent Factory shall not exceed 2 years. Enterprises that meet the cultivation goals shall submit acceptance applications. After the initial review by the recommended unit, the Ministry of Industry and Information Technology and six other departments shall organize the National Intelligent Manufacturing Expert Committee for acceptance and recognition.
