Notice from the General Office of the Ministry of Industry and Information Technology on Carrying out the Selection of Advanced Applicable Technologies (First Batch)

Provinces, autonomous regions, municipalities directly under the central government, cities specifically designated in the state plan, industrial and information technology departments of Xinjiang Production and Construction Corps, subordinate units, subordinate universities, and relevant units:

In order to implement the Guiding Opinions on Accelerating the Transformation and Upgrading of Traditional Manufacturing Industry (MIIT Joint Regulations [2023] No. 258) issued by eight departments including the Ministry of Industry and Information Technology, accelerate the diffusion of technology applications, and promote the high-end, intelligent, and green development of manufacturing industry, we are now organizing the selection of advanced and applicable technologies. The relevant matters are notified as follows:

1、 Selection direction

Targeting the non-ferrous, chemical, general machinery, light industry, and electronics industries, we select technologies with applicability as the core, leading technological advantages, mature application practices, rapid replication and promotion, and in line with the coordinated development of the economy and society, including processes, materials, equipment, software, systems, management, consulting, and services that carry and apply technologies.

（1） High end technology

Effectively enhance the technological content and added value of industry products or services, including basic components and parts, basic materials, high-end equipment, industrial software, production processes, product service systems, and other related technologies.

（2） Intelligent technology

Effectively promote enterprise optimization algorithms, enhance data processing capabilities, achieve autonomous decision-making and self-learning, including intelligent equipment, intelligent factory construction, product and process design, intelligent production operations, intelligent operation management, intelligent supply chain, information infrastructure and other related technologies.

（3） Green technology

Technologies that effectively promote energy conservation and carbon reduction in enterprises, improve environmental protection and comprehensive utilization of resources, including related technologies such as energy conservation, water conservation, carbon reduction, environmental protection, comprehensive utilization of resources, and green services.

（4） Industrial basic technology

Provide technology that supports, safeguards, and enhances industrial foundations, including measurement, standards, quality, management, digital information, and other technologies.

2、 Declaration conditions

（1） The applicant should be registered within the territory of the People's Republic of China, have independent legal personality, and have no adverse records in terms of quality, safety, credit, etc. It is allowed to apply in the form of a consortium, and the number of consortium units generally does not exceed 3.

（2） The declared technology should meet the following conditions:

1. It has good applicability, progressiveness, reliability, economy and timeliness, high promotion value, economic and social benefits, and good application prospects.

2. The technology has been maturely applied in enterprises and has been running safely and stably in the production process for a long time. As of the declaration, there have been no major safety accidents in actual application.

3.技术应用门槛较低，具有良好的投资回报，适宜在中小企业大规模推广应用。

4.技术及相关专利属于申报主体，知识产权明晰，不涉及知识产权纠纷和国家秘密。

3、 Job requirements

（一）各省级工业和信息化主管部门、有关行业协会（学会）、部属高校、部属单位要认真做好组织申报和初审推荐工作。

统筹考虑区域差异和平衡，对2023年技术合同成交额前十位的省份（北京、上海、湖北、浙江、江苏、山东、广东、陕西、湖南、安徽），推荐技术不超过10项，其他省（区、市）不超过5项；行业协会（学会）、部属高校、部属单位每家推荐技术不超过5项。

（二）各申报主体如实填写《先进适用技术申报书》（附件1），做到实事求是、逻辑清晰、重点突出、数据详实、证据完善，可结合图、表等表述。

（三）各有关推荐单位于2024年11月22日（周五）前将推荐函、《先进适用技术申报汇总表》（附件2）等相关书面材料（一式两份）寄送至北京市西城区西长安街13号工业和信息化部（科技司），电子版材料（含推荐函、汇总表及申报书）发送至联系人邮箱。

四、推广应用

（一）清单发布。工业和信息化部将组织专家对推荐技术进行评审，发布《先进适用技术清单》。

（二）推广应用。工业和信息化部将组织科技中介机构、中小企业开展推广工作，搭建供需对接平台，支持开展技术展示、技术培训、技术应用等工作，并通过孵化器、技术市场等多种渠道持续推广。鼓励各地方、行业协会及有关单位加大支持力度，促进技术扩散应用。

（三）成效评估。工业和信息化部将持续跟踪技术推广情况，适时开展评估工作，并动态更新技术清单，不断完善先进适用技术推广机制。
