Shandong Provincial Department of Industry and Information Technology: Notice on Soliciting Enterprise Demand and Recommended New Technologies and Products

In order to thoroughly implement the "Shandong Province Iconic Industry Chain Industry University Research Collaborative Innovation Action Plan", conscientiously implement the deployment requirements of the Provincial Conference on Reform and Innovation to Promote High Quality Development, such as "establishing a mechanism for integrating scientific and technological innovation and industrial innovation" and "focusing on cutting-edge fields of science and technology, deepening the reform of the mechanism for transforming scientific and technological achievements", help enterprises solve their technical, talent and design needs, promote and advertise new technologies and products, and promote the high-quality development of the industry chain, we are now conducting a collection of demands and recommended new technologies and products from industry chain enterprises throughout the province. The specific matters are notified as follows:
1、 Involving the industrial chain
Integrated circuit and electronic information industry chain, high-end equipment manufacturing industry chain, high-end software and artificial intelligence industry chain, new energy equipment and deep-sea aerospace industry chain, chemical industry chain, new materials industry chain, biopharmaceutical and health industry chain, light industry and textile industry chain.
2、 Scope of solicitation
（1） Technical requirements: Based on careful research and analysis of the industry and its own situation, enterprises need to sort out and propose technical, process, material and other needs that domestic universities and research institutes need to help solve.
（2） Talent demand: Relevant demands mainly focus on solving key technological and transformational development issues faced by enterprises, and those that can be met through general recruitment do not need to be filled in.
（3） Design requirements: Enterprises need to sort out and propose product or project design requirements that require assistance from domestic higher education design teams and professional design institutions for product upgrades, brand building, management improvement, and other aspects.
（4） Recommended new technologies and products: New technologies and products developed since January 2022 that are technologically advanced, have clear property rights, reliable quality, and broad market prospects are all acceptable.
3、 Work Procedure
（1） Enterprise reporting.
1. When submitting technical, talent, and design requirements, it is necessary to fill out the "Enterprise Requirement Collection Summary Form" (see attachments 1-1, 1-2, 1-3). The relevant requirements should be as specific as possible, clarifying the relevant technical parameters, existing bottleneck problems, and other requirements to facilitate the matching of suitable expert talent teams. If there is a plan to connect with universities outside the province, it is recommended to specify the specific name of the university.
2. To submit an intention to promote new technologies and products, please fill out the "Summary Table of New Technologies and Products that Enterprises Can Promote" (see Attachment 2).
（二）各市审核。各市工业和信息化局要认真组织本市有意向的企业提报有关材料，确保材料真实可靠，以市为单位汇总反馈至邮箱。
（3） Demand push. The Provincial Department of Industry and Information Technology will sort and summarize the materials submitted by each city, and, on the premise of voluntary disclosure of needs by enterprises, will work with the Provincial Department of Education, the Provincial Department of Science and Technology, and higher education institutions and research institutes inside and outside the province to connect. For those with definite intention needs, they will communicate separately, promote our province's enterprises and push relevant needs, attracting domestic industry university research advantages resources to gather in our province.
（四）组织活动。省工业和信息化厅将根据工作要求和企业定向需求，委托行业协会进行正式推介新技术新产品，并组织相关企业赴省内外高等院校、科研院所，专家教授团队走进省优势产业集群或链主企业，围绕产业链开展全省产学研精准对接及新技术新产品推介活动，推动产学研深度融合发展，带动产业技术进步和创新能力提升。
4、 Regarding requirements
请企业本着自愿原则，如实认真填报，表格请报所在地市工信局，不接收企业单独报送。请各市做好相关需求梳理工作，相关表格汇总后于3月21日前发至科技处邮箱。
