Notice from the Department of Industry and Information Technology of Shandong Province on Organizing the Application for Industrial Software Research and Development Promotion Projects in Shandong Province
Municipal Industry and Information Technology Bureaus, Finance Bureaus:
In order to implement the national software development strategy and in accordance with the spirit of documents such as the "Implementation Plan for the Shandong Province High end Software 'Soul Casting' Project (2023-2025)" and the "Notice issued by the General Office of the Shandong Provincial People's Government" (Lu Zheng Ban Zi [2024] No. 153), it is now decided to carry out the application work for the Shandong Province Industrial Software Research and Development Promotion Project. The relevant matters are notified as follows:
1、 Declaration scope
Support areas mainly include the following aspects:
（1） Research and development design category: mainly includes software products such as computer-aided design (CAD), electronic design automation (EDA), computer-aided engineering (CAE), computer-aided process planning (CAPP), computer-aided manufacturing (CAM), product data management (PDM), product lifecycle management (PLM), model-based systems engineering (MBSE), etc.
（2） Production control category: mainly includes software products such as industrial control systems, manufacturing execution systems (MES), manufacturing operation management (MOM), scheduling optimization systems (ORION), advanced control systems (APC), distributed control systems (DCS), programmable logic controllers (PLC), data acquisition and monitoring control systems (SCADA), warehouse management and control systems (WMS/WCS), digital twin systems (DTS), etc.
（3） Business Management: Software products such as Enterprise Resource Planning (ERP), Supply Chain Management (SCM), Human Resource Management (HRM), Enterprise Asset Management (EAM), Customer Relationship Management (CRM), Business Intelligence Systems (BI), Laboratory Management Systems (LIMS), etc.
（4） Common support categories: database management systems, middleware, low code development platforms, information security, industrial big data analysis platforms, artificial intelligence detection systems and other software products.
2、 Declaration conditions
（1） Undertaking subject conditions
1. The main unit responsible for the project has a normal operating status, good financial condition and credit record, and is in line with the direction of industrial development. It is legally established as a software enterprise mainly engaged in software research and development.
2. The main unit responsible for the project owns core products, key technologies, and independent intellectual property related to industrial software research and development.
3. The total research and development expenses in the past two years shall account for no less than 7% of the total sales (operating) revenue of the enterprise.
4. The main unit responsible for the project has not experienced any major safety production, major quality accidents, serious environmental violations, or serious dishonest behavior within 3 years.
5. The main unit responsible for the project meets the requirements of the "green threshold" system for financial enterprise funds.
（2） Declaration project conditions
1. The project is an ongoing or planned project with the importance and urgency of accelerating implementation. The iterative upgrade of the product is independently controllable and has a good foundation, which can significantly improve the resilience and security level of the industrial chain and supply chain.
2. The project iteration upgrade product should have a point advantage in performance indicators compared to internationally and domestically renowned similar products.
3. The project should jointly develop a construction plan with key user enterprises, with reasonable and feasible technology applications, clear goals for product iteration and upgrading, and a project construction period of no more than one year.
4. The project iteration upgrade product needs to complete the adaptation verification work based on a fully localized environment, and form the localization integration adaptation results between upstream and downstream industrial software.
5. The application for project product upgrades and technological breakthroughs should have clear expectations, including but not limited to product iteration upgrades, new features, as well as the addition of patents, software copyrights, and participation in standard development.
6. The project should have a clear application promotion plan and ecological construction expectations. The work plan should be reasonable and feasible, and the declared project should comply with the support direction of key industrial chain areas in Shandong Province. It should be verified and used by the "chain owner" enterprises in the industrial chain or other leading enterprises in the industrial field, and the localization environment and domestic industrial software ecosystem adaptation should be completed. The expected goals include but are not limited to increasing sales revenue, serving the industrial enterprise sector and quantity, as well as organizing supply and demand docking, technical exchanges, and other activities.
7. The project should have a clear implementation plan and financial support to ensure that the construction is completed according to the plan.
8. Encourage the adoption of open source methods for project applications to accelerate research and development innovation and iterative upgrades.
3、 Declaration Procedure
（1） Enterprise declaration. The industrial and information technology bureaus and finance bureaus of each city shall organize applications based on the principle of voluntary participation by enterprises, while provincial and central units stationed in Shandong shall apply based on their respective territories. The applying enterprise shall prepare the "Shandong Province Industrial Software R&D Promotion Project Application Form" (see Annex 2) as required, and the application materials must comply with relevant national confidentiality regulations.
（2） Initial review recommendation. The industrial and information technology bureaus and finance bureaus of each city shall carefully review the recommended projects according to the quantity specified in the "Recommended Quota Table for Each City", ensure that the application materials meet the requirements, are complete, authentic and effective, and submit the recommendation letter, summary table and enterprise materials to the Provincial Department of Industry and Information Technology before June 20th.
（3） Review announcement. The Provincial Department of Industry and Information Technology and the Department of Finance organize experts or third-party professional institutions to evaluate the declared projects. Various methods such as material review, online or on-site defense are used to determine eligible projects and undertaking units. After public announcement without objection, they will be announced and rewarded. The undertaking unit shall organize and carry out project implementation in accordance with the requirements of the application form, and retain process files during the project implementation period.
（4） Acceptance evaluation. The Provincial Department of Industry and Information Technology and the Department of Finance will conduct dynamic supervision and issue a notice to organize the acceptance and evaluation work before May 2026. Based on the expected goals of the project application plan, the implementation of the project will be accepted and evaluated. After the public announcement of no objections, the acceptance results will be announced and rewards will be implemented or the reward funds will be recovered.
4、 Precautions
（1） The applying unit shall be responsible for the authenticity of the indicators, data, relevant certificates, and attachment materials involved in the application materials, and shall bear the consequences caused by providing false materials.
（2） The Provincial Department of Industry and Information Technology does not entrust any unit or individual to engage in project application agency services. The application form and data of the applying unit are only used for project evaluation and process management. To further improve the application service work, our department plans to organize policy interpretation and training in a centralized manner, and encourage interested units to actively participate. The specific time will be notified separately.
（3） The same group enterprise shall apply for no more than 2 projects per year.
