Shandong Provincial Department of Science and Technology: Notice on Organizing the Application Work for the 2025 Shandong Province Science and Technology based Small and Medium sized Enterprises Innovation Capability Enhancement Project

Municipal science and technology bureaus, relevant units:

In order to accelerate the innovation and development of technology-based small and medium-sized enterprises in the province, in accordance with the "Several Measures to Strengthen the Main Position of Enterprises in Science and Technology Innovation" (Lukezi [2025] No. 32), "Implementation Measures for the Innovation Capability Enhancement Project of Science and Technology based Small and Medium sized Enterprises in Shandong Province" (Lukezi [2022] No. 32), and "Implementation Rules for the Management of Provincial level" Investment before Stock "Science and Technology Projects in Shandong Province" (Lukezi [2024] No. 42), the application work for the 2025 Shandong Province Science and Technology based Small and Medium sized Enterprise Innovation Capability Enhancement Project (hereinafter referred to as the Enhancement Project) is now organized. The relevant matters are notified as follows:

1、 Project category and funding support method

According to the different ways of provincial financial support, the 2025 improvement project can be divided into two categories: direct financial subsidies and investment followed by equity.

（1） Financial direct subsidy projects. Support technology-based small and medium-sized enterprises with the characteristics of "three highs and one core" (high market share, high R&D investment, high compound growth rate, and possessing core hard technology) to collaborate with universities and research institutes to carry out key technology research and achievement transformation projects through industry university research cooperation. We will provide support through provincial and municipal linkage, competitive selection, and direct subsidies. The support intensity of provincial financial funds for each project shall not exceed 500000 yuan, and the support intensity of municipal financial funds for each project shall not be less than 200000 yuan. The support amount of provincial financial funds shall not exceed that of municipal financial funds.

（2） Invest in equity projects first. Support technology-based small and medium-sized enterprises to connect technology to product channels and achieve the landing and transformation of scientific and technological achievements in Shandong. The Provincial Department of Science and Technology serves as the main body in the "first investment" stage of the "first investment, then stock" strategy, while the financial technology equity investment is converted and held by the invested institution or its designated trustee as the main body in the "second stock" stage. The provincial financial support funds for a single project shall not exceed 50% of the total project investment, and generally not exceed 5 million yuan. Encourage cities with conditions to arrange funds for follow-up support.

2、 Declaration conditions

1. The declared enterprise must be registered within Shandong Province, have obtained the national science and technology small and medium-sized enterprise information database entry registration number (hereinafter referred to as the entry registration number) in 2024, and commit to continuing to obtain the entry registration number in 2025. If the enterprise fails to obtain a valid inventory registration number for the year 2025, its relevant project qualification will be revoked and all provincial financial support funds will be recovered.

2. The applying enterprise must jointly apply and organize the implementation with key universities or strong research institutes with disciplinary advantages. The applying enterprise must sign a joint application agreement with the cooperating unit, clearly specifying the tasks, goals, responsibilities, funds (including provincial allocated financial funds and self raised funds) to be undertaken by each party, and specifying the validity period of the agreement.

3. For financial direct subsidy projects, the declared enterprise's operating income or R&D investment for the year 2024 shall not be less than 10 million yuan; The ratio of self raised funds for the project to the application for provincial financial support should not be less than 2:1; If the provincial allocated financial funds for the project do not reach the applied funding limit, the project applying enterprise and cooperating units should promise to solve the difference through self financing. Priority will be given to supporting technology-based small and medium-sized enterprises that invest surplus funds from horizontal research projects such as universities and research institutes in the transformation, equity investment, or establishment of scientific and technological achievements.

For projects that involve investing first and then investing in stocks, the applying enterprise must possess highly mature technology, great industrialization potential, and urgent technological achievements that need to be transformed. It must have a clear equity structure, standardized management regulations, a high-quality and structurally reasonable R&D team, and meet the relevant requirements for the later transfer of scientific and technological financial funds. Priority will be given to supporting technology-based small and medium-sized enterprises in the seed and start-up stages. Enterprises that have received provincial-level financial equity investment support are not allowed to reapply.

3、 Declaration requirements

1.申报项目符合国家、省产业政策发展方向，技术含量高、市场前景好，目标任务应明确具体，预期技术指标应量化可考核，项目完成时能形成具有自主知识产权的技术成果和产业化指标。

2.项目实行“行政+技术”双责任人负责制。行政负责人原则上为项目牵头单位的主要负责人，全面负责项目的组织实施，牵头协调落实项目实施所需的资源要素保障，健全项目实施财务、成果、绩效等管理制度，做好项目关键节点绩效检查，确保项目目标任务如期完成。技术负责人须为项目研究思路的主要提出者或实际主持项目的关键科研人员，负责项目的具体组织实施，在任务期内主持完成项目研究工作并全面做好项目实施的技术路线选择、进度安排、经费规范使用等全过程管理，确保按期完成项目任务目标。

3.同一科研人员同一申报年度牵头申报省级科技计划项目数量不超过1项。项目负责人每年用于项目的工作时间不得少于6个月，项目参与人每年用于项目的工作时间不得少于4个月。每名科研人员用于在研和在申报省级项目的年度工作总时间不得超过12个月。在省科技厅其他限项范围内的不得申报。以上限项要求通过申报系统自动识别限制。

4.项目实施期限一般不超过两年，以项目立项文件印发日为启动时间。

5.先投后股类项目尽调时企业须提供审计报告；项目转股前阶段省财政支持资金性质为扶持资金；达到股权转化条件后，按程序签订股权投资协议，省财政支持资金性质转化为股权投资资金，若不愿意转股的，企业须退回“先投”资金；未达转股条件终止的项目须退回应退资金。根据协议约定，在实现预期盈利目标、完成项目计划目标或达到一定的投资年限后，省财政支持资金可采取股权回购、股权转让等方式退出。

6.申报企业须对申报材料中涉及的指标、数据和相关证明、附件材料的真实性负责，若提供虚假材料，一经核实，依法依规进行处理并记入科研诚信档案。申报项目受理后，原则上不能更改牵头申报单位、合作单位和负责人，不能更改申报材料内容。申报材料及相关证明材料不得包含禁止公开的涉密内容或申报人要求保密的内容，如涉及需脱密后提交。

7.项目申报企业、项目负责人须签署诚信承诺书。项目申报企业、项目负责人应具备良好的科研诚信状况，不存在惩戒执行期内的科研严重失信行为记录，无“绿色门槛”制度不予支持或相关社会领域信用问题记录。

4. declaration process

1.项目通过山东省科技云平台进行申报，项目负责人登录个人申报账号后（登录网址：https://cloud.kjt.shandong.gov.cn/），找到网上大厅－项目－山东省科技型中小企业创新能力提升工程项目，按照系统相关提示和要求在线填写项目申报书等内容，全部填写完毕后由企业管理账号审核提交，企业网上申报时间为2025年4月15日9:00至5月6日17:00。各单位要合理安排申报、审核提交时间，避免临近系统关闭时集中上传或审核。

2.按照属地管理原则，各市科技局负责对项目进行审核并择优推荐，书面推荐意见和项目推荐汇总表（附件2、3）一并报送省科技厅，推荐截止时间为2025年5月18日。财政直补类项目须纳入市级科技计划支持，立项支持相关证明材料通过系统上传。

The paper materials should be completely consistent with the online application materials, otherwise the project approval qualification will be cancelled.

五、其他事项

1.各市科技局要严格履行主管部门职责，对项目申报材料的真实性、完整性和合规性认真审核。审查不严造成不良影响的，一经查实，严肃处理。

2.省科技厅在项目申报、评审等过程中，严格按照公开、公平、公正的原则，不委托任何单位或个人从事项目申报、立项等代理服务工作；不提倡、不建议申报单位有偿委托任何单位或个人提供中介服务。

3.省科技厅干部职工参与申报项目的，按照省科技厅党组《规范干部职工创新创业实施办法》规定执行，参与项目申报人员应主动报备。
