In order to further support enterprises in strengthening the construction of research and development institutions, enhancing their position as innovation entities, accelerating the development of a modern industrial system dominated by new driving forces, and accelerating new industrialization, the "Guidelines for the Recognition of Shandong Province's' One Enterprise, One Technology 'R&D Center'" have been formulated. We are now issuing it to you. Please implement it carefully based on the actual situation.

Guidelines for the Certification of Shandong Province's "One Enterprise, One Technology" R&D Center

Chapter 1 General Provisions

Article 1: In order to thoroughly implement the "Action Plan for Strengthening the Province with Advanced Manufacturing Industry (2022-2025)" (Lu Fa [2022] No. 15) and the "Implementation Opinions on Accelerating the Promotion of New Industrialization" (Lu Fa [2024] No. 6) of the Provincial Party Committee and Provincial Government, fully implement the strategy of innovation driven development, improve the enterprise technology innovation system, support enterprises to strengthen the construction of research and development institutions, increase research and development investment, carry out research and development activities, establish and improve the construction of research and development personnel teams, and further standardize the certification and management of the "One Enterprise, One Technology" R&D Center (hereinafter referred to as the "One Enterprise, One Technology" R&D Center "of Shandong Province), this guideline is formulated.

Article 2: The "one enterprise, one technology" R&D center referred to in this guideline refers to a technology R&D institution established by an enterprise based on its own development strategy planning and technological innovation needs, aiming to break through and master key core technologies in its industry and field. Its core responsibilities include technology R&D, technology achievement transformation, intellectual property creation and application, establishment and implementation of technology standard system, quality and technology improvement and application, industry university research cooperation, innovative talent cultivation, etc. The "One Enterprise, One Technology" R&D center is not only an important carrier for enterprise technological innovation and core competitiveness enhancement, but also a key force in promoting social productivity progress and the process of new industrialization.

Article 3: In order to fully leverage the leading role of enterprises in technological innovation, the "one enterprise, one technology" R&D center is mainly established based on enterprises, and at the same time, universities, research institutes and other units are encouraged to participate in the construction, driving industrial technological progress and the transformation and application of technological achievements through industry university research cooperation.

第四条山东省工业和信息化厅负责省“一企一技术”研发中心的认定和管理等工作。各市主管部门负责本辖区内省“一企一技术”研发中心的申报推荐、政策服务等事项。

第二章认定条件和程序

第五条申报省“一企一技术”研发中心应具备以下基本条件：

（一）申报单位应为依法设立的工业和信息化领域企业，参与单位应与企业具有密切的产学研合作基础。

（二）组织体系健全，管理严格规范，发展规划明确，重视前沿技术开发，具有开展高水平技术创新活动的能力，创新效率和效益显著。具有市级“一企一技术”研发中心资格。

（三）高度重视技术研发。上年度研发费用总额占企业营业收入总额的比例符合如下要求：

1．营业收入小于2000万元（含）的企业，研发投入比例不低于5%。

2．营业收入在2000万元至1亿元（含）的企业，研发投入比例不低于4%。

3．营业收入超过1亿元的企业，研发投入比例不低于3%，或研发经费支出不少于1亿元。

（四）具有比较完善的研究、开发、试验条件，有固定的研发场所，面积不低于200平米。拥有技术开发仪器设备和开发工具软件（含数据集）的原值不低于300万元。

（五）重视研发人员队伍建设。拥有技术水平高、实践经验丰富的技术带头人，专职研发人员不少于20人。

（六）近3年牵头组织实施省级及以上科研项目不少于1项或与高校、科研院所开展产学研合作项目不少于2项。

（七）通过自主研发、受让、受赠、并购等方式，获得对其主要产品（服务）在技术上发挥核心支持作用的知识产权的所有权，企业持有的授权发明专利、集成电路布图设计专有权和国家新药等一类知识产权不少于10项，且近3年新增一类知识产权不少于5项。软件和信息技术服务企业持有软件著作权不少于30项，近3年新取得软件著作权不少于15项。

（八）重视质量管理提升和品牌建设，通过数字化、人工智能等手段有效提升企业质量管理水平和品牌影响力，有相关的质量保证体系、质量检验措施。

（九）近3年未发生重大安全、重大质量事故或被有关部门认定存在严重失信等违法行为。

（十）积极参与国际、国家、行业、地方、团体、企业标准制定与修订。

第六条省“一企一技术”研发中心认定程序如下。

（一）省工业和信息化厅原则上每年组织一次省“一企一技术”研发中心认定工作，具体事项依据当年印发的通知要求办理。

（二）各市主管部门对企业提交的申请材料进行审核后，推荐报送省工业和信息化厅。

（三）省工业和信息化厅组织专家进行评审，按程序研究并经公示后公布认定名单。

第三章运行评价和监督管理

第七条按照“有进有出、动态调整”的原则，省工业和信息化厅对认定满三年的省“一企一技术”研发中心开展运行评价工作，具体事项依据当年印发的通知要求办理。

第八条评价结果分为合格和不合格。

第九条各市主管部门应及时将省“一企一技术”研发中心所在企业发生更名、重组等变更情况及相关证明材料报省工业和信息化厅，省工业和信息化厅对相关情况进行审核确认并定期发文公布。

第十条企业对其报送材料和数据真实性负责，各市主管部门按照标准条件对企业申报材料进行符合性审查。
