Notice from the Department of Industry and Information Technology of Shandong Province on Doing a Good Job in Training Leading Talents for Small and Medium sized Enterprise Management in 2025
Municipal Industry and Information Technology Bureaus, Qingdao Private Economy Development Bureau, and relevant enterprises:
In order to enhance the management level of small and medium-sized enterprise leaders and promote innovative development of enterprises, the Ministry of Industry and Information Technology will select a group of outstanding enterprise managers nationwide to organize high-level leadership talent training. The relevant matters are notified as follows.
1、 Training Content
The training content for the year 2025 mainly presents three characteristics:
（1） Adhere closely to the theme of development. Focusing on serving the national strategy, we have set up 9 special courses including financing and listing, digital development, intelligent manufacturing, strategic management, financial and tax management, technological innovation, transformation and upgrading, international development, and green development, aiming to enhance entrepreneurs' forward-looking vision and international perspective for future development, stimulate managers' strategic thinking, innovation awareness, and pioneering spirit.
（2） Keep a close eye on the forefront of development. Based on advanced regions such as Guangdong, Jiangsu, Zhejiang, Shanghai, Hangzhou, and Shenzhen, diversified teaching is carried out through higher education institutions, practical bases, and innovative carriers. Renowned experts, scholars, and entrepreneurs are invited to give lectures and study on-site at benchmark enterprises to achieve a three-dimensional resonance of training resources, industrial practice, and capability empowerment.
（3） Closely following the needs of the enterprise. Focusing on the current key and difficult points as well as weak links in enterprise management, the Ministry of Industry and Information Technology has selected around 800 outstanding entrepreneurs from across the country to conduct "face-to-face" precision training, cooperation and exchange, effectively helping enterprises improve their management efficiency. 90 students are arranged for each training session, and our province actively strives to secure 49 spots.
2、 Training target
Mainly aimed at enterprise leaders who are patriotic, dedicated, abide by laws and regulations, practice entrepreneurial spirit, fulfill social responsibilities, lead enterprise innovation and development, and have significant social influence (generally the chairman or general manager). Priority will be given to recommending high-quality small and medium-sized enterprises at or above the provincial level, such as specialized, refined, innovative, and manufacturing industry champions.
3、 Training arrangement
The training will be held in 9 sessions, with each session lasting 4 days (see Attachment 1). Each enterprise can register to participate in one of the training courses based on its own development needs, and the registration is limited to one person. The training fees are fully subsidized by the government, and students participate in the training free of charge (round-trip transportation expenses need to be borne by themselves).
4、 Regarding requirements
1. Strengthen organizational leadership. Each city should carefully organize, strictly control, designate a dedicated person to be responsible, and actively mobilize and organize enterprises to participate in training according to the allocated quota (Attachment 2). Depending on the registration status of various city organizations, the city's industry and information technology departments can coordinate and arrange training quotas. For cities that have not completed the allocation of quotas, the province will reduce or cancel the relevant quotas in subsequent training.
2. Strictly abide by training discipline. Strictly abide by all disciplinary requirements during the training period. Do not participate in gatherings, drinking or other activities during the training period, and generally do not take leave. If it is necessary to take leave, one must report to their class level by level according to the procedure before going out.
3. Each city is requested to provide the stamped electronic versions of the "Summary Form for Leading Talent Training Registration" (Attachment 3) and the "Registration Form for Leading Talent Training Students" (Attachment 4) to the work email before June 18th. The Provincial Department of Industry and Information Technology will coordinate and determine the list of participants based on the registration situation of each city.
