Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Recommendation of Typical Application Cases for Remanufactured Electromechanical Products

Municipal Industry and Information Technology Bureaus:

In order to thoroughly implement the national decision and deployment on promoting the development of high-end intelligent remanufacturing industry, accelerate the promotion and application of high-end intelligent remanufacturing electromechanical products, continuously expand the application scale and scenarios, the General Office of the Ministry of Industry and Information Technology is organizing the recommendation of typical application cases of remanufactured electromechanical products. To ensure high-quality case recommendation in our province, the relevant matters are hereby notified as follows:

1、 Scope of solicitation

Remanufacturing referred to in this notice refers to the specialized repair or upgrading of old parts using advanced and applicable processes, technologies, equipment, and materials, in order to achieve or exceed the performance and quality of the remanufactured products in the production process of prototype new products. Remanufactured electromechanical products should comply with mandatory national standards for safety, energy conservation, water conservation, environmental protection, etc., and have clear intellectual property rights or proprietary technical property rights.

2、 Declaration requirements

（1） The case should focus on high-end intelligent remanufactured electromechanical products, mainly including shield tunneling machines, industrial robots, wind turbine equipment, metallurgical equipment, mining equipment, internal combustion engines, CNC machine tools, oil and gas field equipment, etc.

（2） The case should focus on reflecting the advantages of high-end intelligent remanufacturing products in terms of performance, cost, and other aspects. The case should be replicable, and the related products have certain promotion prospects and market expansion potential.

（3） The enterprise applying for the case should have good credit and contractual capacity, have not been subject to administrative penalties in the past 3 years, and have not engaged in any illegal or irregular behavior. The product in the case has been in actual use for more than one year and has achieved certain economic or social benefits. There have been no quality, safety, or environmental accidents during the use process.

3、 Organizational declaration

（1） Enterprise declaration. Please ask the municipal bureaus of industry and information technology to promote and recommend this typical case, organize local mechanical and electrical product remanufacturing enterprises to apply, and based on the principle of voluntary participation, fill out the "Application Form for Typical Application Cases of Remanufactured Mechanical and Electrical Products" (Attachment 2) and form the application materials.

（2） Initial review by each city. In principle, there should be no more than one case recommended by each city. The municipal bureaus of industry and information technology should conduct a preliminary review of the progressiveness and replicability of the cases in the application materials, including the authenticity of the enterprise's application content, the compliance of the "collection scope", the "application requirements", and the integrity of the application materials, form recommendations, and fill in the Summary of Typical Application Cases of Remanufactured Mechanical and Electrical Products (Annex 1).

（3） Recommend reporting. Please submit the recommended documents, typical case summary table, and enterprise application materials stamped with official seals to the Green Development Promotion Department of the Provincial Department of Industry and Information Technology (mailing address: Room 414, Provincial Chemical Office, No. 25 Yuhan Road, Shizhong District, Jinan City) before August 1, 2025, and also submit the electronic version (email:sgxtls@shandong.cn）。
