Shandong Province Action Plan for High Quality Development of Robot Industry (2025-2027)
In order to further seize the development opportunities of the robot industry, develop new quality productivity according to local conditions, accelerate the high-quality development of the robot industry in our province, and assist in the construction of a strong province with advanced manufacturing industry, this action plan is formulated.
1、 Overall objective
Strive to achieve a scale of over 50 billion yuan in the robot manufacturing industry in the province by 2027, cultivate more than 3 leading robot manufacturing enterprises with an output value of over 2 billion yuan, lay out and construct innovative platforms covering four major fields of industry, service, special and humanoid robots, promote the deep integration of the robot industry and artificial intelligence, transform robot products from traditional operation modes to embodied intelligent operation modes, and expand from mid to low-end application scenarios to mid to high-end fields. Form a number of typical application scenarios in equipment manufacturing, smart home appliances, smart agriculture, medical care, safety emergency, police operation, smart mining, cultural tourism, education and teaching, and significantly improve the technological innovation ability and development quality and efficiency of the robot industry. Build our province into a national growth pole and new highland for robot research and development and application.
2、 Main tasks
（1） Promote key technological innovation.
1. Strengthen the layout of forward-looking technology. Include cutting-edge technologies and key equipment of robots in the key directions of provincial science and technology plans, break through key core technologies such as artificial intelligence algorithms, high-precision sensors, and advanced servo systems, accelerate the integration with cutting-edge technologies such as metaverse and brain computer interfaces, and explore interdisciplinary and cross disciplinary innovation. Implement the upgraded version of "unveiling the list and leading the way" for key technology research and enterprise technology problem solving, and provide policy support for major technological breakthroughs that meet the requirements according to regulations. (The Provincial Department of Science and Technology, Provincial Department of Industry and Information Technology, Provincial Department of Education, and Provincial Department of Human Resources and Social Security are responsible for their respective duties.)
2. Strengthen the construction of innovation platforms. Support enterprises to take the lead in establishing industry research institutes, key laboratories, and other platforms in collaboration with industry, academia, research, and user units, to tackle technologies such as multimodal fusion perception, human-machine collaboration and swarm intelligence, virtual simulation, and virtual real transformation. Support the construction of enterprise technology centers, technology innovation centers, and manufacturing innovation centers. For newly upgraded national level major scientific and technological innovation platforms that do not have supporting funding requirements from the government, each platform will be given a funding support of 10 million yuan according to regulations. 3. Accelerate the transformation of scientific and technological achievements. High standard construction of the "Shandong Science and Technology Big Market", establishment of a "database of convertible achievements" for universities and institutes, and a "database of scientific and technological achievements demand" for enterprises, improvement of the industry university research collaborative innovation platform, acceleration of the transformation of scientific and technological achievements driven by application scenarios, and annual recognition of a batch of scenario application friendly units. 4. Strengthen the construction of the standard system. Strengthen the transformation of scientific and technological achievements into standards, encourage the revision and research verification of standards in advantageous fields such as collaboration, inspection, and underwater robots, and award up to 400000 yuan, 200000 yuan, and 100000 yuan respectively to units that lead the revision of high-level international standards, national standards, and local standards. （2） Accelerate the cultivation of industrial entities.
5. Cultivate a group of high-quality enterprises. By focusing on whole machine products, key components, and intelligent systems, we will cultivate a group of innovative small and medium-sized enterprises, specialized and innovative small and medium-sized enterprises, and specialized and innovative "little giant" enterprises, develop a group of gazelle and unicorn enterprises, strengthen a group of leading enterprises with great development potential and outstanding flexible manufacturing capabilities, and create a "chain owner" enterprise with ecological leadership and global competitiveness. 6. Carry out precise investment attraction for the industrial chain. Make good use of investment platforms such as "Choose Shandong" to accurately attract and implement a number of strong chain and supply chain projects, as well as urgently needed talents, through forms such as industrial chain investment and commercial investment. Encourage all regions to include eligible robot projects in key projects for support, and strengthen the guarantee of resource elements. 7. Promote the upgrading of enterprise quality. Guide enterprises to make good use of equipment purchase subsidies, technical renovation special loans, and equity investment policies, increase product research and development efforts, promote project implementation, and enhance the momentum of industrial development. Focusing on cultivating and strengthening terminal products such as embodied intelligent robots, enterprises that produce complete humanoid robots and core components will be rewarded with a one-time maximum of 8 million yuan and 3 million yuan respectively according to regulations. （3） Promote industrial agglomeration and expansion.
8. Promote the accelerated agglomeration and development of industries. Support eligible industrial clusters to be included in strategic emerging industry clusters and advanced manufacturing industry clusters. Support the construction of future industrial acceleration parks and provide a maximum reward of 6 million yuan according to regulations. We will provide market-oriented support for high-quality robot projects in the future industrial acceleration park through the provincial new and old kinetic energy conversion fund. 9. Build a highland for industrial development. Promote the aggregation of resources and innovative elements, and create four highlands for the development of the robotics industry. Jinan City focuses on developing heavy-duty industrial robots, high-temperature and strong impact special operation robots, integrated drive and control chips and controllers, creating a leading domestic robot testing and verification platform, promoting the layout of the humanoid robot industry, and accelerating the coordinated development of the robot machine and component industry; Qingdao will focus on developing specialized robots for marine engineering, new energy scenarios, and intelligent health care services, and promote the integrated development, manufacturing, and application of robots in industrial, household services, marine, and health care fields; Zibo City will focus on developing high-precision arc welding collaborative robots, mining warning and detection special robots, and robot specific planetary reducers, accelerate the construction of industrial clusters, and create a well-known intelligent collaborative robot and core component production highland at home and abroad; Jining City will focus on developing machine vision systems, intelligent controllers, etc., accelerate the layout of the humanoid robot industry, and create a high-end manufacturing hub for robots and a new highland for integrated applications. 10. Build characteristic industrial bases. Encourage all cities to develop robot characteristic industries based on their comparative advantages and adapt to local conditions. Zaozhuang City focuses on developing domestically produced high-performance harmonic reducers; Yantai City focuses on developing multi joint robots, police collaborative robots, and intelligent controllers; Weifang City focuses on developing automotive, agricultural, and logistics service robots; Tai'an City focuses on developing medical robots such as brain computer interfaces and rehabilitation equipment; Weihai City focuses on developing minimally invasive medical robots and marine exploration and mining robots; Key development of collaborative and educational robots in Rizhao City; Linyi City focuses on developing heavy-duty industrial robots, multi joint robots, and business service robots; Binzhou City focuses on developing domestically produced sandblasting and spraying robots. 11. Enhance public service capabilities. Targeting the fields of industrial manufacturing, life services, and special operations, we will optimize the layout of a number of pilot bases and incorporate eligible pilot resources into the "Shandong Province Large scale Scientific Research Instrument Open Sharing Service Network" for open sharing services. Promote the coordinated development of quality infrastructure and industry, encourage enterprises in cities such as Jinan, Qingdao, Zibo, and Jining to strive for the establishment of national robot product quality inspection and testing centers, and reward those who have been approved as national quality inspection centers, industrial metrology testing centers, and quality standard laboratories in accordance with regulations. Support the construction of concept validation centers for universities, colleges, and enterprises with conditions. Encourage robot companies to increase their R&D investment and provide a maximum annual subsidy of 5 million yuan to individual enterprises according to regulations. 12. Build a robot training ground. Guide enterprises to cooperate with universities and colleges, actively open up application scenarios, build robot training fields, conduct task training and data testing, build industry-leading embodied intelligent large model training databases, and improve the reliability and intelligence level of robot products. For eligible computing power trading contracts, large model products, and corpora, subsidies of up to 5 million yuan, 1 million yuan, and 1.5 million yuan will be provided according to the procedures, respectively. 13. Implementation of "robot" application actions. Accelerate the application and expansion of robots in manufacturing, agriculture, construction, trade and logistics, public safety, mining and other fields, and create advanced and applicable typical cases. Explore innovative application practices in sub-sectors such as hazardous job substitution, intelligent inspection, supervision and law enforcement, emergency rescue, police operation, agricultural production, medical care, family services, and cultural and tourism consumption. Encourage the exploration of intelligent robots in residential communities, property services, and neighborhood management. 14. Strengthen innovation in scenario applications. The application scenarios of robots with advanced technology, innovative models, and application effectiveness will be included in the promotion scope of the "Gongfu Baijing" digital transformation unveiling and leading pilot projects, and a maximum reward of 2 million yuan will be given according to regulations. Encourage various regions to provide policy support in enterprise transformation and upgrading, intelligent manufacturing and other projects. Utilize the "Four Poems" policy to support the promotion and application of new products and reduce market promotion risks. 15. Promote the development of industrial integration. Encourage the integration of the robot industry with cultural education, art and entertainment industries, add robot elements to museums, art galleries, tourist attractions and other places at all levels in the province, and support the planning and construction of robot exhibition halls in cities with conditions. Organize robot industry cooperation conference and other activities to enhance the visibility and influence of the industry. (V) enhance the effectiveness of factor support.
16. Expand the introduction of high-end talent. Talents in the field of robotics will be included in the Project Plan for the Introduction of Urgently Needed Talents in Key Support Areas of Shandong Province. We will introduce robot strategic talents, young scientists and high-level talent teams to the world, and provide flexible supporting policies in housing, education, settlement and other aspects through "one matter, one discussion. Focusing on the needs of the industry and the needs of enterprises, optimize and upgrade the Taishan industry leading talent project, increase the tilt towards the robotics industry, hold the "Entrepreneurship Qilu · Win-Win Future" high-level talent entrepreneurship competition with high quality, and expand the overseas competition mechanism outside the province, Attract high-level talents in the robotics field at home and abroad to innovate and start businesses in Lu. We will further promote the special action of cultivating excellent engineers and further strengthen the independent training of engineering and technical personnel. Support colleges and universities to improve the relevant discipline setting, professional construction and skills certification system, and promote the training of talents in the robot industry. Deepen the integration of production and education, school-enterprise cooperation, and support the formation of a body-intelligent robot production and education consortium. Build a robot teaching and training platform, build training and joint scientific research sites. We will improve the talent selection mechanism, support the holding of robot vocational skills competitions, organize robot application skills and innovative creative competitions, select high-quality technical and skilled personnel, and solicit new ideas for scene application. Support robot entrepreneurial teams and small and medium-sized enterprises to participate in events such as "Maker China. 18. Strengthen fiscal and financial support. Develop patient capital, actively cultivate early investment forces such as angel investment and venture capital, and encourage social capital to invest early, small and frontier. Encourage financial institutions to innovate products and services, and increase credit support by means of intellectual property pledge and equity pledge. 3、 Guarantee measures
Departments at all levels should strengthen organization and leadership, led by the Provincial Department of Industry and Information Technology, and coordination and cooperation among relevant departments, strengthen provincial and municipal linkage and regional coordination, unite work forces, and promote the agglomeration of resource elements to the robot industry. Strengthen supervision and guidance, strengthen the dynamic tracking mechanism, timely scheduling work progress, sum up experience and practice. Strengthen publicity and promotion, disseminate the development results of the robot industry through radio and television, and online media, support the use of public areas such as airports, high-speed rails, and public transportation hubs for static publicity and dynamic displays, encourage robots to enter the classroom, and actively create a new trend of industrial innovation and intelligent applications.
