Shandong Provincial Department of Industry and Information Technology: Notice on Organizing the Collection and Promotion of "Made in Shandong, Qilu Boutique" in 2025

Each city's industrial and information technology bureau, quality management association, and relevant units:

In order to thoroughly implement the spirit of the Provincial Conference on Promoting High Quality Development through Reform and Innovation, solidly promote brand building, continuously improve industrial competitiveness, and assist in the construction of the "Hospitality Shandong Good Product Shandong" brand, in accordance with the requirements of the "Shandong Manufacturing" Brand Enhancement Action Plan "(Lugong Xinji [2022] No. 214), we are now organizing the collection and promotion of" Shandong Manufacturing · Qilu Boutique "in 2025. The specific matters are notified as follows:

1、 Declaration conditions

Shandong Manufacturing · Qilu Boutique "refers to products produced within the jurisdiction of Shandong Province, with clear property rights, energy conservation and environmental protection, strong innovation, excellent quality, outstanding brand, and significant economic and social benefits.

In accordance with the requirements of "international advanced and domestic leading", focusing on the task of building a strong province in advanced manufacturing industry, and focusing on the province's iconic industrial chain. The declared enterprise and products should meet the requirements of the "Shandong Manufacturing Qilu Boutique" Certification Specification (T/SDAQ 0001-2023) in terms of basic conditions, technological innovation, excellent quality, outstanding brand, and comprehensive benefits.

Each city's industrial and information technology bureau must recommend the core advantageous products of the enterprise. The products declared by the enterprise must clearly indicate the implementation standards and ensure that the declared products will continue to be produced and sold in 2025.

2、 Selection Procedure

（1） Enterprise declaration. The declaring enterprise, based on the principle of voluntary participation, is required to fill out the "Shandong Manufacturing Qilu Boutique" Declaration Form (Attachment 1) in accordance with the "Shandong Manufacturing Qilu Boutique" Certification Specification "(T/SDAQ 0001-2023). Provincial and central enterprises stationed in Shandong can directly submit it.

（2） Review and recommend. Each city's industrial and information technology bureau should strictly monitor and evaluate the products of the declared enterprises, conduct strict screening, and form recommendation opinions (PDF) for those that meet the conditions. The recommendation summary table (PDF, Excel) should be submitted to the Science and Technology Department of the Provincial Department of Industry and Information Technology before May 30th.

（3） Comprehensive evaluation. According to the "Shandong Manufacturing · Qilu Boutique" Certification Specification (T/SDAQ 0001-2023), the Provincial Department of Industry and Information Technology, Shandong Radio and Television Station, and the Provincial Quality Management Association jointly established a review committee to comprehensively evaluate the application materials. Based on the principles of systematic, comprehensive, objective, fair, and scientific rigor, a batch of "Shandong Manufacturing · Qilu Boutique" will be selected.

（4） Publicly released. The list of "Made in Shandong, Qilu Boutique" products to be recognized will be publicly announced online for a period of 5 working days. The announcement without objection is jointly recognized by the Provincial Department of Industry and Information Technology, Shandong Radio and Television Station, and the Provincial Quality Management Association as the "Made in Shandong, Qilu Boutique" of 2025.

3、 Promote and advertise

（1） Each city's industrial and information technology bureau should strengthen policy interpretation and promotion, increase guidance and cultivation efforts in various industries and fields, enrich brand connotation, and enhance brand value. Strengthen publicity and training, summarize and promote experience and practices, and lead more excellent enterprise products to be selected as "Made in Shandong, Qilu Boutique". Strengthen the overall coordination and organizational leadership of brand work, clarify goals, and enhance responsibilities. Provide brand cultivation and promotion services for enterprises, industries, regions, especially small and medium-sized enterprises.

（二）对入选“山东制造·齐鲁精品”的企业，要深度挖掘和解读一批成功案例，发挥典型示范引领作用，统筹各方力量，开展系列宣传推介活动，广泛宣传在提升质量水平、推动高质量发展方面的实施成效，讲好山东品牌故事，扩大山东品牌知名度和影响力。
